Good morning Monique,

On behalf of the Long Beach Area Chamber of Commerce, we would like to relay our support for item 19 on today's (February 7, 2023) city council agenda relating to increasing appropriations in funds to include a Deputy Mayor of Economic Development role. Attached below is our letter of support.

Thank you for taking the Long Beach Chamber's views into consideration.

On behalf of our approximately 800 members from across the greater Long Beach area, we want to offerour support regarding the February 7, 2023 item to “increase appropriations in several fundsacross several departments for various purposes”. More specifically, we believe the inclusion of a DeputyMayor of Economic Development role is a funding we should prioritize for the city of Long Beach at themoment.

At the Chamber, we pride ourselves on being a pillar of support and an aid of resources for the localbusiness community in Long Beach and the surrounding area. By establishing a Deputy Mayor ofEconomic Development role, our city can better identify economic opportunities for current and aspiringbusiness owners. The role would streamline the accessibility to resources and economic inclusion byproviding a key figure in the economic development department.

Thank you for your consideration of our comments.

Sincerely,
Jeremy HarrisPresident & CEOLong Beach Area Chamber of Commerce

Subject: Tonight's City council agenda item 19: Recommendation to receive and file the Fiscal Year 2022 Year-End Budget Performance Report and increase appropriations in several funds across several departments for various purposes to reflect final expenditures...

-EXTERNAL-

I would like to go on the record as supporting the entire comment on this item, submitted already by the co-chairs of the Sierra Club Los Cerritos Wetlands Task Force, which I have also included below. Of particular concern, is the continuing waste of funds to build a pool on the beach, which we all could agree is a really bad idea, especially as long as climate change and sea level rise are real things.

The justification that "tidelands funds" can only be spent on coastal projects, fails to recognize that it is still a very wasteful and extravagant undertaking that continues to show the absent-mindedness of this shameful project.

Please buck the trend and show us that the new City Council does in fact have "new clothes".

Sincerely,
Roger Martin Holman

Re: Item 19 Recommendation to receive and file the Fiscal Year 2022 Year-End Budget Performance Report and increase appropriations in several funds across several departments for various purposes to reflect final expenditures and carryover clean-up. (Citywide)

Lynn Ward, Chief of Staff for Councilwoman Zendejais, clarified this item as not only Receive and File, but an opportunity for Council to increase appropriations in several funds. We assume that would mean you can also decrease or eliminate funds. We urge you to consider the following items from the General Fund:

1. $702,450 ENHANCEMENT FOR THE MAYOR, $260,000 FOR ADMINISTRATIVE

SUPPORT-MAYOR, CITY COUNCIL, CITY CLERK
Long Beach is one of the few cities having both a mayor and city manager. Originally, the mayor was elected by fellow councilmembers and had a vote. Now the mayor is elected by the voters and has only veto power. Adding this amount of staffing for the mayor's office is an obscene use of public funds. How many of these jobs are already handled by the City Manager? If not, why not?

2. WHERE ARE FUNDS FOR STREET REPAIR, NEIGHBORHOOD SWIMMING POOLS, PARK ACQUISITIONS AND MAINTENANCE?
There appears to be many more urgent needs than funds for Neighborhood Block Parties, and supplementing Hotel Tax (Measure B). Please ask questions and use these excess funds more wisely.

3. TIDELANDS FUNDS • Enhancement for the Public Works Department of $100,000 for consulting services to explore alternative financing strategies for the delivery of the Belmont Pier project as a potential Public-Private endeavor.

Mr. Modica wrote today that: "The additional funding would be part of the effort to reduce the pool scope and budget down to the $62 - $75 million range as noted in the memo given the expected funding challenges, rather than the current $119 million estimate."

When will this city stop trying to force a square peg into a round hole and admit that a pool does not belong on the beach, in a liquefaction zone, with climate change and sea level rise? Please do not approve one more cent for this environmental disaster and use the reserved $60 million for much more urgent coastal uses.

Respectfully,
Anna Christensen and Ann Cantrell
Co-Chairs

Subject: Public Comments for City Council Meeting tonight

-EXTERNAL-

Good morning,
Please put this picture and comments in public comments on the budget item. Many of us are very concerned that the Mayor wants to increase his staff and is asking for over $770,000 increase...there are no details on these positions and given that the mayor already has a staff of 14, this is not necessary. Section 202 and Section 207 states the mayor's responsibilities...

It is largely a ceremonial position. I ask as a business owner in Long Beach that you decline his request. The City Council makes policy and you should not defer your power to the mayor. $770,000 is a lot of money and if any of you know, the Long Beach animal shelter is in crisis...large dogs are in crates because they have no money and space. That money could go there to expand resources. Please listen to what your constituents want, not a mayor who is trying for a power grab. That money could go to much more important issues in the city.

