27. (23-0669) Recommendation to receive and file a presentation from the City of Pico Rivera on the Rosemead/Lakewood
Boulevard Complete Corridor Project (the "Project") and direct City Manager to (1) explore a formal partnership dedicated to advancing the Project with relevant agencies and (2) execute non- binding memorandums of understanding and statements of intent in connection with that exploration.
Michael Clemson [email protected] Please support this project, its critical to achieving our climate and transit goals. In addition, consider
supporting a full bike lane connection down Lakewood
though all of Long Beach, including the tunnel under the airport. The lanes there are more than adequate to have two general vehicle lanes, a transit lane and a protected bike lane. This would help make biking safer and slow
traffic by narrowing the lanes.

Kurt Canfield [email protected] This project is awesome and will provide a much needed second north-south transit connection on Long
Beach's east side. This opens up development
opportunities all along Lakewood Blvd, including
housing, commercial, CSULB, and airport
improvements.
However I definitely think that the bike lanes that go
alongside the BRT should also cross the 495 and
through the tunnel beneath their airport runway. These
will be challenging intersections to design safely but
having the bike connection to the airport and up to
Lakewood (including LBX) is a big deal. If Public Works can’t design a safe crossing, then we need an
alternate route along Clark to make up for the lack of a connection, though this is a much less preferred
outcome as Clark is significantly out of the way.

Matthew Wehner [email protected] I am a resident of District 1, and I work in District 5 near the airport. I wanted to affirm my support for the Pico Rivera BRT project, but I have concerns about the
statement that bike lanes will not fit north of Wardlow and south of the Lakewood City border. This is a critical corridor for protected bike lanes identified by the Bicycle Master Plan. Fully protected lanes must be added along
this route to make the network effective and safe. If bike lanes cannot fit on Lakewood, the project must include
fully protected bike lanes on a parallel route, like Clark.
This BRT project is a rare opportunity to make this
corridor truly multi modal. Also, city council and Long Beach Transit should consider a similar BRT+protected
bike lane configuration for PCH between downtown and
CSULB. This would compliment the Pico Rivera project
very well. Thank you.

Erin Hoops [email protected] This project looks amazing! It is vital that we find a way to build the Long Beach portion. This project will
connect people to good jobs in Long Beach, especially
in Space Beach. As a Caltech alum, I know having easy
transportation between campus and internship
opportunities will encourage aerospace students to
explore Long Beach in addition to opportunities at JPL.
Lakewood Blvd. is listed as an 8-80 path in the Bicycle Master Plan. The City must uphold the approved plan
when designing this project. If road constraints prevent protected bike lanes between Willow and Carson, this
project must include an alternative route. Connecting
our safe infrastructure is vital to its usage. We cannot afford to have a grid of protected lanes with impassable gaps. Families should be able to safely ride bikes to
LBX Hangar for dinner, leaving the parking for others.
Let's make this happen!

33. (23-0640) Recommendation to request City Manager, in coordination with the City Attorney and City Prosecutor, return to the City Council through a receive and file presentation discussing policy options related to unlawful uses of public spaces, including camping, that contribute to public health issues, nuisance, and public safety concerns. This includes evaluating the following:
- Size, structure, and cleanliness of encampments
- Prohibitions on obstructions, including encampments,
that limit or discourage public access or right of way
- Prohibited locations or areas in relation to sensitive uses and areas with environmental concerns such as schools,
major economic drivers, and waterways
- Prohibitions on time of day or when beds are available - Sanctioned camp sites
The City Manager, in coordination with the City Prosecutor and City Attorney, should also present enforcement mechanisms that have been used by other cities for violations. As we are in an emergency, this recommendation should return to City Council in 30 days.
Erin Hoops [email protected] Criminalizing homelessness isn't the solution. This is a distraction from real solutions. It is wasting city officials' time that could be spent on developing actual solutions. 6/20/2023

Kurt Canfield [email protected] A stabbing occurred in Belmont Shore where these issues normally aren’t supposed to happen, so I
understand why this agenda item has appeared.
However, the city is currently implementing solutions
that do produce results, which is building housing,
including supportive housing. Looking for options that
would allow criminalizing encampments is not a
solution, and is a distraction to city staff who are already working to address our unhoused population in the city.
This siphons away their capacity and achieves little
besides attempting to placate Belmont Shore residents.

Alex Arellano [email protected] On behalf of the organization, Everybody's Long Beach:
Criminalizing homelessness is not the solution. It
doesn't address the root causes, whether lack of
affordable housing or abusive household situations; it
only pushes the problem out of sight and out of mind.
This motion is nothing but a distraction to the real issue:
lack of affordable housing. If you kick them out of parks, libraries, or other spaces, where are they supposed to
go? Under bridges? Next to highways? The city has
failed in providing enough beds in shelters for our
current unhoused population and this motion only
serves as a distraction to that fact.
Prohibitions on public assembly are unconstitutional
and could subject the city to a civil suit. Unhoused
people are our neighbors. People should not be
punished for lacking adequate and safe housing. It's not us vs. the unhoused. It's us vs. homelessness. We
hope the Council does the right thing for the City and
rejects this motion.

Ketty Citterio [email protected] Daily we are facing the issue of growing encampments in our streets, in our parks, near kids playgrounds,
around our libraries. There must be a way to enforce
the laws we have in the books which were created to
protect us and our kids.Unfortunately most of the people camping are not individual able to care for themselves
or society. Most of these camping situations are
unsanitary, pose a health threat, and often also a
physical threat. Please, sanctioned camping is the only
solution. The City and the Port have plenty of spaces
(parking) to allow 'campers' to safely pitch their tents.
Places where they can also have facilities and
personnel to address their problems. You declared a
state emergency.
In my country we have refugees coming in by the
thousands and created sanctioned camps where they
get wholesome help.
Why can't we?Let's learn from everyone else who has
done that. Foreign refugees, homeless, still human
beings needing help to re-enter society.
Let's do it!
