HONORABLE MAYOR AND CITY COUNCIL
City of Long Beach
California
RECOMMENDATION:

C-9
Authorize the City Manager, or designee, to execute agreements, and all necessary subsequent documents or subsequent amendments, including amending the award amount, with Florence Crittenton of Orange County, to accept and expend grant funding in the amount of $657,492 for the Safe Children and Strong Families Program, contingent upon the approval of the County of Los Angeles Department of Children and Family Services, for the period of July 1, 2023 through June 30, 2024, with the option to extend the agreement for three additional one-year periods, at the discretion of the City Manager; and,
Increase appropriations in the Health Fund Group in the Health and Human Services Department by $657,492, offset by grant revenue. (Citywide)

DISCUSSION
Florence Crittenton of Orange County (Crittenton) will subcontract with the City of Long Beach (City) Health and Human Services Department (Health Department) for Safe Children and Strong Families (SCSF) program services, contingent upon receipt of a fully executed contract with the Los Angeles Department of Children and Family Services (DCFS). The purpose of the SCSF Program is to ensure the physical, emotional, social, and educational development of children in safe and nurturing environments.

Crittenton seeks to partner with the Health Department to improve the lives of children and families in the greater Long Beach area. Health Department staff will: 1) provide case management services for Crittenton referred cases, 2) coordinate, monitor and report on referred client caseload to Crittenton, and 3) provide Crittenton with the required case management information to attest to the improvement in the lives of children and families' experiencing violence and/or neglect in their homes. The Health Department has provided family preservation services for over 20 years and is positioned to continue forging pathways to ensure that families are safe and healthy.

This matter was reviewed by Deputy City Attorney Taylor M. Anderson on March 7, 2023 and by Budget Analysis Officer, Greg Sorensen, on March 22, 2023.

TIMING CONSIDERATIONS
City Council action is requested on April 11, 2023 to allow the Health Department to begin the program as soon as possible.
