To Mayor Richardson and City Council,
As a long term resident, I ask that you to listen to the community and reject the fully automated car wash at 1911 East Pacific Coast Highway off Cherry. I urge you to say no, as it has been made clear that both government offices, as well as the community, overwhelmingly abhor the idea of this happening.

Our neighborhood already has multiple car washes, literally all within walking distance from one another. With the needs of our community growing steadily, another car wash will contribute nothing in terms of wellness, outreach, or affordability.

Please say NO. Please listen to our local government bodies in addition to the community and deny the appeal of the Planning Commission’s decision and deny a Conditional Use Permit (CUP20-003) for the proposed fully automated car wash at 1911 E PCH.

Sincerely,
Harmit Tamber

Dear Mayor Richardson and City Council,
I hope this finds you well. I am reaching out to you to express my concern and to ask you to please reject the proposed fully automated car wash at 1911 East Pacific Coast Highway, near PCH and Cherry.

The planning staff, the Planning Commission, and most importantly, the community – all of whom have already and repeatedly said NO to this car wash, please listen to them and follow suit.

This neighborhood stretch of PCH already has four other car washes within a quarter mile of each other! The last thing we need is yet another car wash, which will not bring any additional resources or long-term jobs to our community. What our community NEEDS is affordable housing, community services, mental health and wellness spaces, green spaces, safe walkability, and neighborhood storefronts that bring healthier options and help build our community. These are what my neighbors and I have called for during the Zone In: City Core rezoning process.

I urge you to please say NO. Deny the appeal of the Planning Commission’s decision and deny a Conditional Use Permit (CUP20-003) for the proposed fully automated car wash at 1911 E PCH.

Sincerely,
Shahbod Mansoury

> I hope this finds you well. I am writing because I strongly oppose the proposed car wash project at 1911 E. PCH.

That space can be used for other things that this area and our city needs more of I was told that low income housing was an option for that area. I think that would be better. Also, we have already far too many car washes in the area, one being a block west and another a block east of this proposed car wash. I do not understand why the city would agree to yet another unnecessary car wash in the area. We are receiving letters about not watering our lawns and yet we want to have another Carwash that used water when we have two in the same area. This property can be used for much better purposes such as affordable housing or in other ways to serve our city. >
> I strongly oppose approval of this new car wash and hope that the space will be used to better serve the city’s needs like low income housing and mental health facilities. > Thank you,

Dear City Council and Staff - I urge you to vote no on the item regarding the PCH Carwash. I worked with this community on the very important ZoneIn: CityCore effort. Never once did the community ask for a car wash - what was asked for was more pedestrian safety strategies with reduced impact of vehicular travel. Please vote NO on the PCH Carwash.

My name is Mike Clemson, I live in Zaferia in the 3rd district.

I urge the City Council to deny the conditional use permit. Not only does Long Beach, and Central Long Beach specifically, not need another car wash, but you have an ongoing project to talk about the zoning changes that the Central Long Beach community wants. One of the clear preferences is to keep out auto shops, tire stores and car washes.

The applicant's report says that "The Central area is underserved by retail and service businesses", which is true. Central Long Beach lacks important amenities like grocery stores, parks and safe streets. One thing it doesn't lack is car washes. There are at least 65 car washes in Long Beach and 10 are in Central Long Beach. This includes one a few blocks away from this project, despite what the report says.

The solution proposed to fix this area being underserved by businesses is an "automated car wash" that will be "a valuable service to the neighborhood, which does not currently include" one. This is a place that the city has designated as a "Pedestrian Priority'' Area, and it's getting a car wash.

This is only a couple blocks from City College, where students have been allowed to sleep in their cars because they have nowhere else to live. If this is built instead of something like housing, they might still be homeless, but at least the car will be clear. The report says that it's not appropriate for housing, but the Housing Element plans 61 units within blocks of this property.

One of these recently was built near our home in Zaferia. It was also in a Pedestrian Priority area AND zoned Pedestrian Commercial. The dog and bike washes promised in the conditional use permit that were supposed to make the car wash pedestrian friendly aren't installed, even after two years. Now when you walk down the street the sound of the fans, brushes and blowers makes it so you can't talk for an entire block. This is not a community asset, it's something that people will drive to and leave.

If you approve this project, I'd just like to know: why are we rezoning through City Core? We've been working for a year on the process to rezone this area, and one of the most important ideas to come out of that process is that we want a safer and more walkable community. Building another car wash is the wrong direction, but its also an insult to the people who have volunteered their time to bring to forward a vision of a better city only to have the city knowingly ignore that work at the last minute.

Thank you,
Mike Clemson

Dear Mayor Richardson and City Council,
I hope this finds you well. I am reaching out to you to express my concern and to ask you to please reject the proposed fully automated car wash at 1911 East Pacific Coast Highway, near PCH and Cherry. The
planning staff, the Planning Commission, and most importantly, the community – all of whom have already and repeatedly said NO to this car wash, please listen to them and follow suit.

