REGULAR AGENDA: Michael Coyle [email protected] Please take this item seriously and work to get noise and airplane fuel based lead pollution levels around the airport down. The volume of flight school flights is untenable for our neighborhood.
I don't know if my last comment posted, so I apologize for the potential duplicate. 9/5/2023
REGULAR AGENDA: Mary Kelly [email protected] As a 9-year resident of the Cal Heights neighborhood, I am very concerned about the increased frequency of GA flights in my neighborhood, not only in terms of increased noise, but specifically in regards to amount of lead pollution in our community. I am alarmed to have learned that these smaller planes are operating on leaded fuel! My understanding is that we have up to 300 GA flights per day in my community, and these planes are polluting leaded fuel into the air. I have seen maps of these planes circling right above my neighborhood and directly over Longfellow Elementary, where I have two children who live nearby and attend. What kinds of studies have been (or will be) done to measure the amount of lead in the air and in our soil? What about the lead in our children? This could be a disaster on the same level or worse than Flint, Michigan.
Just because we chose to buy a home near the airport does not mean we should be forced to endure the increased noise and killer air.

[email protected] I live in Lakewood. I live directly under the small plane flight path.
Living under the flight means from morning till night there is almost always a small plane gunning its engine over my home.
There are days where they are over my home every two to three seconds.
I have no way to impact your decisions as a council because I can't vote you in or out of office.
If I could vote for any of you, I would choose the person who cares about kids in classrooms whose education is being negatively
impacted by small planes flying perously low.
If I could vote for any of you, I would choose the person who realizes that leaded gas exhaust is harmful to humans.
If I could vote for any of you, I would choose the person who has the courage to regulate the hours and days of flight school operations. 9/5/2023

REGULAR AGENDA: Paul De

[email protected] Paul De Young
My family has lived here in Bixby Knolls for 20 years. I’ve worked out of our home for all
20. There have always been GA aircraft, but not like this! The frequency of flight schools has increased so much it has become unbearable. We bought our home knowing it was in a flight zone, but that was based on commercial flights and occasional GA flights. Now, it’s the incessant circling of flight schools, the faint distance of the propellers getting louder, and louder, and louder to the point where you cannot carry on a conversation or enjoy our backyard. It is incessant. 20 to 30 times an hours at least. The flight school operators state they can “give a sh*t.” Does anyone care about our environment and safety or is it all about $$. My wife and I are now seriously considering moving, against our plans to retire here in Bixby Knolls. 9/5/2023
REGULAR AGENDA: Lisa Dunn [email protected] It's labor day and the non-stop planes circling over my home started at 7:30am and didn't end till 4:30pm tapering down at 6:pm I wasn't able to enjoy my backyard festivities unfortunately, this is everyday M-Sun except it usually goes till 10:30 pm.
With over 300 GA operations per day and an increase of 40% not including touch and goes complaints now in the thousands the community can no longer tolerate, the quality of life has diminished, I no longer am able to open up my windows and have no AC I run my fans and TV's to drown out the sound I don't sleep well and am woken up frequently and can no longer enjoy the peace and quiet I once had in my backyard. The local and outside flight schools have taken over and are coming to LB airport because other airports have implemented stricter rules and regulations LB city and airport is allowing it! There are thousands who are affected. The city needs to bring in an outside noise monitoring company for a study. Stop the flight schools! 9/4/2023

Administration, and privately-owned flight schools,

Chris Murphy [email protected] Flights over the Cal Heights neighborhood have been getting more and more disruptive lately, with small aircraft flying incredibly low and creating disruptive and unsustainable noise pollution as well as unacceptable air pollution due to the use of leaded fuels. LGB needs to manage the volume of small aircraft flights. Something needs to be done regarding the altitude at which many of these small aircraft fly over residential areas.
The City Counsel should also conduct an air quality study to determine the impact that such a large increase in small aircraft activity is having on Long Beach neighborhoods.
It is alarming how much black soot is visible now as a result of living under the airports takeoff/landing path.

