15. (23-0073) Recommendation to receive supporting
documentation into the record, conclude the public hearing, and consider the applicant's appeal by SM Car Wash (APL22-005);

Adopt resolution adopting and certifying a Mitigated Negative Declaration (IS/MND 06-22) and making findings of fact; Dave Shukla [email protected] Hello. I do not think the applicant's appeal is warranted, and I do not think the car wash proposal is the best possible use of the lots in question at that site. While remaining agnostic on whether the proposed zoning changes will result in a better future project, it is with Councilmember's power today to deny the appeal, and not add another automobile-oriented use in a corridor with an existing surplus of them. Car wash at that site should not be approved. 1/24/2023

(23-0074) Declare ordinance amending the Land Use District Map (Zoning Map) by amending portions of Part 10 of said map to approve and implement a Zone Change (ZCHG20-009) from Regional Highway Commercial (CHW) and Low-density Multi- Family Residential, small lot (R-3-S) to Community R-4-N Commercial (CCN) read the first time and laid over to the next regular meeting of the City Council for final reading; and

Deny the appeal of the Planning Commission's decision and deny a Conditional Use Permit (CUP20-003) for a new 3,278- square-foot detached automated car wash along with two
ancillary buildings, located at 1911 East Pacific Coast Highway in the CCN Zoning Districts. (District 6)

This is a bad project. How do I know? The staff, the Planning Commission and most importantly the Community have all said multiple times and multiple ways for more than 3 years that an automated carwash is not a productive or welcome land use in this location. Deny the CUP and kill this project once and for all.

Changing the zoning now, with the Zone In: City Core district-wide rezoning project coming soon, is also a bad idea. The proposed zone change will be overwritten in a matter of months. And how is this not illegal spot zoning, to change the zoning in just this one location? Please say no to this lowest common denominator project and unnecessary rezoning.

Let's build something better here! Thank you.

17. (23-0080) Recommendation to amend the Purchase and
Sale Agreement, dated March 10, 2022, with Armory Arts
Collective, LP (Buyer/Developer), for the disposition of City of Long Beach-owned exempt surplus property located at 854 East 7th Street, commonly known as the former Long Beach Armory (Subject Property) to add an Option to Lease the Subject Property in lieu of a fee purchase. (District 1)
Dave Shukla [email protected] Support. Need to keep this project focused on delivering affordable units, and while there is more risk, this is one method to do that.

24. (23-0087) Recommendation to continue the local emergency caused by conditions or threatened conditions of homelessness within the City of Long Beach, which if not corrected, constitute an imminent and proximate threat to the safety of persons and property within the City, and;

Receive and file an update on the emergency declaration and associated activities and provide any additional direction to City staff regarding the emergency. (Citywide)
Scott Wenger [email protected] Hello, I would like to underscore the effect that the homelessness crisis is having on local businesses. Specifically, as an example, I cite the current situation in and around the intersection of Locust and E. 14th Streets. An encampment has sprouted up around a vacant lot, as well as in the alleyway and along 14th Street between Locust and Pine. Neighborhood residents and visitors are in great distress as the number of people living on the street in this area has ballooned, in addition to the increased frequency of car break-ins, harassment incidents, egregious littering, blocking of public right-of-way and general blight in the neighborhood. On a simple walk from home to school, children have to walk through the open-air drug market at E.14th Street and Palmer Court, encampments all along 14th St. where people are openly smoking methamphetamine and using other
dangerous drugs. The scene scares away customers that want to visit shops, restaurants, the climbing gym and the brewery. 1/24/2023

Can we please make "worthy" the residents of the City of Long Beach along with the homeless constitute an imminent and proximate threat to the safety of others and property within the city. I remind the City Council of fireworks nuisance, noise nuisance from amplified music(24hrs all week), crime, and other disturbances negatively impactful to residents. The police are not providing enforcement proportionate to the demand in our high crime areas, in contrast have witnessed that they look the other way to not involve themselves in police work. Some of the residents of Long Beach have low faith in the Police because consensus is "they don't do anything." The lack of focus to prevent or reduce crime manufactures consent to residents of all ages that crime, disturbances and nuisances are standard. 1/23/2023
