14. (23-0221) Recommendation to request City Manager to work with the Public Works Department to determine the feasibility of implementing the Terminal Island Transition Plan, as discussed below and report back to City Council in 120 days.
Matthew Wehner [email protected] I wanted to express my support for the Terminal Island Transition Plan. This is an important environmental justice project for a community that sees the worst effects of pollution from goods movement near the port. Creating green space in this area will help improve quality of life for residents in West Long Beach. I know there were previously concerns that taking away the freeway stub would cause truck traffic in other neighborhoods, but it is now clear that the future of goods movement to the port will use more rail and less dirty, polluting, trucks in light of the cancellation of the 710 freeway widening. As we expand rail capacity to the ports, I urge city council to please fight for rail electrification. Not battery trains, but trains powered by overhead wires that are proven to work. The Alameda corridor is built to allow for future conversion to electrification. With enough will, we can make West Long Beach a less polluted and much more vibrant place. Thank you. 3/14/2023
PUBLIC COMMENT: Edgar Cruz [email protected] My name is Edgar Cruz and I'm a social equity applicant with the City of Long Beach equity program.
In recent years the city has taken action to promote equity initiatives by approving shared-use manufacturing, working on retail delivery, and offering retail store-front operations. While none of these licenses are currently available, it is the opportunity that every equity applicant wanted to see.
As an example, the ongoing Retail Dispensary RFP has
undergone multiple delays with a foreign process and seemingly little oversight. Since council approval, it took months to actually implement the opportunity for equity entrepreneurs to apply which also created more barriers in and outside the RFP along the way.
After 5+ months with no transparency, a shortlist was posted for 20 out of 36 applicants considered.
I respectfully request that the city allow all 36 applicants the opportunity to move forward to the interview process for one the 8 retail storefront opportunities.
Thank you.

Tara Sievers I support the study “Feasibility of Implementing Terminal Island Transition Plan” -- to improve the environmental health outcomes of Westside residents (as well as North Long Beach residents affected by trucks and goods movement) by creating an open space and environmental barrier between adjacent Port, industrial, and related land use impacts while creating as much as 30 acres of new public open space.
