1 DISCUSSION OF FISCAL YEAR 2027 FEE CHANGES

City of Long Beach
September 8, 2026

EXHIBIT B
2 INTRODUCTION

City Council approval is requested for the List of Proposed Fee Adjustments for Fiscal Year 2027 (FY 27) included as Exhibit C, which describes the proposed changes to the City’s Master Fees and Charges Schedule. As part of the normal Budget process, City Council last reviewed and approved an amended Master Fees and Charges Schedule for specified City services on May 19, 2026. Fees are required to cover the cost of service except where the City Council finds there is a greater public benefit through the use of a lower fee. On September 5, 2017, the City Council adopted an amended Financial Policy on User Fees and Charges, which reads:

User Fees and Charges Will be Set at the Cost of the Service

Background – Fees and associated charges are associated with recovering the cost of providing a service. The City can charge up to the full cost of providing a service.

Policy –
a. Fees will be set at a level to fully recover costs, except where there is a greater public benefit through use of a lower fee, such as where full recovery may adversely impact overall revenue or may discourage participation in programs where the participation benefits the overall community.

b. The City Manager will establish a process for an in-depth review of all fees over time. The review, while eventually covering all fees, should emphasize those that have or may have significant subvention (may not be at full cost).

City staff may recommend fees that are not set at the full cost of service or City Council may choose not to adopt a fee with full cost-recovery because it would negatively impact the public good. Certain new fees are being introduced to address the demand and provision for City services. Charging a fee allows residents the benefit of a service that may otherwise not be possible without sufficient revenue to offset the cost of providing the service. Some City services in low demand may not initially be assi gned a fee.

However, if demand increases, there may be a need to evaluate the service and propose a fee that aligns with the cost of the service being provided. Changes in the regulatory environment may also result in new fees being developed.

Bi-annual fee adjustments, deletions, and additions are the process by which the broad- based changes to fees are presented to the City Council and the public for consideration.

The proposed fee changes being presented to the City Council represent the FY 2 7 Budget Adoption Fee Adjustments, which will take effect October 1, 2026. Please see Exhibit C for the List of Proposed Fee Adjustments. The next citywide fee adjustment process will occur during a Mid-Year Fee Adjustment process during FY 27.

In addition to the List of Proposed Fee Adjustments, certain user fees and charges in the Master Fees and Charges Schedule have been adjusted by the City Cost Index (CCI). The adjusted fees are listed as part of the City’s Master Fees and Charges

EXHIBIT B

3 Schedule included as Exhibit A. The FY 26 CCI is a calculated citywide inflator based on the City’s growth in budgeted structural costs across various departments and fund groups. The FY 27 CCI rate is 3.64 percent and is calculated each year by an independent consultant. CCI adjusted rates for certain services may also apply a rounding mechanism (i.e., round to the nearest dollar) for administrative purposes including cash handling practices. By using the CCI to adjust fees for growth, the City can sustain previous levels of cost recovery through charging fees. Without this adjustment, the City would need to increase its subsidy for fee-related services, at the expense of other services. For more information on the City Cost Index, see Exhibit D.

Update on Citywide Fee Study

In FY 19, City staff initiated an updated citywide fee study to conduct a comprehensive cost of service analysis for the City’s numerous fees and charges for services across various City departments. The study is a multi -year-old effort that started with the Development Services, Health and Human Services (partial), and Parks, Recreation and Marine Departments. On May 18, 2021, the recommended fee changes based on each department’s study were approved as part of a FY 21 mid-year adjustment to the Master Fees and Charges Schedule. The second round of the study included the Energy Resources and Public Work s Departments. On February 1, 2022, City staff presented the results of the cost-of-service studies to the City Council and on May 10, 2022, the recommended fee changes based on each department’s study were approved as part of a FY 22 mid-year adjustment to the Master Fees and Charges Schedule. The third round of the study included the Police, Fire, and Health and Human Services Departments. On April 18, 2023, City staff presented the results of the cost - of-service studies and department recommendations to the City Council and on May 23, 2023, the recommended fee changes based on each department’s study were approved as part of a FY 23 mid-year adjustment to the Master Fees and Charges Schedule. The schedule for the next (and final) round of the citywide cost of service study effort is under review with draft results anticipated to be available in FY 27.

Departments scheduled for review include the Financial Management and Library Services Departments, along with the City Manager Department, which includes a citywide review of special events and filming services across various departments.

