Increase appropriations in the General Fund Group in the City Manager Department by $350, offset by the First Council District One -time District Priority Funds, transferred from the Citywide Activities Department, to provide a donation to The LGBTQ Center of Long Beach in support of the QFilms Festival 2023; and,
Decrease appropriations in the General Fund Group in the Citywide Activities Department by $350 to offset a transfer to the City Manager Department.
DISCUSSION:
Art is a means of expression, education, and inspiration. The QFilms Festival, organized by The LGBTQ Center of Long Beach , is celebrating 30 years of sharing some of the best LGBTQ independent films. This festival is a queer celebration of the art of storytelling, and it adds to our city’s equitable vision of building a city that is inclusive and rich in cultural diversity. It is appropriate for City Council to support these efforts.
This matter has been reviewed by Budget Analyst Joe R. Guerrero on September 26, 2023.
FISCAL IMPACT:
This recommendation requests the City Manager to provide a contribution to The LGBTQ Center of Long Beach in support of the QFilms Festival 2023. The total appropriation increase of $350 in the General Fund Group in the City Manager Department will be offs et by a decrease of appropriation of First Council District One-time District Priority Funds in the General Fund Group in the Citywide Activities Department. The requested action is anticipated to require a minimal level of staff hours beyond the normal budgeted scope of duties and expected to have minimal impact on existing City Council priorities.
STATEMENT OF URGENCY:
This item requires urgency so as to allow a timely transfer of funds.
