A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF LONG BEACH AUTHORIZING THE CITY
MANAGER TO EXECUTE A CONTRACT WITH
BIBLIOTHECA, WITHOUT ADVERTISING FOR BIDS, FOR
THE PURCHASE, MAINTENANCE, AND DISPOSAL OF
SELF-CHECKOUT MACHINES FOR THE ELEVEN
BRANCHES OF THE LONG BEACH PUBLIC LIBRARIES,
FOR A TOTAL AMOUNT NOT TO EXCEED $224,726, FOR
A PERIOD OF FIVE YEARS
WHEREAS, the Long Beach Public Library (“LBPL”) is responsible for providing City residents with easy access to library materials and efficient methods to retain library services; and
WHEREAS, LBPL has implemented the use of patron self-checkout machines since 2013 at the eleven LBPL branches; and
WHEREAS, the self-checkout machines provide a convenient way for patrons to quickly borrow library materials, conduct inquiries, and print receipts without waiting; and
WHEREAS, the current self-checkout machines at each of the eleven branches are at their end of life and should be replaced for the Fiscal Year of 2023; and WHEREAS, updating the current machines with LBPL’s present RFID infrastructure would not be cost-effective, and there are fewer machine vendors who can provide these updates; and
WHEREAS, Bibliotheca offers self-checkout machines with newer technology and a Solution as a Service model agreement including maintenance services and the disposal of machines at the end of the contract; and RES-23-0049

WHEREAS, Bibliotheca has been providing self-checkout machines to the Billie Jean King Main Library since 2019; and
WHEREAS, the continued services and technology provided by Bibliotheca will allow LBPL’s RFID systems to become uniform across all library branches; NOW, THEREFORE, the City Council of the City of Long Beach resolves as follows:
Section 1. The City Manager is hereby authorized to enter into a contract with Bibliotheca, without advertising for bids, for the purchase, maintenance, and disposal of self-checkout machines for the Long Beach Public Libraries, for a total contract amount not to exceed Two Hundred Twenty-Four Thousand Seven Hundred Twenty-Six Dollars ($224,726), for a period of five (5) years, at the discretion of the City Manager.
Section 2. This resolution shall take effect immediately upon its adoption by the City Council, and the City Clerk shall certify the vote adopting this resolution.