REVENUE IMPACT

As part of the adopted budget for a fiscal year, the Master Fees and Charges Schedule is evaluated and adjusted accordingly for the natural growth in the cost of providing services, as well as any changes to services or operations. The annual revenue changes described in Exhibit C are theoretical estimates and are based on anticipated service usage in FY 26. Annual revenue changes are theoretical and may not result in changes to budgeted revenues by the same amount. Changes to budgeted revenues are evaluated holistically as part of the budget process and take into consideration various factors including each department’s current revenue commitments to support its operations, stability of a revenue source, and market or economic conditions . The

EXHIBIT B

4 proposed FY 27 fee adjustments listed in Exhibit C are estimated to result in an annual theoretical revenue increase of $8,125,929 in all fund groups, of which $3,402,881 is from the General Fund Group. A summary of the estimated net theoretical revenue impact by department and fund group is as follows:

5 PROPOSED FEE CHANGES BY DEPARTMENT

Citywide Fees

Parking Citations

The Citywide Master Fees and Charges Schedule currently lists over 50 individual citation rates for specific violations across Citywide, Financial Management, and Public Works Departments. The City enforces parking regulations to maintain safe and accessible streets. Parking citation amounts serve as penalties intended to deter unsafe parking behaviors that pose risks to pedestrians, bicyclists, and motorists. The proposed adjustments increase citation amounts for violations with higher public ‑safety impacts.

For FY 27, the Public Works Department is proposing an average of a 30 percent increase (ranging from 11% to 43%) to 17 parking citation fees. The proposed fees are based on benchmarking review of citation schedules in comparable local jurisdiction. The penalties are not tied to a cost recovery model; instead, they are set at levels intended to improve compliance and discourage unsafe parking. The proposed increase in parking citations is anticipated to generate an additional $1,541,300 in additional revenue, with $1,536,000 to the General Fund Group and $5,300 to the Tidelands Operating Fund Group.

City Manager

Occasional Event Permit (OEP)

The City Manager Department charges a one-day permit fee for Long Beach businesses without an annual entertainment permit to allow them to host entertainment or live music on their private business property. The department is proposing to increase its existing permit fee from $102 to $150 and to establish a new fee in the same category for applications received with fewer than 10 business days prior to the event date in the amount of $200, to support the department’s cost recovery efforts. The proposed fee increase and new fee are anticipated to generate an additional $7,000 annual revenue in the Special Advertising and Promotion Fund Group.

Filming Fees

Application Fee – Student Film/Photography

The City Manager Department charges a film ing permit fee to CSULB/LBCC/LBUSD students for academic filming in the City of Long Beach. The department is proposing to increase the fee from $35 to $40 and establish a new $50 fee for non-Long Beach school students. The department is committed to maintaining the affordability of the fee; that’s why it’s not set at cost recovery, though it would help offset some costs. The proposed fee increase and new fee are anticipated to generate an additional $600 annual revenue in the Special Advertising and Promotion Fund Group.

EXHIBIT B

6 Location Fee – Filming – Appian Way Bridge, Marine Stadium, and/or Marinas

The City Manager Department charges a location fee for filming at City of Long Beach locations. The fee is a rental charge for use of City property. In the department’s effort to recover the cost associated with issuing the permit and maintaining the location, t he department proposes increasing the location fee for filming at Appian Way Bridge, Marine Stadium, and/or Marinas from $1,020 to $1,200. The proposed fee increase is anticipated to generate an additional $1,800 annual revenue in the Special Advertising and Promotion Fund Group.

Location Fee – Filming – El Dorado Park East

The City Manager's Department proposes establishing a new filming fee for El Dorado Park East for a permit to close the entire park for $4,000, recover ing service costs and maintaining the location. The fee is a rental charge for the use of City property. The proposed new fee is anticipated to generate an additional $2,000 annual revenue in the Special Advertising and Promotion Fund Group. The special events office retains 25 percent of the fee, the remaining 75 percent to Parks Recreation and Marine department.

Pole Banner Fees

The City Manager Department charges a permit fee for permitting banners suspended above public streets and attached to a single light pole. The department is proposing to increase the fee from $51 to $100 for both commercial and non-commercial use categories to offset the cost of issuing the permit. The proposed fee increase is anticipated to generate an additional $882 annual revenue in the Special Advertising and Promotion Fund Group.