Jessica Jones [email protected] We live with small plane traffic at the agitating frequency of a plane directly over overhead 1-2 minutes, all day and the invasion of privacy when these planes drop below acceptable altitudes. But my biggest fear as a parent is the constant threat of my child's safety from leaded and low flying planes. The obvious costs to our finances/quality of life-limited time outdoors, increased utilities, HEPA air purifiers, sound cancelling tools, general sense of unease. But nobody can know the unforeseeable costs like those paralleling the Flint Michigan incident, where city officials failed to act on legitimate resident concerns about their safety. Who is going to pay for the unforeseeable costs to our and our children's health and safety? Why aren't those chosen to represent our best interests advocating for us? Why are a small pool of pilot schools' profits valued over a large body of resident's safety? Why continue to ask us to file complaints with no recourse/action/accountability? 9/12/2023

Rae Gabelich [email protected] As many know there is a huge learning curve when it comes to LGB issues. However, it should not take 45 days ( October 27th) to gather the information that is readily available today. Today it is the 4th and 5th districts that are most negatively impacted by the GA users. Tomorrow? Please schedule the report date in advance so the public will be prepared to participate. The soonest after the 45 days would be November 14th.
Any delays and we are into the holiday season. I encourage you ALL to read the GA section of the coveted noise ordinance and then enforce it. Establish limits on the number of flight schools allowed at LGB and enforce them. Quality of life protections and improvements are why you were elected to serve our communities. Our nationally respected airport, which lies in the middle of our city MUST be a team player when it comes to neighborhood impacts. It's up to each of you to create a living, working relationship for all involved.

Jane Nadeau [email protected] The increased GA flights have made life in Bixby Knolls and surrounding areas very challenging. The buzzing and drone of the engines is constant! It is very hard to enjoy my beautiful backyard with friends when the planes are flying over every few minutes.
You can't listen to music or have conversation without the noise drowning you out. They need to find a different flight path and we need to have a stop time for flying. 9/12/2023

[email protected] I can personally attest to the increase in general aviation activity over my neighborhood where I live and my daughter goes to daycare. Please do something about the leaded fuel that these aircraft fly constantly over our residences and schools. I will also note that a small aircraft crashed into a persons backyard on September 9, 2023. Please divert this dangerous traffic over commercial areas and freeways and away from homes.

[email protected] I'm concerned about lead emissions and noise levels coming from small planes at the LBX airport. Long Beach Airport is rated #2 for lead contamination and well-researched studies show that even low lead levels are problematic for children. I would like to see a report about the progress and actions being made to eliminate lead aviation fuel and to reduce noise. This is both a public health and quality of life issue. Thanks. 9/12/2023

Jessica Frier [email protected] I am a resident of Long Beach since 2009, concerned citizen, and homeowner impacted by the recent increase in general aviation (GA) activity, particularly flight school training flights over our homes, schools, playgrounds and parks. In addition to noise and privacy concerns, I am most troubled (as the parent of a young child) to learn that these aircraft are still permitted to use leaded avgas. There is no safe level of exposure to lead, and take off, taxi and landing operations (which form the vast majority of flight school operations) generate high levels of leaded particulate matter accumulating over our neighborhood. I would like the City to 1) quantify the total number of LGB based flight schools 2) provide metrics for all GA activity using our airspace, including so-called “touch-and-go” operations and including flights that originate at other local airports but fly here, circling repeatedly over LBC; 2) explain if and/or how the City/airport realizes revenue from GA operations. 9/12/2023

Lisa Ochsner [email protected] I am concerned with the increase in general aviation (GA) flights in my neighborhood, the low altitude flights that occur on a daily basis when I'm spending time outside, and the frequent offenders that perform early morning (before 7am) and late night (after 10pm) flights. It would be important to know as part of the data collection, the number of flights that perform touch and goes, the number of flights that perform multiple circles over a given area during a single flight event, and the number of flights that originate from other cities to perform trainings at our airport. We also need to mandate the use of unleaded fuel, similar to what other city departments like the Port of Long Beach does to implement cleaner technology and fuels.

Eric Reynolds [email protected] YES, I knew there was an airport nearby when I bought my home. It does not give flight schools the right to abuse the residents of adjacent neighborhoods with constant flight school touch and go training.
LB City Council should vote to:
Make the LBAA's Voluntary Pilot Program mandatory.
Increase fines for noise violators dramatically (over $1000) and reduce the number of warnings before a fine. Increase landing and take off fees for Flight schools doing training pattern work.
LGB must place limits on the number of touch & go training exercises per day.
ATC should comply to reject aircraft that want to do training patterns over 4 passes, per flight school.
Training flights shall circle over the industrial/405 freeway area off runway 8R/26L.
Training flights shall be limited to 8am-6pm -no night training Tower should implement an Alternate landing / take off direction, program for flight schools: i.e. Sundays- Take off to the west; Monday to the east and so on, back and forth.

