11. (23-0103) Recommendation to receive and file the application of Lorraine Portia Halder, dba United Drive & Wine Market, for an original application of an Alcoholic Beverage Control (ABC) License, at 6203-6205 Orange Avenue, determine that the application serves the public convenience and necessity, submit a Public Notice of Protest to ABC; and direct City Manager to withdraw the protest if a Conditional Use Permit Exemption (CUPEX) is granted. (District 9)

I'm writing to oppose the ABC license for the liquor store located at 6203-6205. It serves no purpose and is not a convenience, it is a nuisance generating loitering and a criminal element. Not to mention there is a liquor store diagonally across the street, there are at least 6/8 liquor stores in the immediate area. You can't use convenience as a reason to saddle the community with another liquor store. Selling bread does not make you a convenience store, please do not grant the license.

Monica Keller [email protected] Good evening, I am a long time resident and neighborhood leader in North Long Beach. I am in opposition of the approval of another ABC application in our district 9 community at 6203-6205 Orange Avenue. We have a high concentration of liquor stores already.
Recently we have worked hard to rid our community of nuisance bars and liquor stores near homes and schools, such as, Jordan High School. I ask that you deny this application and consider the overall well-being of our residents, especially our youth. Thank you.

My name is Vanessa Covington and I have friends that live in the area of this proposed project. According to CalEnviroScreen, North Long Beach has high levels of air pollution that endanger human health by causing respiratory conditions like asthma and decreased lung function. Traffic is already bad, and noise would increase, and as a constituent that lives in the 6th district next to PCH I know firsthand the effects of having to deal with trucks and the damage it does to the air and roads. Having lots of trucks parking and idling for hours outside happens a lot in underserved communities already. Adopting better policies to guide warehouse development in the city's general plan will also help comply under SB 1000. This requires local government general plans to identify objectives and policies to reduce health risks in disadvantaged communities and promote civil engagement in the public decision- making. Support the Appeal and Protect our health from
environmental hazards.

I strongly urge you to require an EIR and Site Review for the proposed development at 5910 Cherry. I am a long time
neighborhood advocate. Industrialization of large masses of space in North LB would be hugely devastating to the surrounding area.
Not only the mass of the structure but the constant truck related activity which would create constant in/out traffic along with adjacent street impact - much like going into the PORT of LB.
Which we know has had and continues to have significant enviromental burden to the surrounding residential areas. 2/7/2023

Raul Cedillo [email protected] It's a shame that you continue to push forward with projects that are detrimental to the health of thousands of residents in North Long Beach, but here we are. At the very least, you must perform a full environmental review and hit the brakes if we are going in the wrong direction. There's still time to correct course and bring a greener future to our community. Thank you.

This is crucial to progressing towards increasing the proportion of city dollars that are kept local. LiBRE supports this item to ensure the overall success of local businesses and organizations. I am in support of this action. I live in Rose Park Neighborhood; an old neighborhood filled with family and locally owned busineses that operate on a shoestring. Sigh. I have read the comments from Los Cerritos Wetlands members Anna C and Ann C and agree completely with them. You have continually WASTED our money on a stupid oceanside pool that would be underwater soon after completion. You give lip service to conservation of our lands and waters and continue to subvert any and all needs that the public has. I guess one has to be a member of local "service" unions, developers and pocket liners to get anything from you. Our mayor doesn't need or deserve more sycophants in his office; his ego is large enough as it is. We need to have conservation, not expenditures that would be laughed out of any smart city council. Ours, sad to say, is a city clowncil.

The 10th St-Termino Greenbelt Park is unfinished and the walkway in the 7th St-Termino section of the Greenbelt is in need of repair. The Greenbelt Heights Neighborhood Association respectfully requests that funds be allocated to remedy these issues before they are allocated to advance new projects. We are concerned about the 10th St-Termino Greenbelt Park project being left unfinished because if it is, the greenbelt will quickly devolve into a place for vagrants to shelter, ppl to do drugs and trash to accumulate. This project must be completed to realize its potential as a safe w
alkway for neighborhood residents and for the 5,000
students of Jefferson Middle and Wilson High Schools that traverse this neighborhood. That means not just leaving a walkway in the middle of dirt but finishing the green space to make it the park it was intended to be - a park that kids, families, the elderly - all can enjoy equally & safely. Please complete and repair of the heart of our neighborhood first.