Sincerely,
Michelle Baker

Hi Kristina,
Thank you for the newsletter. My husband and I live in district 3

I want to express my concern re: this budget item below. Our city has so many gaps in basic services - police coverage, homelessness, street repair, etc. What are the job descriptions for these positions and why such high salaries? What is the plan to fund these new positions going forward? What is the business case for these positions? I do not agree with this and ask you to vote against this request.

Mayor Richardson is requesting to expand the Mayor's Office by adding 4.5 staff members totaling $702,450 for the remainder of this fiscal year. The ongoing cost for these positions is not yet determined but will be incorporated into next year’s budget with this action

Thank you!

Dear Honorable Mayor and City Councilmembers,

Please vote no for February 7, 2023 City Council Agenda Item 19 for C FM - FY 22 Year-End Budget Performance Report. The agenda item has many things that need separate discussions such as the mayor's proposed budget for increasing staffing, the proposed $750,000. The money should be efficiently used to help with fixing parks, improving public works, eliminate homelessness, staffing libraries, and aiding small businesses et cetera.

In summary, the money should be used to help the community in making meaningful engagement and solutions not create layers of bureaucratic barriers.

Thank you for your time and consideration.

I read your notice and Appendix G to the budget proposal.

These appear insufficient to justify the need to further expand the Mayor's office instead of reallocating responsibility to encompass new directions or "monitoring legislation." I think it is important as a Councilmember that you challenge such a drastic increase in bureaucracy without justification.

-EXTERNAL-

I thank you for the heads up on the budget. My comments are as follows:

The mayor's request for $700,000 to fund staff must be denied.

No funds should be made available for creating "Equity programs" (this means funding of racist programs)

Added funds must be made available to the police in order to stop crime now!

Funds should be made available to business that suffered in riots from fire, vandalism, or robbery caused by mayor calling back the police.

Pave our streets and maintain the public spaces.

Quit funding homeless programs, and offering money to them. (It assures we will attract more)

The city will lose all tidelands funds. The council is required to anticipate this and make appropriate provisions, like suspending funding for a beachfront pool.

Please give some consideration to the above suggestions

Best regards,

George G. Derry

Re Item 19

There is no reason to expand funding for the Mayor’s staffing. Do with what is already funded. We have many other important needs in this city apart from increasing staffing cost which are already sky high.

We know these additional positions and costs will remain year after year when we are facing deficits in the years ahead of us. How can you justify adding staff when we know these additional costs will require cuts to maintenance and infrastructure as a tradeoff in the coming years? There is no excuse for this.

Our tax dollars need to be spent on the street and in neighborhoods, not on bloated salaries in City Hall.

Regarding the extra $ for the Belmont Pool- again no. Tidelands funds are dwindling and there are so many important needs along the coast- the Pier, sea level rise mitigation, beach restroom facilities and maintenance to name a few.

And no more $$ for the Queen Mary! Good grief!

Sincerely,
Glennis Dolce

Dear Councilwoman,
It is our hope that you will oppose the increased staff requested by the Mayor and instead ask for a study of the existing staff against the Charter responsibilities of the mayor.

In my opinion Long Beach has outgrown the city-manager form of governance but a back room transfer of administrative powers to the mayor should be accomplished with a charter change, not they way it has been done since Foster.

We need a full time council and a mayor who is responsible for the administration of the city - not an unelected CEO who has all the authorities to run the city.

My recommendation is for the council to deny the mayors request, request a study of the mayors staff and establish a blue ribbon citizen committee to recommend charter change to a citizen commission form of governance.

Thank you

We are currently looking at State legislation instituted by our own legislative representative that will cut our oil revenues . We need to have budget surpluses and have a rainy day fund not deficits funded by outside government funding. The increase funding for the mayors office seems unnecessary as our previous mayors have done well without a larger staff. Once that staff is in place it will not be reduced.

The percentage of our government employees in our work force is ever increasing and is not sustainable by the private sector employees who pay for them. I believe we do not have a white mayors national association that our city has supported, therefore if the mayor would like to be a member of a black association he should pay for it or have another organization fund the membership. Fireworks to my knowledge has not been a fire problem in our city other than the noise. The 4th of July is a National Holiday and tradition that creates energy and enthusiasm. To spend more money when we already have laws in place to limit excessive activity is another governmental overreach. I do believe we should do whatever we can to limit homelessness and good mental health and anti drug programs are essential . I also support getting our public libraries fully staffed to allow our citizens to access knowledge more readily is essential. Studies have shown that 80% of our learning occurs after high school. I appreciate having you and your staff represent our district and hope you will consider my view points. Respectfully Charley Durnin. Please Acknowledge receipt

How any of you can support the overthrow of our City Charter by giving this new Mayor such powers is beyond me. With his new allotment, he will take control from the City Manager and will dictate the law in the City. Is this what you all are supporting? I suggest you all for the first time take out the Charter and actually read it. I think I must be the only person in the entire city who has read our Charter from Page one to the end. It is indeed an onerous task, but one which a public servant should do if in fact, they wish to work within the system and actually represent the people.