Various Fees

The City Manager Department is also proposing to delete the following fees, which they no longer use, from the master fee schedule. There is no revenue impact from deleting these fees.

Community Development

Planning Fees

Historical Analysis Document Prepared by Consultant
The Community Development Planning Bureau is proposing a new fee, Historical Analysis Document Prepared by Consultant, within Certificates of Appropriateness fees.

This fee will apply for new landmark requests and landmark modifications, which typically require specialized analysis and peer review. When staff do not have the specialized skill sets to complete this analysis, a consultant may be identified for the review of historical landmarks at the direction of the Planning Bureau. To align full cost recovery to the time spent preparing this analysis and managing the external consultant, the Planning Bureau proposes establishing a new fee of 120 percent of the cost from the outside consultant.

This charge is aligned with the percentage for other fees related to consultant support and is expected to be used up to six times per year.

Pre-Development Meetings
The Community Development Planning Bureau is proposing a new fee of $280 for Pre- Development Meetings, which will be assessed when services from the Planning Bureau are needed to provide formal meetings and guidance ahead of the application for a permit.

Presently, the Department provides pre-development meetings and guidance without charge; however, there are limited instances where a potential applicant is working to

EXHIBIT B

8 determine the feasibility and permitting of a project and require extensive assistance. The Department would continue to provide the initial support without charge, and this fee would apply to customers who request three or more meetings. There are, on average, 8-10 instances where predevelopment support is requested annually and even further limited instances where support goes beyond three meetings. The proposed new fee is anticipated to generate an additional $2,240 annual revenue in the Development Services Fund Group.

Environmental Fees - County Recorder Fee
The Community Development Planning Bureau is proposing to update the County Recorder Fee applied to filings of environmental determinations with the Los Angeles County Clerk’s Office after an action has been taken. In FY 27, the department is proposing to remove the dollar amount on the fee and instead state that the fee will be based on the current fee charged by the LA County Recorder . There is no anticipated revenue impact with this proposed change.

Development Services Phased-In Planning Fees

In FY 21, the Community Development Department completed a cost-of-service study, and the City Council approved increases to various fees using a phase-in approach, with most of the increases implemented in FY 25. Since the original study, costs to deliver services have increased due to changing regulations and reduced processing deadlines.

These costs were not accounted for in the original study, which was based on FY 19 financial information. The Department examined its fees and changes to operational costs and began phasing in an increase in rates towards the full cost recovery level in FY 26.

For FY 27, the Department is proposing an average of a 40 percent increase (ranging from 6% to 150%) to nine planning fees to achieve full cost recovery. The proposed fee increases are anticipated to generate an additional $ 10,370 annual revenue in the Development Services Fund Group.

10 Other Approval Fees – Zoning Confirmation Letter
The Community Development Planning Bureau currently maintains two fees for Zoning Confirmation Letters: a basic fee and a higher fee for requests requiring additional research. Because the basic fee is redundant and most requests require additional research and staff support, the Department proposes eliminating the separate "Zoning Confirmation Letter with Additional Research" fee and establishing a single Zoning Confirmation Letter fee. The proposed fee will be based on requests requiring additional research, which will increase from $984 to $1,002. The proposed fee increase is anticipated to generate an additional $38,390 annual revenue in the Development Services Fund Group.

Mills Act - Additional Deed
The Community Development Planning Bureau is proposing to add a new Mills Act – Additional Deed for $75 per owner, which applies when a historical property has multiple owners such as a condominium development. This fee is charged for each new Mills Act Contract for a multi-owner building. This fee would be charged once per application. The applications from multi-owner buildings are limited and received once every 3-5 years , and revenue is expected to be limited. Any revenue collected would accumulate in the Development Services Fund Group.

Building Plan Review and Permit Fees

The Community Development Building and Safety Bureau is proposing to increase and restructure the following building plan review and permit fees to align them with comparable fees across the department.
• The Additional Building Plan Review for National Pollutant Discharge Elimination Systems (NPDES) fee is proposed to change to 85 percent from 75 percent to bring this fee into alignment with the Standard Plan Review fee, which is currently set at 85 percent.

• The Additional Plan Review for Geologic/Soils Report Review fee is proposed to change to 120 percent of consultant costs billed to the City or $405 per hour if reviewed by City staff. This would bring fees related to consultant costs into alignment across bureaus.

