RECOMMENDATION:
Authorize City Manager, or designee, to accept an easement deed from Airway Office Park, a California Limited Liability Corporation, and the owner of the property at 3810 Stineman Court, for the installation of public utilities; and, Accept CEQA Notice of Determination, State Clearinghouse number 2001051048 for the development. (District 5)
DISCUSSION
Airway Office Park, LLC , owner of the property located at 3810 Stineman Court , is installing a new fire line pursuant to approved Long Beach Utilities Department construction drawing s (Attachment A). A fire line service Double Check Detector Assembly will be installed on the property. These devices provide backflow prevention to protect water supplies from contamination. To accommodate the installation of the Double Check Detector Assembly, it is necessary that the property owner grant an easement to the City of Long Beach (City) for the installation ( Attachment B). The Public Works Department is requesting the City Council to authorize acceptance of an easement deed to accomplish this purpose.
City staff conducted a review of affected agencies and there were no objections to the proposed easement.
In accordance with the Californi a Environmental Quality Act (CEQA) and the CEQA Guidelines, Notice of Determination, State Clearinghouse number 2001051048 was issued for this development (Attachment C).
This matter was reviewed by Deputy City Attorney Vanessa S. Ibarra on June 26, 2023 and by Budget Management Officer Nader Kaamoush on June 22, 2023.
TIMING CONSIDERATIONS
City Council action on this matter is not time critical.

FISCAL IMPACT
An easement processing fee in the amount of $3,213 was deposited in the General Fund Group in the Public Works Department. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.

That certain parcel of land situated in the City of Long Beach, County of Los Angeles, State of California, being that portion of Lot 5 of Tract No. 70937-1 filed in Book 1366, Pages 27 through 29 of Maps in the Office of the County Recorder of said Los Angeles County, included within a strip of land 17.00 feet wide, the centerline of which is described as follows:
COMMENCING at the intersection of the centerline of Cover Street with the centerline of Stineman Court as shown on said Tract No . 70937-1; thence along said centerline of Stineman Court North 00°00’37” West 169.53 feet to the northerly terminus of said centerline; thence leaving said centerline South 89°41’02” East 50.00 feet to a point in the easterly Right-of-Way line of said Stineman Court and the TRUE POINT OF BEGINNING, said point being on a curve concave westerly and having a radius of
50.00 feet, a radial line of said curve from said point bears North 89°41’02” West; thence continuing radially from said curve South 89°41’02” East 10.40 feet.
Said strip of land shall be lengthened or shortened so as to terminate westerly in said easterly Right-of-Way line of Stineman Court.
CONTAINING: 181 Square Feet, more or less.