Sincerely,
Tyler Mansoury

There are already numerous car wash options on this short stretch of Pacific Coast Highway. Puhleeze!
There are at least two car washes within a mile of this location AND, even more important, excess water has a tendency to fill the intersection. If it floods because of your insistence on putting money ahead of everything, you’ll have to do maintenance, and we all know that’s the dirtiest word in Long Beach politics.

While I realize your intent is to place concrete above peoples’ concerns for air, water, greenery - there are NO trees anywhere near this intersection - how about, once in this decade, doing what the people want and NOT placing more undesirable commercial entities anywhere near PCH/Cherry? Please deny the CUP (CUP20-003) for this business and consider something better, that encompasses community necessities, like affordable housing, community services, wellnesses and green spaces, safe walkability (which isn’t available now) and neighborhood storefronts with healthier options for everyone in the area.

This is not a wealthy area and a car wash is not a necessity. The needs of this community encompass the suggestions made above, not another skanky, automatic car wash that will flood the intersection and bring no goodness to an area that desperately needs good things happening.

Just say NO. Deny the appeal of the planning commission’s decision and deny that conditional use permit for 1911 E. PCH.

Our community needs affordable housing, community services and wellness spaces, green spaces, safe walkability, and neighborhood storefronts that bring healthier options and help build community. My neighbors and I have called for these during the Zone In City Core rezoning process.

I would like you to please say no. Deny the appeal of the Planning Commission’s decision and deny a Conditional Use Permit (CUP20-003) for the proposed automated car wash at 1911 E PCH.

Warmest Regards,

Mike Phu

Dear Mayor,
I urge Mayor Richardson and the City Council to reject the proposed fully automated car wash at 1911 East Pacific Coast Highway, near PCH and Cherry, as a concerned and impacted neighbor. The Planning Staff, Planning Commission, and community have all previously and emphatically stated their refusal to this car wash; therefore, it is imperative to HEED their words.

Within a quarter mile of each other, there are already four other car washes in this neighborhood stretch of PCH! Our community does not need yet another car wash, as it would not bring any additional resources or long-term jobs. Our community would benefit greatly from affordable housing, community services, mental health and wellness spaces, green spaces, safe walkability, and neighborhood storefronts offering healthier options and aiding in community-building. My neighbors and I have called for these during the Zone In: City Core rezoning process. Please say NO, I urge you. We hereby deny the appeal of the Planning Commission's decision and reject the application for Conditional Use Permit (CUP20-003) for the proposed fully automated car wash at 1911 E PCH. Best regards, Sincerely,

Mayor and city council members:

As a Long Beach resident and volunteer for TOA, I support the appeal of the SM Car Wash (Agenda item 8). More businesses and economic investment along the PCH corridor near Cherry are sorely needed.

In addition, the businesses partnership with TOA and other community groups will go a long way toward keeping Chittick field safe and accessible for our student athletes .

I strongly believe that the location doesn't provide an adequate environment for housing. Residents would most likely suffer from traffic in the large intersection nearby. And, the location is noisy and crowded.

However, it is a good option for businesses such as car washes.

NO Car Wash at 1911 E PCH (Item 8; 23-0073, 23-0074)

Dear Mayor Richardson and City Council,

Water - a human right conditioned by competition and custom. As our access to imported water sources is literally drying up, shouldn't we limit the commercial and industrial use of water as well as deny residents the right to grow plants? What about water for our parks and parkway way trees which provide cleaner air and cool our urban hot spots? Cars do not need baths.

Subject: Vote No on the Car Wash at 1911 E Pacific Coast Highway

-EXTERNAL-

Now

when you walk down the street the sound of the fans, brushes and blowers makes it so you can't talk for an entire block.

These are what my neighbors and I have called for during the Zone In: City Core rezoning process.

I urge you to just say NO. Deny the appeal of the Planning Commission’s decision and deny a Conditional Use Permit (CUP20-003) for the proposed automated car wash at 1911 E PCH.

Sincerely,

DANIEL FARAHAT

Hi, my name is Steven

I just want to express my support regarding above project to the city.

This car wash project would be a good investment to this local economic and community.

It will provide more jobs and safety for the surrounding community. So it will be more consistent with economic growth of the corridor than the current use of the property in the future.

This kind of business project is what this community needs more than housing in these days because many housing developers think further economic investment is necessary to boost housing.

Please consider this project for our community

Thank you.

Dear Honorable Long Beach Mayor and City Councilmembers, On behalf of City Fabrick, Long Beach Forward, United Cambodian Community, and Walk Long Beach, I am writing in opposition of Agenda Item #8 to deny the appeal of the Planning Commission's decision and turn down a Conditional Use Permit (CUP20-003) for a new 3,278 square-foot detached automated car wash along with two ancillary buildings, located at 1911 East Pacific Coast Highway in the CCN Zoning Districts.

City Fabrick is a Long Beach based nonprofit design studio restoring, reshaping, and empowering communities through collaborative public-interest design, planning, policy development, and advocacy. City Fabrick is a frequent partner to the City of Long Beach, including the ongoing Zone In: City Core project, which aims to update the zoning code for the Central Long Beach area. City Fabrick is the consultant to the City of Long Beach for the Zone In:

City Core project, along with subconsultants and local organizations Long Beach Forward, United Cambodian Community, and Walk Long Beach.