• The Building Permit Fees are tiered according to valuation. The department is proposing to restructure the lowest two tiers of the valuation and to change tiers, up to $500 and $501-$ 2,000. The department proposed to change these valuations to up to $1,000 and $1,001 - $2,000. The $1,000 valuation limit is used for other fee applications including exemptions and this brings alignment across fees of a similar type.

EXHIBIT B

11 Building and Safety - Fire Plan Review and Permit Fees

The Community Development Building and Safety Bureau is proposing to increase, restructure, and propose new fees for their fire plan review and permit fees.

• There are 16 fire plan review fees and 19 fire permit fees that are increasing by 16 percent to offset the cost of the service provided within the annual Interdepartmental MOU with the Fire Department . The proposed increases are anticipated to generate an additional $48,811 annual revenue in the Development Services Fund Group.

• Fire Plan Review fees are proposed to be adjusted to better reflect the time spent and costs associated with the plan review and inspection of fire sprinklers and fire alarms. Currently, there are tiers for these inspections and plan reviews, and under the new proposal, the tiers would be further divided based on quantity, allowing for more accurate application of fees. Therefore, 3 new fees for fire sprinkler inspection and 1 new fee for fire alarm inspection are being proposed, aligned to the cost of the service.

• The Community Development Department is also proposing to add a Special Equipment Plan Review fee for $585 per piece of equipment. The department staff will conduct the plan review for special equipment such as spray booths, fumigant chambers, pressure vessels, industrial baking ovens , and other specialized industrial equipment. The proposed new fee is anticipated to generate an additional $8,775 annual revenue in the Development Services Fund Group.

Other Plan Review - Building Plan Review for Preapproved Accessory Dwelling Unit (PAADU)
• California Assembly Bill 1332 requires local jurisdictions to establish a program allowing property owners and designers to submit ADU plans for preapproval. The Community Development Building and Safety Bureau is proposing five new fees to recover costs for delivering these services as part of the Preapproved Accessory Dwelling Unit Program (PAADU). The new fees address both site-specific plans as well as site-agnostic plans. The proposed new fees are anticipated to generate an additional $72,005 annual revenue in the Development Services Fund Group.

Code Enforcement

Various Code Enforcement Fees

The Community Development Department's Code Enforcement Bureau identified 24 duplicative fees in the master fee schedule and has deleted them. To improve clarity and streamline the fee structure, the Bureau consolidated and renamed these fees into 9 unique fee categories and added 1 new fee for time extension that allows property owners to request a 30-day extension to address violations without incurring additional penalties.

Property owners who resolve violations within the original compliance timeframe incur no additional fee. This option supports voluntary compliance and reduces the need for additional code enforcement actions, which require considerable staff time and resources.

These administrative changes are intended to improve the consistency and efficiency of fee application and are not expected to have any impact on revenue.

Short Term Rentals

The Community Development Department regulates Short-Term Rentals (STRs) through an ordinance that establishes operating standards to ensure STRs are managed safely and in a manner that minimizes impacts on surrounding neighborhoods and the community. In FY 26, the Department completed a competitive procurement process to acquire a new technology platform to support the administration and enforcement of the STR program. To ensure cost recovery for program administration, including personnel and technology expenses, the Department recommends increasing the Short -Term Rental Registration Fee from $500 to $545. The proposed fee increase is anticipated to generate an additional $45,855 annual revenue in the General Fund Group.

In addition, the Department recommends establishing a new optional Short-Term Rental Registration Expedite Fee to provide applicants with an accelerated review process.

Applicants electing this service would receive property review and inspections within three business days of the City's receipt of a complete application. The proposed Expedite Fee is $545 and would be charged in addition to the standard STR Registration Fee. The proposed new fee is anticipated to generate an additional $10,900 annual revenue in the General Fund Group.

14 Housing Services
Annual Housing Monitoring Fee for Affordable Housing
The Community Development Housing Bureau is proposing a revision to the existing Annual Housing Monitoring Fee for Affordable Housing, intending to enhance consistency and improve predictability for customers. The annual fee is applied per affordable unit within a development. The existing fee has an annual escalation to be set equal to the annual California Construction Cost Index (CCCI), which may vary year by year. This variance creates uncertainty in long-term and amortized fiscal projections for borrowers.

