Date: August 1, 2023
To: Honorable Mayor and Council
From: Councilmember Kristina Duggan
Subject: Fund Transfer: Happy Sundays
RECOMMENDED ACTION:

Increase appropriations in the General Fund Group in the City Manager Department by $1,000, offset by the Third Council District One-Time District Priority Funds, transferred from the Citywide Activities Department, to provide a donation of $1,000 to Happy Sundays; and, Decrease appropriations in the General Fund Group in the Citywide Activities Department by $1,000, to offset a transfer to the City Manager Department.

DISCUSSION:

Happy Sundays is a free, multi-venue, one-day, music, art & comedy festival in the Zaferia Business Association area. Created by Julia Kugel and Scott Montoya, Happy Sundays came out of their idea to gather a wide range of artists for a perfect, hassle-free day of music. Giving back to the chill and free-flowing LBC community has been a priority since day one, so each year Happy Sundays has partnered with local businesses to offer a free event that is designed to support the community’s interests.

This matter was reviewed by Budget Analyst Joe R. Guerrero on July 11, 2023.

FISCAL IMPACT:

This recommendation requests the City Manager to provide a contribution to Happy Sundays.

The total appropriation increase of $1,000 in the General Fund Group in the City Manager Department will be offset by a decrease of appropriation of Third Council District One-time District Priority Funds in the General Fund Group in the Citywide Activities Department. The requested action is anticipated to require a minimal level of staff hours beyond the budgeted scope of duties and have a minimal impact on existing City Council priorities. There is no local job impact associated with the recommendation.

EQUITY LENS STATEMENT:

C-1

Staff will consider issues of equity and access with any program proposals brought forward to ensure the City’s commitment for everyone reaching their highest level of health and potential for a successful life, regardless of background, neighborhood, or identity.