Rise Stenico [email protected] Please add me to the long list of residents who are concerned about the excessive small air plane traffic over our neighborhoods. Lately, these planes have been flying over our neighborhoods and nearby schools at a frequency up to one every minute.
The noise is disruptive and the Nox and Lead emissions are concerning. They are flying in residential zones robbing residents of the peaceful use of their property all day, every day. The low frequency noise from these planes penetrate households even when the doors and windows are closed. They are a menace to our community. We see the same planes circling the neighborhood over and over with no variation in their flight path. Some planes are noisier than others. They serve no purpose. The planes fly so low, I often wonder why they don't just go for a drive. 9/11/2023

[email protected] Dear Councilors,
I live in district 5 and am the parent of a 2 year old. Our home is underneath the flight paths of many GA flights from Long Beach Airport. I am concerned about lead poisoning from these flights, which have increased in frequency in recent years. I am asking that you swiftly move to ban the sale and storage of leaded aviation fuel at the Long Beach Airport.
There is precedent for such a ban, with Santa Clarita County doing so at Reid-Hillview airport after a study which clearly linked the use of leaded fuel with an increase in blood lead levels of local children. Long Beach should follow the lead of Santa Clarita and ban the use of leaded fuel immediately.
It is not acceptable to allow a multi year phase out of leaded fuel, while GA aviation continues to adversely affect the health, well-being and futures of the many children who live, go to school, and play in proximity to Long Beach Airport.
Sincerely,
Michael Figura

Julia Smith [email protected] My husband, 18 month old son and I live directly under the touch-and-go path between 36th and 37th on Brayton Ave, where we have resided for nearly eight years. We have noticed a large uptick in GA aviation in the past few years. The planes are so loud and so frequent, we often cannot have conversations in person or even on the phone when standing outside. Privacy in our backyard is completely nonexistent. We are concerned about the increased noise pollution and air pollution that prevents us from enjoying time outside and endangers our personal health. I urgently request that the City Manager provide a detailed report on what appears to be an increasing frequency of GA flights (originating from LGB and other airports including Torrance), the practices and scheduling of touch and go training exercises, and any flight schools that have relocated their business to LGB from other airports.

Bill Carroll [email protected] We must restore a sensible policy to control what has become an unacceptable assault on the peace and quite of our neighborhoods. Flight schools are circling over our houses in 1-2 minute intervals thought the morning/day/night every day including holidays. Work from home, enjoying the outdoors is next to impossible. Having this daily leaded crop dusting is affecting our health. Please help us! 9/11/2023

[email protected] We live on Lewis Ave. just North of Hughes Middle School. A few years ago, there was a marked increase in small planes taking off over our house. Even the flight pattern was new. They now turn North straight up Lewis Ave., one after the other. It's infuriating to have to pause conversations with neighbors repeatedly to wait for planes to recede.
Same when we try to have Summer dinners on the back patio and stop chatting until we can hear ourselves think. The planes that drag ad banners up are even worse, as they are louder and slower to pass... we might as well end our conversations then and there. There is one plane (or planes) that is (are) significantly quieter than the run-of-the mill Cessna. I would have no complaints if they could all be this quiet. New tech surely can help mitigate this issue. Toroidal propellers? (https://tinyurl.com/2e9tcmap) Electric drive trains? I wasn't even aware they were still using leaded fuel! How is that still legal?!!

Cathy Edghill [email protected] I am a 40 year resident of Long Beach and purchased my home on the 3900 block of Falcon Ave. 21 years ago. I was fully aware of the commercial flight activity in relation to my home and have cohabitated peacefully with this activity. Other flight activity was very minimal and did not pose any notable problems.
I could never have imagined the forthcoming nightmare of constant loud and prolonged noise, pollution and risk of small aircraft circling over my home day and night. My daughter attended both Longfellow and Hughes, and I am also concerned for the children that are now students enduring this constant noise and pollution.
I am a member of the SANER group and emailed to you my Airnoise complaint log for the week of Sept. 4, 2023.
I know you are aware of this problem, and are beginning the process to evaluate. I will look forward to resolution.
Sincerely,
Cathy Edghill

Brian Hitt [email protected] To whom it may concern,
I am a resident of District 5 and live in Bixby Knolls. I am writing to express my support for implementing restrictions on flight schools operating within Long Beach. The incessant noise generated from recurrent take-offs and landings significantly disrupts the peaceful atmosphere of our neighborhoods, negatively impacting the well-being and quality of life of our residents. Additionally, the environmental concerns arising from pollution cannot be ignored. Addressing these issues by placing sensible regulations on flight schools would not only demonstrate the city's commitment to the health and tranquility of its residents but also its dedication to sustainable environmental practices.
Kind regards,
Brian Hitt