The proposed change would allow for a set annual escalation of 3 percent and provide greater clarity in annual financial planning for affordable housing developers. The proposed fee continues to allow for flexibility, allowing for terms within the loan agreement to be negotiated for an alternative annual fee or escalation. The existing per-unit fee is $195, which would increase by 3 percent to $200 per unit. In the current year , this increase is less than the City’s applied City Cost Index (CCI) increase.

Affordable Housing Assessment on Real Estate Recordings The State of California requires payment of an affordable housing assessment on various real estate recordings unless the residence is occupied by the homeowner. The County of Los Angeles sets the fee for recording these transactions, and the City of Long Beach is responsible for collecting and remitting payment to the County. In FY 27, the department is proposing to remove the dollar amount on the fee and instead state that the fee will be based on the County of Los Angeles published fee. There is no anticipated revenue impact with this change since it’s a pass-through fee.

Mello Act In-Lieu Payments
On January 19, 2021, the City Council adopted Chapter 21.61 of the Long Beach Municipal Code, which established requirements to maintain very -low, low, and moderate-income housing units within the coastal zone to preserve affordable housing.

As part of these requirements, applicants are responsible for either replacing units on a one-to-one basis or paying Inclusionary Housing In-Lieu fees , which are deposited into the City’s Housing Trust Fund. The ordinance calls for the fees to be increased each year based on the California Construction Cost Index ( CCCI) rate in the Los Angeles Metropolitan area. The fees were last updated as part of the FY 25 proposed fee changes.

The Department’s 12 Inclusionary Housing In-Lieu fees are proposed to increase the fee by 3.9 percent for FY 27 to bring the fees up to date. To date, no applicant has opted to pay in-lieu fees rather than meeting the replacement requirement, so the impact to annual revenue cannot be determined.

Public Access Telephone and Pay Phone Approval
The Community Development Department proposed to delete Public Access Telephone and Pay Phone Approval Fees due to the obsolete nature of public access telephones.

The permits have not been used in recent years and are no longer relevant. These fees would have been charged to a property owner or vendor to cover staff time dedicated to

EXHIBIT B

15 reviewing public payphone permit installation requirements and posts to label the phone.

The proposed deletion is not expected to have an impact on revenue.

Financial Management

Appeal Filing Fee (City Council)
The Financial Management Department administers an Appeal Filing Fee, which allows applicants for business permits to formally appeal a denial. The Proposed FY 27 Budget includes a proposed fee description change in the Master and Fee Schedule to more accurately align with current operations. The updated language will clearly state that applicants for a business permit or license may appeal any denial, suspension, or revocation to the City Council and will specify the allowable timeframe for filing an appeal.

This change has no revenue impact.

Fire

Emergency Medical Services

In March 2026, the County of Los Angeles announced ambulance transport fee changes effective July 1, 2026. The Basic Life Support (BLS) transport rate will adjust from $2,121 to $2,385, while the Advanced Life Support (ALS) transport rate will increase from $3,408 to $3,572. The ALS and BLS transport rates represent a 4.8 percent increase over FY 26 rates.

Using current transport volumes and a collection rate of 78 percent, the Financial Management Department anticipates the revised rate increases will generate additional $77,007 for BLS transports and $246,779 for ALS transports annual revenue in the General Fund Group. Pursuant to Assembly Bill 716, these rate increases will primarily affect commercial insurance claims, as Medicare and Medi -Cal reimbursements are based on established contractual rates. Due to the timing of billing and collections, the revenue impact is expected to begin materializing approximately two months after implementation.

The Department also proposes increasing the ambulance mileage rate from $19 per mile for BLS transports and $30 per mile for ALS transports to $31 per mile for both ALS and BLS transports. The proposed mileage rate aligns with the rates adopted by the County

EXHIBIT B

16 effective July 1, 2026, and is consistent with rates charged by most ambulance service providers throughout Los Angeles County.

Health and Human Services

Environmental Health Fees

In FY 23, the City engaged outside consultants, Revenue Cost Specialists (RCS), to conduct a comprehensive cost -of-service study to evaluate the fee schedules and regulatory programs under the Health and Human Services Environmental Health Fee programs. The cost-of-service study included environmental health fees across various categories including f ood program fees, v ector control fees, tobacco retail and permit fees, water program fees, medical waste fees, plan check fees, cannabis fees, and other Environmental Health fees.

