Application for a State Prohousing Designation

• The Prohousing Designation Program (Program) is administered by the California Department of Housing and Community Development (HCD) • Assembly Bill 101 established the Program in 2019
• Program regulations were established in 2022
• Jurisdictions that receive a Prohousing Designation will have a competitive advantage on funding applications for housing, community development, and infrastructure grant programs
• Applications now being accepted on a continuous, year-round basis • A Prohousing Designation, once awarded, is valid for three years Background
2 • To be eligible applicants must meet the
following requirements to be eligible:
o Have an adopted compliant Housing Element
o Latest Annual Progress Report has been
submitted
o Must be in compliance with all applicable state
housing laws
o Submit a formal Resolution for the Program
Program Eligibility – Threshold Requirements
3 A minimum score of 30 points
is required based on the four
scoring categories:
oFavorable zoning and land
use;
oAccelerating production
timeframes;
oReducing construction and
development costs; and,
oProviding financial subsidies.

Authorize the City Manager, or designee, to execute all documents and agreements necessary to participate in the Prohousing Designation Program. (Citywide)
