6. (23-0459) Recommendation to authorize City Manager, or designee, to execute an agreement, and any necessary
documents, subcontracts, and subsequent amendments,
including amendments to the award amount or agreement term, with Pacific Gateway Workforce Partnership, Inc., to accept and expend grant funding in an amount up to $300,000 as part of the Prologis Community Workforce Initiative - Phase II project, for the period of September 10, 2021, through May 31, 2023. 13. (23-0466) Recommendation to adopt resolution authorizing City Manager, or designee, to apply for grant funds through the California Department of Resources Recycling and Recovery (CalRecycle), authorize submittal of applications for all CalRecycle grants for which the City of Long Beach is eligible, and execute all documents necessary to accept and expend the funds to implement the purposes of the grant, until rescinded. (Citywide)
Dave Shukla [email protected] Council Members: Please be advised that support for this item should be contingent upon grant proposals that convincingly show the City of Long Beach can actually
meet the State of California's solid waste, organics
waste, and recycling targets, as established by recent
laws such as SB1383 and AB1857, amongst others. It
would be unfortunate for the City of Long Beach to
receive sought-after funds for proposals that place the City on a pathway to effectively miss those targets in
coming years. ds

PUBLIC COMMENT Miriel Bereal [email protected] To say that I am disgusted with the Social Equity Cannabis Program within Long Beach, would be an
understatement! A couple of weeks ago, Rex said that
you all have failed Social Equity, and that you were
looking to HELP. Now, how can there be any "help",
when the ones that we are asking for help, is refusing to help us, despite having 2.5 MILLION dollars in the bank right now for Social Equity Applicants? I have asked
the City to help me, as I now have a 3 day notice, due
to the bait and switch with changing the Grant Amounts, to which The Department of Cannabis Oversight
DENIED my request. You said you would help, so
PLEASE HELP! Lastly, the RFP for cannabis equity
dispensaries is now over SEVEN MONTHS behind!
Please, put some fire under their butts… as this is
ridiculous, no other City has taken this long to choose its Equity Dispensary recipients, with the Office of
Oversight, failing to OVERSEE what is happening! If
this wasn't Equity, would it have sat on the back
burner???

14. (23-0474) Recommendation to request City Manager, in coordination with City Attorney, City Prosecutor, Police Chief, and Special Events and Filming, return to City Council with a proposal to address unpermitted events that pose a threat to the health and safety of our communities, in 90 days.
William Sheehan [email protected] Mayor Richardson and City Council members, I urge you to support Councilwoman Kristina Duggan's
proposal that the city create a plan to address
unpermitted events occurring in Long Beach's public
areas. I'm hoping the city manager as well as the
appropriate department heads can tap the city's many
resources to find a solution.
Large-scale unpermitted events at the Granada beach
lot have frequently required police units to respond. If they don't arrive at the outset, their options are limited.
The Long Beach Department of Special Events and
Filming and Parks, Recreation and Marine Department
evaluate several factors when issuing a special event
permit. Unpermitted events have resulted in inadequate
restroom facilities, a lack of trash receptacles, traffic jams, illegal parking, and the use of alcohol and fire
barbecues, both prohibited at city beaches.

griselda suarez [email protected] The Arts Council for Long Beach supports the recommendations listed in the feasibility study for the Cambodian American Cultural Center.
We specifically wanted to highlight the importance of
the programming recommendations that include the
cultural preservation of Cambodian and Cambodian
American Art. And the request to develop and
strengthen partnerships with arts and cultural nonprofits like the Arts Council for Long Beach. The work ahead
for this cultural center embodies our mission, and we
look forward to being a thought partner for the City of Long Beach and the community at large as this
continues to move forward. Lastly, I would be remiss if I didn't take this moment to encourage the City Council to begin the critical work of a city-wide arts and culture masterplan. The foundation can lay a robust city-wide
arts and culture masterplan would be profound for our
local communities and economy. Thank you again for
the work you are doing to invest in the Cambodian
community.

20. (23-0471) Recommendation to authorize City Manager, or designee, to execute all documents necessary to amend Contract No. 36261 with Petrochem Materials Innovation, LLC, of
Carlsbad, CA, for furnishing and delivering as-needed premix rubberized emulsion aggregate slurry (REAS) and related equipment, to increase the contract amount by $3,000,000, for a revised contract amount not to exceed $4,200,000, and extend the term of the contract to December 31, 2023. (Citywide) Dave Shukla [email protected] Talking slurry! Hopefully each of our current CM's behind the dais can avoid the logical fallacy of
requesting that "each Council District gets the same
amount of (slurry)" - not just because Council Districts are no longer comparable in size or in number of streets needing repair, but also because those basic inequities of scale elide the differential allocation of roadwork, repair, street usage and street quality across districts.
Not to mention the performance of REAS as a
material... ds
