I support "tem #14-Unpermitted Events". In the Belmont Shore, Ocean Blvd Beach Parking Lots, there has been numerous, large, unpermitted Events hosted by out-of- town car clubs, which are promoted on social media. The Events start at 6am and involve loud music, car engines idling, and the sale of alcohol & food. There have been issues with public intoxication, public urination, fighting and gun violence. And this all happens with NO EVENT PERMITS and the participants DO NOT PAY THE PARKING FEE!
tem #14 - Unpermitted Events (Authored by Councilmember Duggan) I am proposing the City Council approve an action to request the City Manager, in coordination with the City Attorney, City Prosecutor, Police Chief, and Special Events, to bring back a proposal to address unpermitted events that pose health and safety concerns in our communities. If you would like to support this item, please email [email protected] with the subject: Unpermitted Events.

Please do not allow these un permitted events (scary car clubs) at Granada parking lot to continue. I live a few blocks from there and the crowd there is totally inconsiderate to those of us who live here. Seems like they could be gang members and loud music and trash, they completely take this area over, very dangerous. Please continue to aggressively stop these events. Thank you, Leslie Diotte

I strongly support restrictions on Unpermitted events like those held the oases number of sundays at the Granada parking Lot! Or any others that pose a threat to our safety to utilize the area as a parking lot and create unnecessary noise and pull from our already taxed police force to control (sort of) the Unpermitted event.
Thank-you,

I’m reaching out because I would like to support banning the unpermitted events in the city especially in the beach parking lot at Granada. Horrible whats been going on there for the last two years. It’s gotten extremely worse and what comes along with the unpermitted events is filth, extremely loud noise and gun violence. I’ve seen it all since I’ve been here I live across the street. I’ve had weapons pulled on me Anything I can do to support my district 3 in a healthy manner. Please let me know. I’m also in the process of bringing the guardian angels to Long Beach as this town is no longer safe by the beach or second Street.

We have noted an uptick in rowdy unpermitted events in the parking lot at Ocean and Granada. The groups responsible use the lot to race their cars, burn rubber, and play loud music over a speaker system. There’s nothing like listening to loud exhausts, screeching tires, and loud music throughout an entire weekend.
When they finally do leave, they leave their trash and graffiti behind. This is not behavior that the citizens in this area appreciate. It is ruining our quality of life, and is dangerous for people and animals visiting the Dog Beach.
The police don’t seem to be able to get this situation under control. Please do something to crack down on this situation before it gets further out of hand.

Item #14
Long Beach City Council Meeting, May 9, 2023
Mayor Richardson and City Council members,
I urge you to support Councilwoman Kristina Duggan’s proposal that the city create a plan to address unpermitted events occurring in Long Beach’s public areas. I’m hoping the city manager as well as the appropriate department heads can tap the city’s many resources to find a solution.
Large-scale unpermitted events at the Granada beach lot have frequently required police units to respond. If they don’t arrive at the outset, their options are limited.
The Long Beach Department of Special Events and Filming and Parks, Recreation and Marine Department evaluate several factors when issuing a special event permit.
Unpermitted events can result in inadequate restroom facilities, a lack of trash receptacles, traffic jams, illegal parking, and the use of alcohol and fire barbecues, both prohibited at city beaches. The city needs to create a system where unpermitted events are dealt with proactively, and police are used as a last resort, not a first line of defense.

Dear City Clerk,
I am a resident at 5102 E. Ocean Blvd, one of the last 5 homes remaining on the sand in the Belmont Shore area of Long Beach. We are adjacent to the Granada Beach parking lot, and have lived on and off at this home for more than 30 years.
This past summer and into the fall we have been witness to countless parking lot takeovers, and unpermitted events that not only directly affect us, but have become so disruptive to our once wonderful neighborhood. We are asking for our City Government to step up and come up with a solution to stop the madness before someone is seriously injured. We are witness to patrons of these events not only leaving their trash because of insufficient receptacles, but we have actually had people defecating in our bushes because of the lack of bathroom facilities. We have young children, and their safety is at issue as are all of the children in this neighborhood when this lawless behavior is allowed to take place. Street racing and burnouts are normal occurrences in the Granada parking lot on a weekly basis, it is only a matter of time before someone loses control and hits another car or worse, a person.
Summer is coming and I am afraid what this will bring if this situation is not resolved. This is a matter of extreme urgency, and I hope you will support Councilmember Duggan's proposal! Thank you,
Jenean & Mark Cerami

To Whom it May Concern:
I am writing in support of Item #14 – Unpermitted Events (Authored by Councilmember Duggan).
I live directly across the street from the Granada lot and have witnessed the deterioration of this immediate area of the neighborhood due to these illegal events. It is now to the point where I’m surprised if there isn’t one on a weekend day.
• The last one on April 23rd featured “event organizers” blaring music from their cars with heavy bass, bass heavy enough to make our place vibrate and wake us up even with a noise machine on and our door and windows closed. What time in the morning was this on a Sunday? 5:50 AM. Completely unacceptable.
• They then went on to blast their music all morning. This is a residential area. If I can throw a baseball from my front door and hit you with it, you are close enough to my residence where you need to respect noise laws.
• We routinely have event attendees urinate on our garage as do our neighbors. • The one on March 11th was a real doozy. I watched a car parallel park directly in front of my place. The passenger, a male, got out with a pint glass of beer which he quickly chugged. He then proceeded to urinate behind his car right there on Ocean Boulevard on the residential (East) side of the street. I could literally see his little penis from my dining room window, as could those neighbors who were walking by at 4PM in the afternoon. • They do not pay to park in the lot. They also do not wind-up heading to 2nd Street to spend some money and give the city tax dollars. They are parasites that enjoy taking over Belmont Shore: that is part of the attraction for coming here.
• The traffic is a nightmare. Emergency vehicles are at a major disadvantage in the event they need to use Ocean. Residents just trying to get home are stuck in traffic that should not be there and can not be planned for since these unsanctioned events happen with zero notice. • They trash the parking lot and the neighborhood. Some clubs are worse than others but one bad apple (or 30 in this case) spoils the bunch.
• Again, some clubs are worse than others but drinking can be rampant at these events. Hundreds of cars that all leave the parking lot at one time at the end of a day of drinking: what could go wrong? That dovetails nicely into the next bulletpoint… • There were shots fired at one of these on a Friday night maybe two years ago. I heard the shots and then watched a male immediately start running down Ocean towards Granada from Roycroft. Police came and scoured Ocean for casings. I bring this up because of two things:
o We’ve already had a murder in the parking lot that was inevitable based on who was frequenting the lot at night (“car enthusiasts”).
o There was a mass shooting just last summer in San Pedro at one of these car club events taking place in a public park.
The parking lot is not a fairgrounds nor an events center: it is a utility for the beach. From time-to-time, an event like Touch-A-Truck will take place which is great: it can be planned around and is a great family event. Even then, the entire parking lot is not occupied by the big vehicles whereas these car club takeovers can wind up using the entire lot, pushing more and more people into our neighborhood.
The past two weekends have seen a police presence in the Granada Lot each and every morning. On both the 29th and the 30th, potential car club takeovers were thwarted by the police and nipped in the bud before they could begin. Same thing happened this past Saturday, the 6th and probably only wasn’t needed on the 7th due to Touch-a-Truck taking place. I can’t tell you how happy it made me watching this happen. Important takeaways from this:
• Three out of the last four weekend days has seen a car club try to have an event and Touch-a- Truck probably kept them from attempting on the 7th. Regardless, that is a 75% hit rate. It is completely out of control. With the weather getting better and the days longer, Friday nights will also become a target for these as they have in the past. • The police were able to keep these from starting up so we now know that it can be done.
I commend Councilmember Duggan for taking action on this so early in her term whereas the last two years of pleading for a change seemingly fell on deaf ears. I’ve lived in Belmont Shore for over 11 years with the past ~six being here on Ocean across from the lot. The past two weekends have been a return to what makes our little community great: let’s please keep it that way!
Thank you,
Derek

Mayor Richardson and City Council members:
I support and urge you to support Councilmember Kristina Duggan’s proposal that the City Manager, in coordination with pertinent department representatives, develop a plan to proactively, and if necessary reactively, address unpermitted events taking place in Long Beach’s public spaces.
The event organizers do not work with the Long Beach Department of Special Events and Filming, they do not obtain permits or provide appropriate safety and security, traffic control within the event and on adjacent city streets, adequate toilet facilities, effective alcohol control, open flame management or trash handling. Special Events staff is unable evaluate needs and assign a venue that is appropriate to the size of the event or to have staff on site at the event to ensure permit compliance as they do with permitted events.
Please support Councilmember Duggan on this issue.

Very much against. Popping up all over city all hours and days on sidewalks, city parks. etc It’s crazy, just had a historic pandemic . Who controls these vendors from food to merchandise. That’s what festivals and flea markets are for not anywhere and everywhere. There are no controls in this city anymore. People race down the streets, park wherever and even go thru stop signs and red lights. See this all of the time. Drivers know chance of being caught is so remote anymore I know for street vendors same thing no controls . Police say they have no control over them If it’s the health department, I’m sure minimal regulators to check on them This city it’s getting to be a free for all what ever one wants to do/ they do. No repercussions! Very sad!

To whom it may concern,
It is my understanding that the city is finally taking a hard look at what has been transpiring at the parking lot of Ocean/Granada for several years now. I have owned the business on this corner for 17 years and have repeatedly witnessed these events. I have had to call law enforcement serval times for reckless driving etc.. One event in particular where the event attendees were double parked behind the cars on Ocean Blvd. and brought the party out into the street (drinking/ smoking marijuana). Safety is the number one priority. The city needs to set a precedence that Long Beach/ Belmont Shore is NOT a place where anything and everything goes. Long Beach has rules and regulations that need to be enforced! Your attention to this matter is greatly appreciated.
Sincerely,
Molly Moon