The Zone In: City Core project will update zoning regulations, dating back to 1989, to support the development of new housing and a greater mix of neighborhood-serving uses, particularly along commercial corridors in the area, including Pacific Coast Highway. The plan will create a more complete community where residents, businesses, jobs, public amenities, essential services, and shopping are located near each other with a more pedestrian-friendly design.

The plan's equity-based framework is focused on both changes to zoning and land use regulations, as well as changes to the planning process itself. It is grounded in a community power and capacity-building process in which the people most impacted by planning decisions, including young people, renters, and people of color, are deliberately engaged in the process for their voices to be heard. Thousands of residents, business owners, and local stakeholders have participated in the Zone In: City Core engagement process, and it is clear that the proposed automated car wash does not fit the vision of what land use patterns and developments that the community desires to see. Numerous residents and local stakeholders spoke against the project when it was on the Planning Commission agenda.

We encourage the property owner and developer to re-examine and explore the site’s potential to meet the community’s priorities for affordable housing, community/cultural centers, and community-serving businesses, based on the updated zoning code reflected in Zone-in City Core. As we continue to uplift the inclusive planning process and honor our City’s diverse population, we ask that City Council deny this item asking for a Conditional Use Permit.

My name is Anthony Koo, and I have been a resident and taxpayer at the city of long beach for over ten years.

I am here to write to support the project of the express Carwash.

First, the vacant land has been abandoned for a decade without any sign of development, and I support the Carwash development on this dead land.

The Express car wash is a facility to provide comfortable service to residents with affordable expenses, and it is an environmental facility to help society with water usage.

I believe the Carwash is a good investment in the community and bring benefit to the local business and residents also.

Thank you.

Declare ordinance amending the Land Use District Map (Zoning Map) by amending portions of Part 10 of said map to approve and implement a Zone Change (ZCHG20-009) from Regional Highway Commercial (CHW) and Low-density Multi-Family Residential, small lot (R-3-S) to Community R-4-N Commercial (CCN) read the first time and laid over to the next regular meeting of the City Council for final reading;

I am in support of adopting the ordinance listed above insofar as the City Council members of City of Long Beach can honestly say that with thorough review they believe this ordinance will increase the amount of housing available to households with an annual income of $45,000 to $75,000 for a household of two and they believe this ordinance will increase the amount of housing available to households with an annual income of $60,000 to $90,000 for a household of four. If the member of City Council believe that the majority of housing creating by this ordinance will be affordable only to households with an annual income of +90K for a household of two then I urge them to vote against it.

Long Beach does not have a housing crisis. Long Beach has an AFFORDABLE housing crisis. People with high incomes will ALWAYS be able to find a place to live. There is no need for government to make any ordinance changes to assist households with high annual household income.

Dear Mayor Richardson and City Council,

As a concerned and impacted neighbor, I call on you to please reject the proposed fully automated car wash at 1911 East Pacific Coast Highway, near PCH and Cherry. Please LISTEN to the planning staff, the Planning Commission, and most importantly, the community – all of whom have already and repeatedly said NO to this car wash.

-EXTERNAL-

Hello

I live in Long Beach and I would like to support the car wash project which will help the area. The car wash project will clean up the area and other businesses could see an opportunity if it does well, and one after another business will come.

This will make the area more safe and more livable.

One good thing about the small business is, it could happen faster than any other developments, such as any housing or a big mall...

We want to see people walking around the street, not in the buildings.

I hope this project could move along fast

Thank you

I ask you to please for the sake of Long Beach, do not approve another car wash in this area. There are too many car washes already on PCH close to Cherry.

We have a homelessness issue and as the Mayor said This a top priority that requires urgency.

Solving homelessness starts with having affordable housing.

We can never solve homelessness without affordable housing.

You should fully consider the environmental burden of placing another auto- related use in an over-concentrated neighborhood.

Please reject the car wash permit.

Subject: NO CAR WASH PCH/CHERRY

-EXTERNAL-

PCH.

Dear Mayor Richardson and City Council,
I am asking you to reject the proposed car wash at 1911 E Pacific Coast Highway, near PCH and Cherry. Please take heed of the community and the City whom have already said no to this proposal.

There are already numerous car wash options on this short stretch of Pacific Coast Highway.

There are many things this neighborhood and community could really use, and another car wash is not one of them. Please consider a new park, more affordable housing or anything that will beautify this run-down corner of Long Beach.

I am asking you to please deny the appeal of the Planning Commission’s decision and deny a Conditional Use Permit (CUP20-003) for the proposed automated car wash at 1911 E PCH.

Sincerely,
Christopher Wimmer

NO Car Wash at 1911 E PCH (Item 8; 23-0073, 23-0074)

Dear Mayor Richardson and City Council,

As a concerned and impacted neighbor, I call on you to please reject the proposed fully automated car wash at 1911 East Pacific Coast Highway, near PCH and Cherry. Please LISTEN to the planning staff, the Planning Commission, and most importantly, the community – all of whom have already and repeatedly said NO to this car wash.

Sincerely,

Ziba
