Curious.

Yes, the City is locked into a 10 year contract, and yes, compressed natural gas is somewhat less emitting of pollutants than diesel -- but CNG is not a "clean fuel" or "clean energy" -- it is dirty to extract, process, ship, store, and use.

At what point are City Officials (Hired Staff and Elected Decision Makers) going to be liable for the missed opportunity, and set of opportunity costs, for not converting to Electric or (Green...) Hydrogen? Who would be more at fault -- the Elected Decision Makers, or the Staff who craft the narrow bounds of their 'choices' and 'options' and 'decisions' ? The State of California is breaking from this whole class of "alternative" Fossil Fuels -- CNG, RNG, Hybrid Gasoline, "Renewable" Diesel, Propane, etc. -- in favor of Electric and Hydrogen.

Contracts like *this* have to become part of that transition.

Along with the willful, dedicated, maintenance of ignorance to the immediate and accumulative harms of such "alternatives".

Again, at what point is the half-step of RNG and CNG vehicles -- in 2023 -- going to be recognized as false solutions? Bridges to nowhere along the State's Zero Emissions goals? Off-ramps from the transition to *actual* clean energy?
(Transpo metaphors abound...)

30. (23-0442) Recommendation
to authorize City Manager, or
designee, to execute a
Memorandum of Understanding
(MOU) between the City of Long
Beach (City) and the Board of
Harbor Commissioners of the
City of Long Beach, Harbor
Department (Harbor), which will
include the terms for Harbor to
advance the City an amount up
to $12 million, take control of
certain City oil properties, that
can transition to non-oil uses,
split the revenues derived from
leasing of those properties with
the City, and use the City's share
of revenues to pay down the
advance of funds. (Districts 1,7)

Oppose.
"If this approach ultimately does not prove successful, the City will need to evaluate other options and reengage with the Harbor Department about other future partnerships." This is a pretty significant transfer of land and resources, in the hopes of returning the QM to profitability -- at the expense of engaging new clients/tenants and new uses at those sites.

The Staff Report is overly hopeful in the boost this Motion will provide to local tourism and hospitality - - which, even in the post-pandemic rebound, is significantly and forever altered.

It may well be a watershed moment for Mayor Richardson's first term and emblematic of lost opportunities therein -- Ports, like Tourism, face increased competition.

White elephants like the QM may not be in the City's long-term future.

Accept that and plan and act accordingly.

I'm opposed to the approval of this item because it is based on a DRAFT MOU. City Council members are the voter elected officials and need to be accountable for all the items that are in the final MOU, not the City Manager and not the Harbor Commissioners who are all non-elected officials.

Since Richard F. Anthony Principal Deputy City Attorney's response to me included a Confidentiality label stating it's not for public record, I won't include his exact response but he had non specific language in it such as: customary, major terms and conditions of the agreement (not all terms and conditions), additional terms that are included in the agreements ... I don't want to include the rest of that sentence and risk violating the confidentiality label but those additional terms include important aspects of the MOU.