XX YY [email protected] If LB is such a leader in aviation, perhaps LB can be a leader in fixing a problem that is growing all around the country: uncontrolled General Aviation. Long Beach has a real chance to be a national leader and setting an example by making REAL change to protect life and property in Long Beach. Every time I glance out to admire that garden I have worked so hard to grow, I see a plane coming in the horizon. Then, the buzz begins until it gets louder and louder, directly over my home, and then continues buzzing for a minute or two after it passes. I notice when it's quiet now because I can hear myself think. I cannot believe what my quality of life has come to. This is a plea.
This is a HEALTH CRISIS. This home has been my family's since 1983. That's 40 years. That's 40 years where we have not been trafficked excessively, if hardly at all, by aircraft. I had no warning, no vote, no choice. I am not on a direct flight path, rather, in the way of a minority that plays in our sky.

[email protected] The noise genertated by pilot training closed-circuit flights over the neighborhoods surrounding LGB has signiicantly impacted the character and livibility of these neighborhoods. The roar and rattle of mostly 1970s and 1980s era piston powered planes strafing the Bixby Knolls, Bixby Terrace, Cal Heights and adjacent neighborhoods has become the soundtrack we endure daily. And it is not pleasant.
Telephone conversations are interrupted, sleep is interrupted, sidewalk and backyard conversations interrupted. Our neighborhoods are being ruined by the free rein given flight schools to conduct training flights over our homes. An end to training flights out of LGB is imperative to bring back of sense of calm to this area. Regardless of what the city's report as resquested by CMs Kerr and Supernaw comes out with the city must take all necessary action to bring an end to these flights. 9/11/2023

Theresa Hew [email protected] I request that council vote to approve agenda item 24. I purchased my home in Cal Heights in 1992 when General Aviation flights were few and well within tolerable limits.
In the last year that has changed DRASTICALLY with more flights, some every 30 seconds over my house! It is disruptive to working and drowns out communication within my home and in my backyard which I can no longer sit out and enjoy. It is making daily life stressful for all of us and a stressed and sleep deprived citizenry is not a healthy one. Add to that the leaded fuel that is raining down on us with the extreme amount of flights day and night, and you have a public health impact on thousands of citizens. This is not an isssue I am exaggerating or can overlook . Please work with the various airport and Government entities to come up with a plan that restores balance and equity for the flight training schools and those of us on the ground who must contend with the increased noise and air pollution.

Andrea Testa [email protected] I live right under the small plane 'training' flight path, and can't be more distraught with the amount of planes allowed to take off and run circles around our neighborhood of Cal Heights for 14 hours per day. 3618 Walnut Ave is our address.
My point is please City Council help us navigate what has happened to our historic district in the $million++ dollar homes.
I fear for our safety as one of these planes landed right next to my office a month or two ago on Spring St. Not to mention the other health and safety that our community, kids, schools deserve with the air quality and sound!
AND I do fear that our home values will soon start to fade away. I bring my buyers to 90807 and have many here in the flight path. It's unfortunate to see them on the SANeR Facebook page.
I first noticed how terrible it really has gotten when I ended up w/ COVID last June '22...
And for some reason I've been just tolerating it until now! We hope there is something you can do for your constituents.

Toria Freed [email protected] The lead contamination levels on our local campuses and our parks and homes needs to be tested. We need to protect our health and the health of the next generation.
Noise level is loud! Aircraft should maintain 55 - 65 kts during climb. This makes for a much quieter pass above the homes even when you are lower than 1000 ft altitude.
When the speed is higher than 65 kts it is too LOUD! The tips of the propellers are breaking the sound barrier and it is unbearable during repeat touch & go training. 9/10/2023

Justine Tico [email protected] My husband and I bought our home in 2003 and have raised our two sons in California heights. We understand we moved near an airport and would occasionally get the General Aviation planes fly over our home. The increase of flights have began to be unbearable. I work from home and the constant noise, buzzing in the sky all day one after the other is affecting my mental and physical health. It is complete abuse that these flights were actually aloud. I can not believe that the GA flights were not apart of the noise ordinance. This increase of flights are concerning with the toxins that are spraying on our homes and wildlife. It feels like it's all about money and that the people your constituents are not important. I am really hopeful that things will change for the better and for the people.

