16. 23-0908 Recommendation to conduct a Budget Hearing to receive and discuss an overview of the Proposed Fiscal Year 2024 Budget for the departments of Economic Development, Public Works, and overview of the CIP Budget. (Citywide) Dave Shukla [email protected] It would be helpful to have these presentations prior to hearings about them --> The practice of allowing "just in time" presentations by City Staff severely limits public participation, and disenfranchises your constituents.

16. 23-0908 Recommendation to conduct a Budget Hearing to receive and discuss an overview of the Proposed Fiscal Year 2024 Budget for the departments of Economic Development, Public Works, and overview of the CIP Budget. (Citywide) Kerry Beth Larick [email protected] Vision Zero by 2026 197 people have been killed in traffic collisions since 2020. 45 in 2022. This is an increase in averages
between 2016-2019. Two recent fatalities involved
drivers who fled the scene.

There is only one mention of Vision Zero in the budget
allocated to Police budget, which is It would be helpful to have these presentations prior to hearings about
them --> The practice of allowing "just in time"
presentations by City Staff severely limits public
participation, and disenfranchises your
constituents.One-time funding of $300,000 to support
traffic enforcement and Vision Zero pilot projects
Citywide. It would be helpful to have these presentations prior to hearings about them --> The practice of
allowing "just in time" presentations by City Staff
severely limits public participation, and disenfranchises your constituents. What about allocations to Public
Works?
It seems that the vision zero "Safe Streets Long Beach
Plan" is not being prioritized and aligned with public
safety.

There doesn't appear to be any budget for a Vision
Zero/Safe Streets coordinator. What position will fulfill this role? Will this role be budgeted for? It was
supposed to be implemented within one year of the
Safe Streets Long Beach Plan and hasn't yet. Why is
that? There is a vacant manager position that has
transferred to the new bureau and is ~$62,000 less
than the original vacant position. Why?
We need a vision zero coordinator.

PUBLIC COMMENT: Leah Mccauley [email protected] White cross-hair stalls need to be painted on the road on one half of one side of Walnut Ave between 8th and
7th. People continue to block resident driveways
despite residents calling to get the cars ticketed.

This is a simple and cheap fix that would help those
who live there to pull out of their driveways safely (I have already hit one car and am terrified I will hit more).

I will continue to reach out.

Dave Shukla [email protected] Mr. Mayor and Councilmembers, please do remember what you are asked to pay for: This City's failure, if not organized antipathy, to meet SB1383 mandates,
manage organics waste through composting, and
commit to finding a non-polluting alternative to the
antiquated SERRF.

26. (23-0839) Recommendation to respectfully request City Council to approve an Oppose position to the Taxpayer
Protection and Government Accountability Act, as recommended by the Intergovernmental Affairs Committee.

Dave Shukla [email protected] Support, and I would like to thank Councilmember Uranga for leadership on this (highly undemocratic and
regressive) ballot measure.