If not, of course, you can vote away all your power and let the mighty and powerful Wizard of Rex take over. I think in the end you will regret it. When everyone writes your obituaries, it would be nice to note that you did not overthrow the government of Long Beach.

Hi there & Thank you for representing our 3rd district community & City. ❤️ I look forward to working with you & your staff on various district concerns & events as I am an active resident & involved with various programs & projects throughout the City

I am reaching out today to briefly share my thoughts on the new Mayor’s increased staff budget request, Is he kidding? He’s kidding, right? 😱 Honestly Im flabbergasted to hear & read this request without immediately thinking of so many other projects that need the financial support from our tax payers besides increasing staff for ‘newly created positions’ Respectfully, I completely understand this from a cultural view, but not at that cost when you can educate current staff for whatever support is needed.

As a 50 year resident I am whole heartedly against this request & implore you to share my feelings directly with the Mayor & City Council members as I will not be able to attend the next City Council meeting.

I also want to say a quick Thank You for sending out your email update too, I was lucky enough to work with Susie Price over the years via emails or calls productively, so I truly appreciate these little community communications & think they are a wonderful tool for us to share our thoughts & get things done together.

Dear Council member of District 3:

Thank you for your e-mail with loads of information.

I rarely send an e-mail to this office, but I have a couple issues to mention: How many staff members did Mr. Garcia have when he was mayor? I am surprised that the new mayor who is just beginning his job, has asked for that many staff members. I have no idea how many is the usual amount. Since I am a library supporter and enjoy the e-books from the library, I am hoping the library is not left out. It seems every time I go on the web site to get another book, at least one library is closed due to a maintenance problem. Are the buildings getting to an advanced age and falling apart???!! We already have a traffic issue with the lagoon work and now I read about the Second Street Bridge upgrade. I imagine a real traffic problem there. I am asking that your office keeps us alerted to whatever closures that brings about. It seems both places have a long ongoing work schedule. Second Street carries a lot of traffic with not too many choices for a detour!!

Good luck with your new job. This is a busy area and an unusual city.

Hello Kristina! Thank you for your email. I am vehemently against the approval of $700K for Mayor Richardson’s staff. Despite the need to execute on many promises for the city, approving an increased budget and staff is not only outside of his role as Mayor, but also wasteful. To ask for the public to approve something with ambiguous ongoing costs is fiscally irresponsible. I think the more prudent option would be to optimize the staff he has.

Our district needs street and alley repairs, resources for our crime and homeless situation, and support of the city to repair our seawalls before they become in such disrepair that they pose a risk to residents and tourists.

Best,
Ligaya Jakmakjian

Hello Ms. Duggan,
First if all, congratulations on getting elected to District 3 Council seat.

Regarding the meeting tomorrow, I am voicing my opposition to increasing the mayor’s staffing budget.

What kind are the staff position does he need to hire and what positions will given salary increase? Richardson just started and has not shown his mettle yet, how can he justify the need to increase the number of his staff? Try what he gave first the rest of the fiscal year. There are many services that are short in funds in our city, homelessness $ public safety including neighborhood patrol for examples.

Thank you.

Co-Chairs

Dear Councilwoman Kristina Duggan,

I trust this email finds you and your professional team in the best of health as we slowly, but cautiously, move out of the pandemic.

It is the purpose of this email to formally request your support, for the following recommendation made on behalf of both for-profit and non-profit small businesses, who are still affected by the pandemic.

Agenda Item #19 – Fiscal Year 2022 Year End Budget Performance Report

RE: Unspent funds from last year

Recommendation:

It is recommended that partial funding be considered for the “City of Long Beach COVID-19 Relief Grant” (Recovery Act), SBA recipients (almost 400) who were approved to receive a Grant, however, because the funds were depleted, thus did not receive their award.

Small businesses are the core of the City’s infrastructure and a growing industry, please lets continue our obligation to increasing the City’s revenues and strengthening communities by addressing this recommendation in full or in part, favorably.

I/we think the LB Mayors staff is quite sufficient to do the job. We also think too much of our tax dollars and concentration on non-contributing people in our city including homeless. Veterans, people that have Served our nation have many avenues of help through federal, & state dollars and organizations for those that DO want help…all they have to do is ask.

Others, when they do contribute…they they should be helped – as they can.