Cynthia Hicks [email protected] Please report on helicopter noise. The neighborhoods East of the airport experience significant helicopter noise as they fly low and fast into the airport. Can a noise study be done? Can helicopters approach from the industrial areas North and South of the airport? Can helicopters come in from a higher altitude? What can be done about airport construction dust? Since airport construction has been underway, dust has become a significant issue in the neighborhoods East of the airport. 9/9/2023

[email protected] I live close to el dorado park and these small planes fly over my house at low altitude all day. I work from home and take care of my 18 month old. The noise is a nuisance. The flights are nonstop over us every day. I can't concentrate on work or enjoy the outdoors around my house. I can't even enjoy el dorado park because they fly over the park also.
These planes are NOT required to use unleaded gas, which is criminally negligent given that leaded exhaust is commonly known to be extremely hazardous especially to young developing children like my 18 month old. These aircraft fly over schools all day as well, polluting the air with lead and constant noise. These planes have never flown over our house until recently and it's very upsetting this was allowed without any warning. These aircraft have degraded the value of our home, greatly affected our mental health and will most certainly affect our physical health with the pollution.
Something needs to be done to correct this

NA NA [email protected] Wondering if my Thanksgiving and Christmas holidays will be plagued with the buzzing of these general aviation planes? Cannot even enjoy a peaceful cup of coffee early on a Saturday morning anymore. How can you deny the impact on the public's mental health??? Shame on the city for allowing this. Profit over people is apparently the airport slogan.

Megan Marsh [email protected] I am in favor of approving agenda item 23-1048.
Commercial flights don't bother me, but the general aviation air traffic has increased dramatically since I moved to Bixby knolls.
I work from home and have to wear noise-cancelling headphones all day. I can't enjoy a quiet evening conversation in my yard. And worst, these planes all still use leaded fuel.
Once this report is made, I would love to see:
- Metering of how many GA flights are allowed to occur per hour from our airport, limiting non-business-hours behavior of flight schools doing their takeoff/landing training and laps around the neighborhood.
- Requiring unleaded avgas within the next year, not just offering it sometimes. If these flight schools are going to profit from our airspace, they shouldn't be allowed to poison the 2k schoolkids in their flight path.

Leslie Lait [email protected] I urge the city council to approve this item. This is a first step in addressing the problem of frequent low-flying GA planes over neighborhoods.
I have lived in the California Heights area for close to 25 years. I have never been bothered by airport activity until recently. I have documented 15 to 20 planes flying over my house in a one hour period on numerous occasions. This averages to a plane flying over my home every 3-4 minutes.
I believe the current frequency and structure of flight school training activities at the airport are making life unbearable for residents due to the loud noise these planes make when flying at low elevations, air pollution from lead gasoline and fear of an aviation accident over our homes. Please make GA activity at the airport a priority.
Efforts to regulate flight schools and mitigate their harmful effects on quality-of-life issues for city residents deserve your urgent attention. 9/5/2023

[email protected] I have been a Long Beach resident for 17 years, 5 in Bixby Knolls. I love our city and my community. I am registering my concerns about the increase in GA activity at LGB.
My child attends Longfellow ES and I work in Bixby Knolls. My concerns are environmental, social and financial. Environmentally, we know that GA flights mostly operate on leaded fuel, spewing leaded gasoline into the air. LGB offers unleaded fuel on a voluntary basis. There is no data available on aircraft that use unleaded fuel, and there have been little or no local green impact studies done on the pollution these aircraft generate. Socially, the frequency and noise levels of the GA aircraft is extremely disruptive both in residential communities and in school learning environments. With over 300 daily GA flights operating on the MINUTE at times, there is little respite from the disruption. 3. Economically, who benefits from the number of licensed schools and flight frequency? It is not our residents. Thank you.

[email protected] Very supportive of this first step agenda item. According to Environmental Health News, Long Beach Airport is considered in the top five of worst small airport polluters in the nation. As LB residents we support our Airport, but not general aircraft that refuse to at least adhere to Long Beach Airport Association recommendations. Other local jurisdictions are ahead of Long Beach examining this same issue (Torrance, Van Nuys). There has been an increase in the # of recent small aircraft crashes with more to come. The City of Long Beach has allowed increases in training school flights but has not provided any documentation on the environmental impact of increased lead and noise exposure to its surrounding neighborhoods. Constant training flights circling and not adhering to height, sound and stop and go procedures have become a health hazard. However, this issue isn't because we're home more. It is because there has been an increase of exposure allowed and profited by the city. 9/5/2023

