SPECIAL MEETING Dave Shukla [email protected] Thank you Mayor Richardson and City Councilmembers for holding this special meeting on the issue of steep natural gas price increases, and for the proposed item.

1. (23-0116) Recommendation to authorize City Manager to work with Long Beach Utilities Department to promptly implement a Natural Gas Price-Spike Relief Program for the City's residential gas customers most in need of payment assistance. (Citywide) Dave Shukla [email protected] Hello. This item is a good proposal. The corresponding increase in UUT (Utility Users Tax) due to steep increases in natural gas prices should not be put to the city's general fund, nor the departmental budget for Long Beach Utilities, but should specifically be used to offer financial assistance to seniors and low-income ratepayers, including students. This is a basic measure. It is good to see the Long Beach City Council moving towards being a "City of Equity" through such efforts. This item should be a model to other cities in the region.

PUBLIC COMMENT: Dave Shukla [email protected] Hello. The Mayor and City Council should support, and sign onto, LA County Board of Supervisors' and consumer advocates calls for the CPUC to investigate market manipulation of natural gas prices in the Western U.S.
