At 4:23 PM, Chair Duggan called the meeting to order.

1. 25-56165 Recommendation to approve the minutes for the Government Operations and Efficiency Committee meeting of Tuesday, July 22, 2025.
A motion was made by Vice Chair Ricks-Oddie, seconded by Chair Duggan, to approve recommendation. The motion carried by the following vote:
Yes: 2 Ricks-Oddie, Duggan
No: 0 None
Recused: 0 None
Absent: 1 Zendejas
2. 25-56166 Recommendation to receive Charter Commission appointments and reappointments pursuant to Section 509 of the City Charter and Section 2.03.065 of the Long Beach Municipal Code, and forward this item to the City Council for approval.
A motion was made by Vice Chair Ricks-Oddie, seconded by Chair Duggan, to approve recommendation, as amended, correcting the term for Edgar Campbell on the Police Oversight Commission to reflect that he is serving a partial term from September 16, 2025 to June 30, 2026 filling a vacancy position left by Charlie Parkins, and can be reappointed to serve his first term

3. 25-56373 Recommendation to receive Charter Commission appointments pursuant to Section 2401 of the City Charter, and forward this item to the City Council for approval.
