2. (23-0324) Recommendation to increase appropriations in the Special Advertising and Promotion Fund Group in the City Manager Department by $10,000, offset by Second Council District One-Time District Priority Funds, transferred from the Citywide Activities Department, to provide a contribution to California Families in Focus to support the LB Proud! Maria Macias [email protected] Greetings Honorable Mayor and City Council Members,
My name is Angel Macias and I am a
resident of Long Beach and an active
community member.

Long Beach is home to a large LGBTQ+
population and as a member of that
population I am honored by the support
of Vice Mayor Allen and l am submitting
my support of agenda item #2 that will
be voted on at tonight’s city council
meeting.

Beach Streets is a perfect platform to
host the LONG BEACH PROUD FEST
and I am proud to partner with LB
LIVING in order to provide our LGBTQ+
community an event for our community
by our community and to show strength
in unity and provide a family friendly
event for all to enjoy through the different
activities that will be offered.

Respectfully,
Á ngel Macías

Leslie Smith [email protected] Honorable Mayor and City Council members. For more than 20 years,
Angel Macias and California Families in
Focus have been proactive in providing
inspirational and empowering events and
social-service programs to youth and
their families throughout the City of Long
Beach. While many of the associate
members and clients served by
California Families in Focus reside
throughout the City, the majority of them
reside in council Districts 1 and 2. We
thank you in advance, and we look
forward to your support of this
Resolution so that we may continue
doing our part to educate, inspire, and
empower our local, vibrant LGBTQ+
community at the first ever LB Proud!
Fest. Thank you.

PUBLIC COMMENT: Pat Lynch [email protected] Question: how much longer will the city continue to put the lives of LBFD
personnel and city residents in danger by
violating its own "Injury and Illness
Prevention Program," required by state
law? The recent crash of an LBFD
ambulance was a preventable event. In
2021, consulting firm AP Triton called
out the dangers posed by personnel who
were so sleep deprived that they
struggled to keep each other awake
during calls. Its report cited the city's own
document dated 12/27/2007 that states,
"Supervisors shall ensure that known
safety deficiencies are appropriate
addressed using the Hazard Correction
Work Order Matrix on p. 13." According
to that matrix, the LBFD's situation falls
into the red zone for work orders, whose
period for correcting it is "immediate
(ASAP)." Triton's recommendation 36
advised the city to comply with its own
regulation immediately. City
management has had that information
since spring 2022; City Council members
have had access to the report since
10/28/22.

21. (23-0343) Recommendation to request City Manager to work with the Economic Development Department, the Development Services Department, and Long Beach Heritage to develop an official City of Long Beach Legacy Business registry, a designation certification process, and an associated system of supports for qualifying Legacy Businesses.

Such supports may include, but are not limited to, technical assistance, commercial lease renewal and acquisition assistance, public education and commendation initiatives, marketing and promotional assistance, specialized grants for preservation, renovation and beatification, conflict resolution, and commercial eviction defense, contingent on the availability of funding to support such initiatives.

Dave Shukla [email protected] Support. It's a feel-good item that may or may not help a number of genuine
local establishments.

Don Pin [email protected] I see that the 16 qualifying businesses listed are only through LB Heritage. I
recommend that the city work with the
Business Navigators that are working
with the City Economic Development
Department to further identify
businesses to ensure equity in resources
for legacy businesses. Currently the
policy is only working with LB Heritage
which is more of a history focus
organization and not a small business
support organization.

Susana
Sngiem
[email protected] I am Susana Sngiem, Executive Director of United Cambodian Community. I urge
you to support the development of a
Legacy Business Policy. For over 5
years, UCC has supported minority
owned small businesses through the
Cambodia Town Business Center. We
provide business counseling to over 130
businesses and entrepreneurs. We just
concluded the first Cambodian
Restaurant Week. Small businesses are
the backbone to our economy and are
the cultural keepers of our communities.

In the past three years, UCC has seen
many Cambodian owned legacy
businesses close due to rising rents and
development including KH Market and
La Lune Restaurant. We need further
protections of these businesses
including first right to own, commercial
eviction defense, relocation funds.

I recommend the City to also include
Business Navigators like UCC and
Centro CHA in the partnership to
develop the Legacy Business Policy to
ensure equity and cultural competency in
process and access for minority-owned
businesses.

23. (23-0345) Recommendation to receive and file a presentation on current rent assistance programs and resources for tenants and landlords. (Citywide)
Dave Shukla [email protected] Hello. It is sincerely hoped the Staff Report will be supplemented in the
"forthcoming memo to Mayor and City
Council, and presentation" to include
relevant city ordinances already passed
by this legislative body.

In layman's terms: you missed a spot.

The Staff Report for Item R-23 omits the
City of Long Beach's Ordinance on
Tenant Harassment, passed by the Long
Beach City Council in November of
2020. Here's the link:
http://longbeach.legistar.com/View.ashx?
M=F&ID=9020018&GUID=C87F9634-
3ACF-40CF-9CD6-270142CC35C7
The omission is non-trivial. Council
Members! Tenant Harassment affects
thousands of living breathing human
souls in each District of this City every
year since the March 2020 pandemic-
related lockdowns.

This City ought to notice tenants that
there are such protections are on the
City's books, and tenants in Long Beach
deserve a City Council and City Staff that
enforce the City's mandates. Particularly
those whom this City knows it has
harmed in other ways.

PUBLIC COMMENT: IMMEDIATELY PRIOR TO ADJOURNMENT Eddi Marine [email protected] I am a resident of 3113 Atlantic Ave in Long Beach, and I am writing to you
today to express my deep concern about
demo vehicles parking illegally in our
residential area. Despite several
attempts to reach out to your office, we
have not received any response or
action from your team, and this
negligence is causing significant
damages to both my property and the
community. These vehicles are causing
damage to other vehicles and creating a
hazardous environment for pedestrians.

Additionally, hazardous materials have
been dumped out in the area at times,
and nails falling out of these vehicles
have caused significant damage to other
vehicles parked on the street.

Furthermore, homeless people have
been seen sleeping in the back of these
demo vehicles, creating a safety issue
for the community. I urge you to take
immediate action to enforce the
necessary regulations to ensure the
safety and well-being of our community.

27. (23-0312) Recommendation to receive supporting documentation into the record and conclude the public hearing and consider one third- party appeal by the Westside Business Association of Long Beach (APL23-005);
Adopt resolution adopting and certifying a Mitigated Negative Declaration (IS/MND 01-23) and making findings of fact related thereto, and adopting a Mitigation Monitoring and Reporting Program; and
Deny the appeal of the Planning Commission's decision and approve two (2) Conditional Use Permits (CUP21-010 & CUP21-011) to operate a trucking use on two (2) properties located at 1711 Harbor Avenue and 1515 West 17th Street that total 4.85 acres in size in the General Industrial (IG) Zoning District. (District 7)
Dave Shukla [email protected] If this City is going to approve this project, then similar trucking related
ones in the future that are not in General
Industrial (IG) zone types should be
more heavily scrutinized for the pollution,
noise, traffic, and other impacts on
surrounding communities. Specifically
those near schools, parks, churches,
and other place-types that correlate with
sensitive receptors.
