RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF LONG BEACH AUTHORIZING THE EXECUTION OF
A SOLE SOURCE AGREEMENT , AND ANY NECESSARY
SUBSEQUENT AMENDMENTS, WITH SELBERT PERKINS
DESIGN INC. , FOR WAYFINDING DESIGN SERVICES ON
AN AS-NEEDED BASIS, IN A TOTAL ANNUAL CONTRACT
AMOUNT NOT TO EXCEED $1,000,000, FOR A PERIOD OF
THREE YEARS, WITH AN OPTION TO RENEW FOR TWO
ADDITIONAL ONE -YEAR PERIOD S, AT THE DISCRETION
OF THE CITY MANAGER
WHEREAS, the Department of Public Works capital improvement projects often require wayfinding and signage solutions, and the existing wayfinding guidelines have limited applicability and are unsuitable for every situation; and WHEREAS, the City is seeking wayfinding design services on an as-needed basis; and
WHEREAS, City Charter Section 1801 requires that contracts for City purchases be awarded to the lowest responsible bidder after a competitive bid process, but allows for awards without a competitive bid process when authorized by a Resolution adopted by the City Council; and
WHEREAS, in 2017, Selbert Perkins Design Inc. , developed the citywide pedestrian and vehicle wayfinding program, setting forth design guidelines for a co hesive appearance and design theme for new signs in public spaces; and WHEREAS, Selbert Perkins Design Inc. is distinctly positioned to offer as- needed design support given their extensive experience in developing the citywide program, saving time and reso urces in ensuring continuity and coherence in design, RES-23-0096

compared to engaging a new vendor; and
WHEREAS, as a result, no useful purpose would be served by advertising for bids and to do so would constitute an idle and useless act and unnecessary expenditure of public funds;
NOW, THEREFORE, the City Council of the City of Long Beach resolves as follows:
Section 1. The City Manager is hereby authorized to enter into a contract, including any necessary subsequent amendments, with Selbert Perkins Design Inc. , without advertising for wayfinding design services on an as -needed basis, in an annual amount not to exceed One Million Dollars ($1,000,000), for a period of three (3) years, with the option to renew for two (2) additional one -year periods, at the discretion of the City Manager.
Section 2. This resolution shall take effect immediately upon its adoption by the City Council, and the City Clerk shall certify the vote adopting this resolution. ///