Theresa Hew [email protected] We currently have a budget deficit in Long Beach. Why do we need a new staffing model during these tight financial times? What is a Special Project Officer that requires 6 positions?? WHY do we need 14 additional staffers to the Mayor's budget? Too many unanswered questions. This agenda item needs much more detailed explanation before approving. The taxpayers of Long Beach deserve answers before they are burdened with any more supplemental taxes. The addition of money for 4 additional Full Time Employees for the Mayor of Long Beach is disastrous. Assembly Woman and former Long Beach City Councilperson, Senator Lena Gonzales has written many disastrous Assembly Bills. The most recent assembly bill passed removes the local revenues cities have gained, (Long Beach oil revenue), and place that revenue into the state general fund. Who is going to pay for the water pumps in our local water ways to keep the environmental balance of clean water with in the marina district? Instead of the extra's and endless spending downtown, maybe Mayor Richardson needs to direct revenue city wide? By the way, please don't spend any further money on breakwater studies, what a tragedy of financial government waste!

Addicted homeless, please find rehabilitation services, almost impossible to fix, commit these people! 3. The severely mentally ill person who are in need of services, housing is only one part of their problem. Unfortunately, the only category that needs housing is the lowest percentage of homeless, situation #1. The others, #2 and #3, they need commitment from a team, a large team, that includes, psychiatric services, social services, pharmacological services and lastly housing. All the government does is continue to throw money at housing, that won’t work.
Take another case to the ninth district court of appeals, take it to the Supreme Court, find a better way to spend money than what is happening now. By the way, can you please find housing for the residents living on Marina drive in the San Gabriel River. amendments, with Mallory Safety and Supply, LLC, of Longview, WA, for Automated License Plate Recognition (ALPR) system equipment, on the same terms and conditions afforded to the County of Fairfax, VA, in total amount not to exceed $1,208,372, until the County of Fairfax, VA, contract expires on September 30, 2023, with the option to renew for as long as the County of Fairfax contract is in effect, at the discretion of the City Manager. (Citywide)
Dain Lopez [email protected] 90806 I would like to express my strong opposition to this contract for ALPR equipment. I urge City Council to vote no on this item. This technology is not something that will improve the safety of our community. This technology is not something that the community is asking for. LBPD has not demonstrated that they will use such a powerful surveillance technology responsibly. In fact, only a few years ago it was discovered that LBPD was still sharing license plate data with ICE, contrary to their own statements on the matter and in opposition to the Long Beach Values Act. It is unacceptable that this request is even being made after such a breach in trust between LBPD and the community they are supposed to serve.
Please vote no on this item. Thank you.

90814 We do not want this! These funds would be better used if d irected towards social services that actually help our community. People need care and safety now and not surveillance. Tracking people does not help those that work and live here. Sounds like this would be over 1 million dollars thrown into a dumpster that could be directed to different city departments that actually help people and NOT the police department.

I do not support this agenda item. The concerns of the community are valid as history has proved giving unregulated access to th e

The focus of our city council should be to listen to community organizations that are on the ground doing daily work to better Long Beach for all of it's citizen and to gain the trust of the community by active listening. LBPD keeps asking for more funding and we still do not have any alternative crisis responses team launched in our city. Neighbors have been asking for alternative crisis responders for YEARS and the program keeps being "about to be" launched—while $1.2MM is casually proposed for spending on high tech surveillance equipment. We have been asking for services that care for our city and its residents, not surveil us, and are literally begging for you to take these demands seriously. Please do NOT adopt this
resolution and focus on what your constituents are actually asking for.

This type of software targets low-income communities of color and is a gross over reach by the LBPD. This amount of funds on this software is a waste and should be instead given to local non- profits doing work to make our community’s better and safer.
This will only antagonize and persecute people in our
communities. This type of technology will not make us any safer.
The police department has everything they need to run licenses plates on their own. This software is not free of errors and could create unnecessary work for the police. The data could also be shared with organization like ICE who target hard working community members trying to survive on little to no resources. 2/6/2023

I strongly oppose the expansion of ALPR systems in Long Beach.
The proposal has grossly insufficient oversight, leaving far too much discretion to LBPD in when and how the technology is used.
LBPD has demonstrated untrustworthiness with scandals such as Tiger Test self-deleting text messaging a few years ago. The expansion of police surveillance poses a danger to all in Long Beach, especially immigrants and people of color. The proposed safeguards are not sufficient.
