Date: February 21, 2023
To: Honorable Mayor and Council
From: Vice Mayor Cindy Allen, Second District
Councilwoman Megan Kerr, Fifth District
Councilwoman Dr. Suely Saro, Sixth District
Subject: Request for a Progress Update on the City’s Safe Streets Action Plan and Vision Zero Implementation
RECOMMENDED ACTION:

Request the City Manager to work with the Public Works Department to prepare an update on the City’s Safe Streets Action Plan and progress towards our Vision Zero and return to the City Council within 45 days.

DISCUSSION:

In 2022, 45 pedestrians, cyclists, and motorists died in crashes on the streets of Long Beach, 60% of these fatalities were pedestrians. This number has been rising in recent years due to many factors, including distracted driving, driving under the influence, and dangerous and reckless driving. Additional factors impacting safety include roads designed decades ago that prioritized only car traffic and at higher speeds than we know to be safe.

City staff have been doing admirable work on increasing multimodal mobility and increasing pedestrian and cyclist safety, including reducing speed limits on over 100 street segments throughout the City. This item asks for an update on their progress as well as next steps and what more needs to be done to prevent this loss of life from continuing.

This matter was reviewed by Budget Analyst Joe R. Guerrero on February 13, 2023.

FISCAL IMPACT:

The recommendation requests the City Manager to work with the Public Works Department to prepare an update on the City’s Safe Streets Action Plan and progress towards our Vision Zero and return to the City Council within 45 days. The requested action is anticipated to require a minimal level of staff hours beyond the budgeted scope of duties and have a minimal impact on meeting other City Council priorities. There is no local job impact associated with the recommendation.

EQUITY LENS STATEMENT:

Staff will consider issues of equity and access with any program proposals brought forward to ensure the City’s commitment for everyone reaching their highest level of health and potential for a successful life, regardless of background, neighborhood, or identity.

STATEMENT OF URGENCY:
