23-0585 Adopt resolution replacing the current Noise Element with the updated Noise Element of the Long Beach General Plan; and

[email protected] The biggest noise issues near the intersection of Carson and woodruff are from Hartwell Park and it's
loud speaker system as well as football games
Lakewood high School and their loud speaker system
(which can be heard all the way on conant and san
Anseline) as well as all the traffic (motorcycles and
cars/pickups) going down woodruff and Carson which
are utilizing mufflers that don't comply with the vehicle code and are much much too loud and in fact can be
heard a mile away and this problem is related to the
general position of Long Beach PD which is we're not
going to do any sort of traffic patrol on woodruff or
Carson
The other thing that needs to be looked at is when
construction noise can start it should not start before 7:00 a.m. on any day of the week and probably not until after 8:00 a.m. on weekends

Bob Kruse [email protected] I urge the City to enforce noise limits for outdoor events that occur along Shoreline in the Elephant parking lot, the green space south of Shoreline and Alamitos
Beach. These are SHARED spaces bordering
residential properties. It is great to have events that bring people to Downtown Long Beach. Please be
aware of this is ALSO where we LIVE. Respect and
courtesy is all the residents expect. Keeping noise
levels TOLERABLE, enforcing noise limits is VERY
important. PLEASE act to keep some balance on this
issue. Those that live adjacent to this space pay
significan property taxes to the city. PLEASE represent our interest. I am not asking so suspend these events but to hold them with MODERATION on maximum
allowable sound.

[email protected] I wanted to state my support for the Studebaker complete streets project. I live Downtown in CD 1 but
cycle through the area when I need to visit destinations in East Long Beach, and this project would make that
much safer and more comfortable. I understand it may
be expensive, but it would be incredibly important to get the entire project as originally planned and not a
watered-down version. I understand CM Supernaw was
concerned with the bus stop configuration where buses
would stop in the general traffic lane, but this needs to be the final design instead of forcing buses into the bike lane. Buses and bikes mixing is not safe, and the
minute the bus would stop in traffic is hardly
inconvenient to drivers. I say this as someone who
owns a car and drives in addition to cycling and taking the bus through Long Beach. Thank you!

Erik Garcia [email protected] As a resident, bicyclist, mobility advocate, and ride organizer, I strongly support this initiative and would like this to move forward. There have been far too many
fatal crashes and almost fatal crashes for a city that
prides itself on safe streets. By approving the redesign of the Studebaker Corridor project, this council is doing far more than just painting bike lanes and putting up
barriers. Protected bike lanes and other automotive
speed-reducing strategies prevent fatalities, reduce
greenhouse gas emissions, lower transport costs, and
improve support of local positives. That touches many
issues that this council seeks to address.

Furthermore, this council accepted grant funding from
Metro to complete this project after years of stalling, so the time is absolutely here to complete this project.

There are many residents who work hard to live up to
our moniker as one of the most bike-friendly cities in the world. I urge this council to provide the resources
needed to embody it.

Kerry Beth Larick [email protected] Dear City Council Members, I sincerely thank you for supporting complete streets
initiatives in Long Beach. Your commitment to safer,
accessible, and inclusive streets is commendable. I
appreciate the dedicated efforts of our Public Works
Department on the Studebaker Road Corridor Project.

This transformative endeavor exemplifies the positive
impact of complete streets. It will enhance infrastructure with wider sidewalks, protected bike lanes, and
accessible public transit, fostering an active and
sustainable way of life. As a resident and non-car
owner, I rely on biking for 85% of my trips, and I've
noticed infrastructure improvements on Broadway, with
reduced speeds and bus shelter islands making it safer.

I look forward to similar improvements on Studebaker. I encourage you to continue investing in projects like
these, creating a future of safe and accessible complete streets for all. Thank you for your efforts, and I eagerly anticipate positive changes ahead.

[email protected] Buses pulling in and out of the bike lame are dangerous to cyclists and slow the buses because they have to
merge back into the traffic lanes.

40. 23-0592 Recommendation to receive and file a presentation on the Studebaker Road major corridor improvements project. (Districts 3,4,5)
Bike Long Beach [email protected] Bike Long Beach strongly supports the City’s implementation of the Studebaker Complete Streets
project. We appreciate the City Council receiving a
public status update, and we also encourage the
Council to request updates on other important projects
throughout the city, such as those discussed during the Study Session Meeting on January 18, 2022.

As the local chapter of Bike LA, our mission is to
advocate for a safer, more complete bicycle network so
that cycling can be an easy and practical mode or
transport in Long Beach. The existing bicycling facilities on Studebaker are unsafe. Creating a cohesive corridor
will increase the visibility of people walking, cycling, and taking transit, with important benefits to the community, including:

Safety: reducing vehicle conflicts with pedestrians and cyclists saves lives.

Reducing auto dependency: a multimodal corridor gives
people options for how they travel.

Climate: walking, rolling, and taking transit significantly reduce C02 emissions.

[email protected] I am in support of the complete streets project on Studebaker Road. I like it when I can ride my bike safely when I am separated from the cars. It will also help the bus arrive on time when they don't have to wait to pull out in front of cars.

[email protected] Please strongly consider fully protected bike lanes for this project. Spend a day riding in a partially protected, unprotected and fully protected bike lanes and note
your feeling of safety. Imagine how parents feel riding in these with kids. Again please consider fully protected
bike lanes for our safety and quality of life. Thank you. 6/5/2023

PUBLIC COMMENT: IMMEDIATELY PRIOR TO

ADJOURNMENT
LB Justice Watch [email protected] A local Long Beach Artist Bodeck Hernandez has several murals across the city. This is the abuser and
predator that has used his platform to prey on women
and continues to hide behind his art. These murals are
located at children's playgrounds, health clinics and city offices. We ask you city council members to cover up
these murals out of respect and safety of our
community. These murals haunts his victims and one
mural was even endorsed by mayor Rex Richardson.

Helps us end the cycle of sexual abuse and please
show our community that we won't stand for injustice
and hold violent offenders accountable. Art and
celebration does not excuse his abuse.

Murals are located at:

[email protected] Don’t be misled. Any measurement of how loud a sound is depends on distance AND if there is anything
between the source and the decibel reader. Anything
between the two mitigates the sound received.

The city has mounted decibel monitors by two of the
high-rise residential buildings adjacent to the
Convention Center parking lot and contiguous venues.

The monitor on S. Linden Ave is behind a wall which
mitigates sound from festival stages. The monitor on
Shoreline Dr. is behind trees which also mitigates sound from festival stages.

Residents in high-rises along E. Ocean Blvd in units
facing the waterfront receive the sound unmitigated.

Thus, the readings from the city’s decibel monitors
do not reflect the level of noise people in these buildings are experiencing.

Please update L.B.M.C. 8.80.280 so that amplified
noise from city-permitted entertainment is within the
noise limit when it reaches residences. This will make
the code consistent with the updated Noise Element.

My name is Dr. James Goodin. I am president of the
Ocean Residents Community Association (ORCA) and
am one of hundreds of Ocean Blvd residents that
routinely have their quality of life interrupted and their health endangered from very loud amplified music
adjacent to our homes that is permitted by the City.

During the hearing you will hear testimony on the health aspects and of the disruptions to an ordinary life style from these concerts I will be speaking at the Noise
Element/Ordinance hearing on Tuesday night, but I
have also forwarded comments to the City Clerk that
can best be reviewed in written form.

We are not just complainers, we have a
recommendation: We propose that Special Events
amplified music needs to conform to the Noise
Ordinance safety standards when said music reaches
residences. Eliminate the Special Events exemption to
the Noise Ordinance.

We enjoy Downtown entertainment but it does not need
to intrude into our lives; it can be managed.

PUBLIC COMMENT Allison McGuire [email protected] Please update L.B.M.C. 8.80.280 by adding to the code “…provided when amplified noise from such events
reaches residences it will be within the noise limits†.

We should not be driven from our home during the
events and festivals due to excessive noise levels.

There is no reason to have the music that loud and we
implore you to update the code so it can be enforced.

Homes are losing value and making it harder to keep
residents because they are driven out by the event
noise. Residents move to the beach for a calm and
serene lifestyle. You are driving us away. Please help the LB homeowners!

Your support of complete streets in Long Beach is
greatly appreciated. I want to express my gratitude for the dedicated efforts of our Public Works Department in the transformative Studebaker Road Corridor Project.

This project serves as a remarkable example of the
positive impact that complete streets can bring. By
improving infrastructure with wider sidewalks, protected bike lanes, and accessible public transit options, it will promote an active and sustainable lifestyle. As a
resident and a commuter in district 3, I rely on biking for 95% of my trips, despite being a car owner, and
Studebaker is likely to become a part of my daily
commute. I eagerly anticipate enhancements on
Studebaker. I strongly encourage you to continue
investing in projects like these, as they contribute to a future where streets are complete, safe, and accessible to everyone. Thank you for your ongoing efforts, and I
am excited for the positive changes that lie ahead.
