In most cases, upgradient voc concentrations . exceed
downgradient concentrations, suggesting that there is an upgradient, offsite source of VOCs. Methyl ethyl ketone, for which there is no MCL, California Ocean Plan Objective, nor U.E. EPA National Ambient Water Quality Criteria (National Criteria), was detected at a higher concentration in the downgradient ground water monitoring well. This constituent is frequently encountered as a common laboratory contaminant.

5. The following basejneutraljacid extractable compounds (BNAs) were detected (EPA Method 625) in upgradient and downgradient ground water monitoring wells at this site:

The concentrations of 4-4 'DDE in one downgradient ground water monitoring well, detected during two quarters of sampling, slightly exceeded the concentrations detected in the
upgradient ground water monitoring wells, but did not exceed the National Criterion of 0.13 ~g/L.

6. Of the heavy metals (arsenic, cadmium, chromium, lead, mercury, nickel, and selenium), arsenic, lead, and nickel were detected in the following concentrations in downgradient ground water monitoring wells at this site:

Lead and nickel concentrations in downgradient ground water monitoring wells were generally higher than those detected in the upgradient ground water monitoring wells, and exceed the California Ocean Plan Objectives. Lead concentrations also exceed MCLs.

7. Leachate indicators were detected in ground water monitoring wells and may indicate that leachate constituents are being released to ground water. Most were detected at
concentrations in excess of upgradient (background)
concentrations, and all exceed Secondary MCLs, when
established:

Based upon the above findings, we have determined that the SWAT monitoring network, although capable of detecting waste constituents in the ground water, has not adequately demonstrated that the subject disposal site is not the source of lead, nickel, pesticides, and leachate constituents detected in ground water monitoring wells downgradient of the disposal site.

Your SWAT Report is conditionally approved, provided that two additional semi-annual sampling events be performed for vocs (EPA Method 624), BNAs (EPA Method 625), heavy metals, and general minerals. Please submit a ground water monitoring workplan for the additional samplings to this Regional Board by May 23, 1994. ' ' . , I

SOLID WASTE WATER QUALITY ASSESSMENT TEST (SWAT)
CITY DUMP & SALVAGE NO. 1 (FILE NO. 56-110)
CITY DUMP & SALVAGE NO. 2 (FILE NO. 60-89~
CITY DUMP & SALVAGE NO. 3 (FILE NO. S9-173)
Section 13273 of the California Water Code required the State Water Resources ,Control Board to rank all solid waste disposal sites throughout California based upon the threat which they may pose to water quality. On or before July 1, 1987 the operators of the first 150 sites ranked on the list were required to submit a SWAT to the appropriate Regional Water Quality Control' Board. (Regional Board). On or before July 1 of each succeeding year, the operators of the next 150 solid waste disposal sites ranked on the list are required to submit a SWAT to the Regional Board.

The report shall contain an analysis of the surface and groundwater on, under, and within one mile of the solid waste disposal site to provide a reliable indication whether there is any leakage of hazardous waste; and a chemical characterization of the soil-pore liquid in those areas which are likely to be affected if the solid waste disposal site is leaking, as compared to geologically similar areas near the solid waste disposal site which have not been affected by leakage or waste discharges.

Recent amendments to Section 13273 (AB 1897, Statutes of 1987) provide possible exemptions from the SWAT requirements if a disposal site contains no hazardous waste and has a volume of less than 50,000 cubic yards of waste. If these criteria apply, and you wish to seek an exemption, please contact this office within 30 days after receipt of this letter. Other provisions of AB 1897 include extending the responsibility for compliance with Section 13273 to past and present owners of the site in the event the site operator no longer exists, or is unable to comply with the requirements.

The SWAT consists of a two-phase submittal: an initial SWAT Proposal and a final SWAT Report. Enclosed is a copy of the draft guidance for both the SWAT Proposal and SWAT Report. It is . ~

J
expected that the final guidance will be similar to the draft guidance. We will send the final guidance when it becomes available but you are directed to proceed using the draft guidance nonetheless.

For those sites where hazardous wastes qre known to be leaking through existing monitoring programs or ·from other information, the operator may apply to the Regional Board for a waiver from the SWAT requirements. The request for a waiver should include all the information in Section I of the SWAT Proposal guidance and Section V of the SWAT Report guidance and would be due on the same date the SWAT Proposal would have been due.

The subject solid disposal sites are in Rank 3; as such, their SWAT Proposals must be submitted to this Regional Board by April 1, 1988, and their SWAT Reports are due by July 1, 1989.

Request for SWAT Program proposals and related information are made pursuant to California Water Code Section 13267. Failure to submit the requested information may subject you to
administrative civil liability of up to $1000.00 for each day the information is past due, pursuant to Water Code Section 13268.

If hazardous wast~ is leaking from your facility, failure to submit the SWAT report any result in civil liability of up to $5000.00 per day of violation.

If you have any questions, please call Leha Tran at (213) 620- 5431.

CITY DUMP & SALVAGE LANDFILL #2-BIXBY RANCH CO. (FILE NO. 60-089) .. 0~
Board staff has reviewed your letter of July 1, 1987, and the attached report prepared by IT Corporation.

We have recommended that the subject landfill be placed in Rank 3. status of the SWAT (Solid Waste Assessment Test) program after a technical review of the report by Board staff. Sampling procedures and laboratory detection limits achieved in the report were designed to determine hazardous levels of soil contamination, but are not sufficient for ground water analyses. One of the six water samples tested does show that lead is present above permissible levels in the ground water below the landfill. Toluene was detected above state action levels in one water sample, and anomalous levels of copper, nickel, zinc, xylenes, and volatile organic compounds were detected in soil samples. The borings drilled to date are not sufficient to completely define the landfill boundaries. Therefore, the threat to ground water cannot be assessed from this report.

The shallow ground water in this area is primarily sea water. It is not used for municipal or drinking water purposes, and is not likely to migrate quickly in the direction of an established aquifer.

For these reasons, it is considered appropriate to assess the potential of the subject landfill to impact ground water under the SWAT program described in Section 13273 of the Water Code. Requests for the SWAT proposal will be sent out in October of this year and will be due April 1, 1988. The final SWAT, with monitoring results, will be due July 1, 1989.

Mr. Richard Denney

! ____ )
It is the intent of Board staff to first attempt to contact the operator, City Dump and Salvage Company regarding the SWAT compliance. If this company is no longer in operation, responsibility for the landfill may fall to the current site owner.

If you have any further questions, please call Mercedes A. Murillo at (213) 620-5444.

It is hereby declared that the basic objective of these conditions is to achieve efficient and economical operation of waste disposal facilities in a manner which will reclaim land for beneficial use and avoid the
creation of public nuisance, water pollution or health
hazard. Accordingly, these standard conditions are intended to govern the type of materials deposited and the methods of operation to be followed at Class III
(Inert Solid Fill) and Class II (Solid Fill, including
Rubbish and Refuse) Disposal Facilities. Special conditions and limitations will be added ,_if, in the opinion of the County Engineer, they are considered necessary to cover the acceptance of special materials, or to cope with unusual problems created by topography,
