A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF LONG BEACH AUTHORIZING THE CITY
MANAGER TO EXECUTE A CONTRACT WITH
DOWNTOWN LONG BEACH ALLIANCE , WITHOUT
ADVERTISING FOR BIDS, FOR ENHANCED SERVICES
ON 1ST STREET BETWEEN PACIFIC AVENUE AND LONG
BEACH BOULEVARD, IN AN ANNUAL AMOUNT NOT TO
EXCEED $291,000 FOR A PERIOD OF TWO YEARS WITH
THE OPTION TO RENEW FOR THREE ADDITIONAL ONE-
YEAR PERIODS
WHEREAS, in 1998, the City Council established the Downtown Long Beach Property and Business Improvement District (“DLBPBID”); and WHEREAS, under the DLBPBID approved Management Plan, Downtown Long Beach Alliance (“DLBA”) was named to carry out certain upkeep operations in the downtown area; and
WHEREAS, since 2013, the DLBA has provided additional and enhanced services in the 1st Street Transit Mall (1st Street between Pacific Avenue and Long Beach Boulevard) over and above those listed in the DLBPBID Management Plan; and WHEREAS, to ensure health , safety, and cleanliness of the community, these additional services are critical in maintaining a clean and safe downtown area; and WHEREAS, the DLBA has been providing service in the designated DLBPBID area pursuant to the terms of the Management Plan , and the additional maintenance service co ntemplated within the agreement are interconnected to the services already being provide d and expands on the efforts DLBA is already performing ; and

WHEREAS, no useful purpose would be served by advert ising for bids and to do so would constitute an idle and useless act and an unnecessary expenditure of public funds;
NOW, THEREFORE, the City Council of the City of Long Beach resolves as follows:
Section 1. The City Manager is hereby authorized to enter a contract, without advertising for bids, with Downtown Long Beach Alliance for enhanced services on 1st Street between Pacific Avenue and Long Beach Boulevard, for a period of two (2) years, with the option to renew for three (3) additional one-year periods, in an annual amount not to exceed Two Hundred Ninety-One Thousand Dollars ($291,000), at the discretion of the City Manager. If the sole source status of Downtown Long Beach Alliance changes, City shall publicly bid instead of extending the contract.
Section 2. This resolution shall take effect immediately upon its adoption by the City Council, and the City Clerk shall certify the vote adopting this resolution. ///