To support local restaurants and businesses during the post -pandemic era, Environmental Health was approved for a phase-in of the rates over a three-year period as determined at the time of the cost-of-service study. Since then, labor rates have been renegotiated through the bargaining process, along with the city's financial and economic shifts. The new proposed fees align with the updated direct and indirect costs for the fee programs and align with the current fiscal landscape of the city. The proposed fees were evaluated against neighboring jurisdictions and as a part of the proposed fee structure using the base methodology in the cost-of-service study applied with the current staff and operational costs to administer the environmental health program. T he proposed fees have been structured to mitigate the impact on fee payors, considering small and vulnerable businesses. The proposed fees are set at full cost recovery except for fees mandated by federal, state, and county regulations. Environmental Health also exempts fee increases for temporary food facilities, non-profit organizations, public schools, and senior feeding sites to ensure community-focused operations remain unburdened, while commercial operations have a proportionate share of the legally mandated inspection and compliance costs.

There are 203 Proposed Environmental Health Program Fees summarized below by major activity category . The proposed fee increases are anticipated to generate an additional $1,475,121 annual revenue in the Health Fund Group.

Food Program Fees

Food program fees directly fund the daily operations required to protect public health across the local food ecosystem. They cover critical safety services, including routine restaurant inspections, foodborne illness and complaint investigations, and enfor cement against unpermitted street vendors. Additionally, these fees support community outreach and education initiatives that promote safe, healthy food practices. There are a total of one hundred proposed food program fee increases including restaurant/bar/tavern low

EXHIBIT B

17 risk and high-risk restaurant food categories, food service carts and mobile support units, food service vehicles, daily and milk fees, and other miscellaneous food fees.

Vector Control Fees
Vector control fees directly fund local efforts to monitor and mitigate public health threats caused by pests and disease vectors. They support active mosquito surveillance and disease prevention, safe bee removal services, and pre-demolition inspections to manage rodent populations. There are four proposed vector control fees for pigeon keepers, private stables, demolition, and reinspection

Tobacco Retail Permit Fees
Tobacco retail and permit fees directly support local regulatory programs designed to enforce tobacco control laws and prevent underage sales. They fund routine retail site inspections, undercover youth decoy compliance operations, and investigations into unpermitted or non-compliant vendors. Additionally, these fees cover program administration and retailer education efforts to ensure local businesses follow federal, state, and local tobacco regulations. There are two proposed tobacco retail fee increases for reinspection and enforcement.

Water Program Fees
Water program fees directly support regulatory oversight and environmental monitoring to protect public aquatic facilities and the local clean water supply. They fund routine health and safety inspections for public swimming pools, spas, and splash pads, along with regular beach water testing for bacteria levels to keep beachgoers safe. Additionally, these fees cover plan reviews, operational permitting, and the enforcement of backflow prevention and cross -connection controls to ensure both recreational wat ers and municipal water systems meet health standards. There are a total of eleven proposed water program fee increases including recycled water system fees.

Medical Waste Generator Fees
Medical waste fees directly support regulatory oversight to ensure the safe handling, storage, treatment, and disposal of biohazardous materials across healthcare and commercial facilities. They cover routine facility inspections, operational permitting, and compliance monitoring for medical waste generators, treaters, and transfer stations.

Additionally, these fees fund cradle-to-grave tracking, complaint investigations, and local enforcement to prevent biohazards from contaminating the environment or public health.

There are a total of fourteen proposed medical waste generator fees increases.

They support detailed plan reviews for food facilities, public swimming pools, splash pads, grease traps, backflow prevention, and specialized plumbing fixtures prior

EXHIBIT B

18 to construction. Additionally, these fees cover plan revisions, pre-construction consultations, and final pre-operational site inspections to verify that facilities are built to code before opening to the public. Cannabis retail and operational plan check fees directly fund regulatory oversight, monitoring, and health compliance for legal commercial cannabis businesses There is a total of fifty -two proposed plan check fee increases.

Cannabis Fees
Cannabis retail and operational permit fees support routine health and sanitation inspections of retail dispensaries, manufacturing sites, and distribution facilities, as well as testing verification to ensure products are safe and accurately labeled. Additionally, these fees cover plan reviews for new or remodeled operations, complaint investigations, and enforcement actions against unpermitted cannabis operators to protect public health and maintain a fair, compliant market. There are a total of five proposed Cannabis fee increases for manufacturing and reinspection.

Other Environmental Health Fees
Other environmental health fees are business or property owners' noise variance and control requests, massage, health fitness, and laundry centers fees and technology surcharges. There are a total of nine proposed other environmental health fee increases including technology surcharge fee.

