NOTICE TO THE PUBLIC Dave Shukla [email protected] Hello. Last Month it was: "Sheraton Grand Sacramento Hotel Room No. 2406 1230 J Street Sacramento, CA 95814", and today, apparently it is "Amway Grand Plaza Hotel Lyon Room 187 Monroe Avenue NW Grand Rapids, MI 49503", at the cost of 3 (three) extra lines per printed page. What is this please? Is some poor city staffer trying to out someone's travel or meeting schedule? Is someone trying to make a point about paid trips in the era of Clarence Thomas and Harlan Crow disclosures? Why is this (seemingly) extraneous information on the top of every agenda page today? What is the story behind this please?

City; and

Receive and file an update on the

Dave Shukla [email protected] Why is this a consent item? Shouldn't that be a regular agenda item? 9/5/2023

hearing, and take the actions

Dave Shukla [email protected] Hello. To comment on the FY24 budget as it is currently amended today (9/5/23), the following must be said: This budget does nothing of note to reduce its (tremendous and world-altering historical) responsibility for climatic changes resultant from the use of fossil fuels. Missed opportunity.

Howard Ort [email protected] Dear City Council,
I am writing in support of establishing eight new dedicated pickleball courts in Marina Vista Park with Nets and appropriate shading and if necessary soundproofing. I have been a resident of Long Beach and I have been an active pickleball player. Our city has been lagging behind many other cities that have multiple dedicated pickleball courts in their communities. We have been sharing pickleball courts with basketball players and tennis players and the overcrowding on some of these courts has caused conflicts within the community. Establishing new dedicated courts in all areas of our large Long Beach city will go a long way towards relieving some of this. I urge you to consider the construction of these courts at the Marina Vista Park. Thank you.

Ajay Hulme [email protected] Dear Council Members,
We urge you to consider expanding pickleball courts at Marina Vista Park for the following benefits:

1. **Health:** Pickleball offers full-body exercise, improving cardiovascular health and muscle strength.

2. **Social:** It fosters community and friendships, benefiting mental well-being.

3. **Inclusivity:** The sport is accessible to people of all ages and skill levels.

4. **Economic:** New courts can boost local business traffic.

5. **Low-Cost:** Courts are affordable to build and maintain.

6. **Eco-Friendly:** Requires less land and resources compared to other sports facilities.

We request the Council to:
- Assess Marina Vista Park for court suitability.
- Allocate necessary funds.
- Promote the sport in community events.

Thank you,

[email protected] The Bayshore Pickleball Club, which represents more than 100 Long Beach residents who regularly play pickleball around the city and frequently play at the Bayshore playground are writing in support of the effort to increase pickleball resources in the city. Adding 8 dedicated pickleball courts to Marina Vista Park along with appropriate shading and lighting, will go a long way towards strengthening the resources available to the pickleball community. While we appreciate the efforts underway to add and improve pickleball at Deforest and Veterans and BJK, MVP is where many residents play already. Thank you for considering this item and supporting the growth of pickleball in Long Beach.

Lee Swain [email protected] Thank you for supporting dedicated pickleball courts at Marina Vista Park (MVP) and appropriating $100,000 toward this effort. MVP is currently the premier location for pickleball play in Long Beach. The dedication of 8 pickleball courts at MVP, with shade and lighting, is the most cost-effective way to address the current pickleball demand in Long Beach. Additional funding to complete these improvements ASAP will be greatly appreciated. 275 people signed a petition and provided budget comments to request resources to meet the needs of pickleball and to prioritize the development of free, dedicated pickleball courts in the city. The Long Beach Unified School District has recognized the benefits of pickleball and has now included pickleball in the school curriculum. This will further drive the demand for more publicly available pickleball courts in the future. We appreciate all your efforts to date and look forward to the city meeting the growing demands for pickleball in the future. 9/2/2023

I am urging City Council I am calling on the City Council to reject approval of the ordinance for Resolution No. UT-1482. My call for rejection is based on two things. The first thing is the ordinance is biased against renters who don’t have control over water waste in their dwellings. I've been attempting for over a year, working with Mary Zendejas's office and every regulatory agency available to me, to get the owners of the multi dwelling unit in which I live to address ongoing water waste issues, to no avail. My second reason for objecting is the Proposition 218 process by which the Resolution was generated ONLY INCLUDED PROPERTY OWNERS. Only property owners, not renters, got the public meeting notifications inviting the public to have input on the Resolution. Only PROPERTY OWNERS were allowed to be counted in the protest vote. The very process by which the Resolution came about is undemocratic. 8/30/2023

I am calling on the City Council to reject approval of Resolution No. UT-1482. My call for rejection is based on two things. The 1st thing is the ordinance is biased against renters who don’t have control over water waste. Linked is a copy of the public statement I gave at the August 29, 2023 Water Commissioners meeting. https://bit.ly/WaterMeetingStatementAug29th2023
The second reason I am calling on the City Council Members to reject Resolution #UT- 1482 is the process. the City Council and the Water Commission should have ALREADY come up with a process to incorporate ALL REGISTERED VOTERS, not just ratepayers and/or property owners in Long Beach when it comes to Proposition 218 mandated notices about meetings. So I want the City Council to reject this ordinance because it is being put forth without the full polity of the Long Beach electorate having been given the opportunity to weigh in on the ordinance when it was being developed. https://bit.ly/CommentOnWaterOrdinance09052023 8/30/2023

PUBLIC COMMENT: Caroline
Ingram

Hello my name is Caroline Ingram and I live in district 8. I am interested in seeing the budget address the structural racism our city needs to work to dismantle, through defunding the police and investing in community. We can see the impact of racism specific to Long Beach in city reports. The park strategic plan 2022-2023 page 33 highlights the continued impacts of redlining in Long Beach. The health department strategic plan 2021-2026 devoted a goal to equity on page 14 highlighting life expectancy differences in communities of color & addressing disproportionate rates in homelessness on page 53. In the RACIAL IDENTITY PROFILING ACT data portal for LBPD we see black people are 2.5 times more likely to be stopped for “reasonable suspicion” , which is a pretty vague reason, for data collected since 2019. I am interested in defunding LBPD and investing in community. I support 1 million to fund the Long Beach Justice Fund, language justice, and funding tenant right to counsel.

Thank you