[email protected] My family has lived here in Bixby Knolls for 20 years.
As soon as it has passed you can hear another one approaching. All day long 365 days a year! It is incessant. 20 to 30 times an hours at least. The flight school operators state they can “give a sh*t.” Does anyone care about our environment and safety or is it all about $$. My wife and I are now seriously considering moving, against our plans to retire here in Bixby Knolls. 9/5/2023

[email protected] My name is Trina Galletta Rufo. My family moved to Cal Heights in 1967 so I can attest with firsthand lifelong knowledge regarding the agregious daily barrage we are now experiencing nonstop everyday by GA from flight schools. I find myself having to adjust the way I live in a home I own. We did NOT sign up to accept or allow this to go on by living near the airport. Blue Ribbon local schools are being affected and home values will decline if something isn't done by the city, city council, the airport and FAA to hold these schools accountable and greatly reduce what they are allowed to do. Calls to the schools seeking a friendly solution are met with cursing and "so whats" by the owners.
We are filing 100's of complaints daily as a community. WE are your constituants, WE live here and raise our families here. Until legitimate accountability is put into place- the schools will continue their assault over our homes. I've logged some at only 150 feet above my house!!! STOP IT!!!!

[email protected] I have reviewed the Kerr/Supernaw Memorandum R-24. In my opinion, it is a completely milque-toast (Webster = weak, unassertive, mild) document that utterly fails to indicate how angry the residents are with the noise, frequency and lead pollution caused by General Aviation aircraft particularly the near-constant touch-and-go low level pilot training flights. Also, the issue of lead pollution is barely mentioned in passing and does not even address this pollutant falling on the schools and residents in the city.
Since the residents have started to make an issue of this, the training schools and pilots appear to have made it their business to fly as low as possible, as noisily as possible, and as often as possible. 23-1048 is a document request for a standard report to be prepared by the City Manager to try to placate all of us and maintain the status quo. This will not work!

25. (23-1040) Recommendation to continue the
local emergency caused by conditions or
threatened conditions of homelessness within the
City of Long Beach, which if not corrected,
constitute an imminent and proximate threat to the
safety of persons and property within the City;
and
Receive and file the six-month update on the

regarding policy options related to unlawful uses of
public spaces, including camping, that contribute
to public health issues, nuisance, and public safety
concerns, and provide any additional direction to
City staff regarding the emergency. (Citywide)
Louis Rosen [email protected] I strongly urge City Council to vote against any measure which will criminalize homelessness. Neither existing as a homeless person nor camping in a public space present any actual threat to the citizens of Long Beach. This approach of criminalization has consistently failed in the past, in both Long Beach and other cities, and I urge City Council to instead adopt a compassionate housing-first approach to solve this crisis.
This approach should include, but not be limited to, taking all available steps to curb the effects of rising rents in our city, and providing rental assistance for lower-income renters in danger of becoming homeless.

Rae Gabelich [email protected] This increase should be challenged again. Imagine all of your personal services, including taxes, insurances, rents and mortgages could increase 9-10% each year. [email protected] It was wrong of the City Council Members to have passed Resolution No. UT-1482 on September 5, 2023 in the first place (as I stated during the public comment at the time).
But it is not too late for City Council to rectify its mistake. The process whereby Resolution No. UT-1482 came into being was inherently undemocratic as it left out 57% -59% of the residents who are renters. It followed the Prop 218 process which mandates that property owners being notified of public meetings for public input and property owners be allowed in the Protest Vote balloting but not renters - even if the municipality knows that renters are the ones paying the water bill. Municipalities are allowed, but not mandated, to include renters in the process. Because Long Beach did not include renters in the process this whole process was undemocratic. As I only have 1K characters please see my more detailed Letter To City Council about this here:

PUBLIC COMMENT XX YY [email protected] I hope that our city government understands the gravity of the general aviation issue effecting Long Beach residents. This is not simply a "nuisance." This is a public health issue. The city has put profit above people and is making quite the mark on the public's opinion. Both noise pollution and lead emissions lead to health issues. Our schools, libraries, parks, homes..are being bombarded. There are fewer and fewer places to escape the constant HUM. Picture 2028, when LB has a chance to really be in the eyes of the whole world. How do we want to present ourselves? Future forward? Proactive against environmental and health issues? Clean? Safe from rogue planes? Or, a buzzing aviation city? Is that all we want to be? We can be both. We can be a future proofed city where residents are healthy and happy and our aviation history is represented and protected by adapting to today...AKA NO LEAD and perhaps adhering to older "traffic" amounts than today's 300+ buzzing the tops of our homes. 9/11/2023