Dear Kristina and staff –

Thank you for the newsletter – very informative.

As for comments, I am not in favor of adding positions to the Mayor’s Office at this point in time.

He’s only been in office a little over a month, so he really hasn’t governed long enough to know if more positions are needed. Bring that matter back in 6-10 months and then make a decision.

It also is far too expensive!

Thank you.

Kristina,

Please take a stand against Mayor Richardson tonight. Apparently he is attempting to create new staff positions to the tune of over $700,000. If these are positions that are so needed by the City and Long Beach taxpayers, we need to see detailed descriptions of what these assignments will accomplish, goals to meet for these created extra jobs and limits for these positions.

Please don’t allow our new mayor to turn out beautiful city into his grown up sandbox. He should not rule all and needs to know that his constituents are watching and aware of his actions.

Thank you.

Best wishes,

Hello Councilmember Dr. Ricks-Odie,

Writing to you as a resident of D9 regarding the upcoming council.

Agenda item #19: this is not clear to me. I assume councilmembers received an enumerated list of these items. It's not clear to me where I, as a resident, can access this information before the meeting. This is the opposite of transparency. I encourage you to push for transparency of these types of items and withhold your vote tomorrow, delaying it only until members of the public also have adequate time to evaluate how money is used, before your vote.

Agenda item # 20: though I do not know all the details, I support the idea of housing for our unhoused neighbors. Along with these homes, I'd like to ask that safety of staff be included in this item. Staff at the MSC have not received the safety precautions needed to do their jobs. Just one example of this was an attack of a client that untrained (in terms of safety) and unarmed staff responded to. This resulted in the client being protected, with staff being physically and emotionally harmed. Homelessness in our region is clearly at crisis levels. I want to advocate for keeping the people doing the work safe.

Agenda item #22: this is an item I am in opposition to. My understanding is that there are not enough safeguards when it comes to the disproportionate toll these technologies have on BIPOC and immigrant communities.

Many thanks,
Maricela

This request from our newly elected mayor for funding of $700,000.00 for an additional 4 staffers is excessive. He needs to earn some credibility with all the residents of Long Beach before requesting for more of our city's money. What unique skills do these individuals have to justify their high salaries? What will their expected duties entail that justify this excessive expenditure? I'm requesting that you vote "NO" on this agenda item at the council meeting.

On behalf of our thousands of members from across Southern California, we want to relay oursupport regarding the February 7, 2023 item to “increase appropriations in several funds acrossseveral departments for various purposes.” During this economic uncertainty, we believe addinga Deputy Mayor of Economic Development role should be prioritized for the city of Long Beach.

The goal of the Apartment Association, California Southern Cities is to drive more propertyowners and vendors of the rental housing industry to Long Beach and surrounding areas, resulting in more business. By establishing a Deputy Mayor of Economic Development role, ourcity can better identify economic opportunities for current and aspiring business owners. Thiskey figure in the economic development department would make resources and economicinclusion more accessible to new property owners and vendors.

Thank you for this update. Adding 4 new positions at over $175K each seems preposterous at this time.

What is the need exactly? I will follow up on the link.

Thanks!

Dear Rosa,

The 3rd District team and I have been hard at work diving into projects that impact our neighborhoods. From the State of Emergency on

Homelessness to the Colorado Lagoon Open Channel Project, I am working to address the concerns we are hearing from you.

I would like to point out an agenda item that will be coming before City Council next Tuesday because I think it is important you know the decisions, we, as a City, are making, especially when it comes to how we are spending your tax dollars. This is a complicated item so below you will find a brief summary along with a link to the full agenda item.

If you have thoughts on this item, please let us know by emailing [email protected] or by joining us at the Council meeting at City Hall.

As always, the 3rd District team and I are here to help. We can be reached at [email protected] or (562) 570-6300.

No, to adding staff to Mayors office. Isn’t he just mayor in name only.

Leads council meetings. Does he get a vote?.. we need too many other things.

Studebaker road fix and homeless. Besides City Manager runs the city.

Tell mayor to take a hike. I already read in PT he has lots of projects lined up for district Nine……Not one other district!!!

Hi Kristina,

We are in a deep recession and possible depression.

The country is 32 trillion in debt. The state is in debt. Public and Private pensions are failing.

As far as I know, w/o raising taxes, the city is broke. I had to sell Quinn’s due to shut down and never received money owned by SBA.

We need to slash un-needed projects and discretionary spending. $13 million for homeless and the city doesn’t prosecute the criminals?

I know the city is very progressive but they are all failing.

Please, don’t go with the status Quo. It’s ok to be fiscally conservative.

Thanks,
Jason Rabenn

Dear Ms. Delagarza,

Your support would be greatly appreciated.