Deleted Environmental Health Fees
The Health and Human Services Department Environmental Health Bureau is also proposing to delete the following fees in the master fee schedule to streamline their fees and make it easier to understand for operators.
• PC Restaurants – 3 fees for restaurant plan check review are being deleted to remove the split-out based on risk category because the work for plan check is the same regardless of risk category.
• Food Service Cart Water Resample – proposed to be deleted because another resample fee already exists in the fee schedule.
• Temporary Body Art Permit (11+Artist) - proposed to be deleted to streamline the fee and change the application of the fee from a tiered system to per artist.

Environmental Testing – Environmental Lead
Lead Testing for Dust Wipes, Paint Chips, Soil Air Filter The Health and Human Services Department charges a fee for environmental lead testing of dust wipes, paint chips, soil, and air filters. The costs of supplies and equipment maintenance have increased over the years. To recoup some of the cost, the Department is proposing to increase the lead testing fee from $30 to $35. The proposed fee increase

EXHIBIT B

19 is anticipated to generate an additional $10,000 annual revenue in the Health Fund Group.

Laboratory Services – Molecular Fees
MTB/RIF by NAAT for TB test
The Health and Human Services Department is proposing a new fee for Tuberculosis Testing at $132. The MTB/RIF NAAT (TB PCR) for Tuberculosis is a rapid molecular diagnostic test that detects Mycobacterium tuberculosis (MTB) and simultaneously identifies rifampin (RIF) resistance using Nucleic Acid Amplification (NAAT) technology from a patient sample. By establishing this fee, the Public Health Laboratory will be able to expand tuberculosis testing to a wider community population, including the Long Beach Student Health Center and skilled nursing facilities. The Department anticipates conducting 150 tests annually . The proposed new fee is anticipated to generate an additional $19,800 annual revenue in the Health Fund Group.

Flu/RSV/SARSCoV2 by PCR test
The Health and Human Services Department is proposing a new laboratory fee of $151.

The Flu/RSV/SARSCoV2 PCR refers to a rapid, real -time RT-PCR test intended for the simultaneous qualitative detection and differentiation of SARS -CoV-2, influenza A, influenza B, and respiratory syncytial virus (RSV). By establishing this fee, the Public Health Laboratory will be able to expand Flu/SARS -CoV-2/RSV testing to a wider community population, including the Long Beach Student Health Center and skilled nursing facilities. The Department anticipates conducting 100 tests annually . The proposed new fee is anticipated to generate an additional $15,100 annual revenue in the Health Fund Group.

Respiratory Pathogen Panel by PCR test
The Health and Human Services Department is proposing a new laboratory fee of $156.

The Respiratory Pathogen Panel PCR tests for pathogens, such as viruses, bacteria, and other organisms in the respiratory tract. By establishing this fee, the Public Health Laboratory will be able to expand respiratory testing to a wider community population, including the Long Beach Student Health Center and skilled nursing facilities. The Department anticipates conducting 100 test s annually . The proposed new fee is anticipated to generate an additional $15,600 annual revenue in the Health Fund Group.

Mpox by PCR test
The Health and Human Services Department is proposing a new laboratory fee of $109.

The Mpox PCR refers to the primary lab test for diagnosing the presence of Mpox. By establishing this fee, the Public Health Laboratory will be able to expand testing services to a broader community. The Department anticipates conducting 50 tests annually. The proposed new fee is anticipated to generate an additional $5,450 annual revenue in the Health Fund Group.

EXHIBIT B

20 Clinical Services – Record Validation/Duplication
Transcription of Immunization Records
The Health and Human Services Department is proposing a new transcription service fee of $30 that will be charged to individuals who submit immunization records from other countries and/or in languages other than English. The proposed rate will recover some of the costs incurred for staff time related to the service. The department has been absorbing costs to provide the service that cannot be recovered through existing program fees or grants. The department anticipates 70 requests for transcription services per year . The proposed new fee is anticipated to generate an additional $2,100 annual revenue in the Health Fund Group.

Long Beach Airport

Terminal Space Charges - Rental Car Space Charge

The Long Beach Airport charges monthly rents for the use of office and counter spaces.

In 2025, car rental companies moved into the newly renovated Rental Car Facility. The Department proposes adding a new fee structure specifically for this facility to more accurately reflect the operation. This proposal has no impact on the Airport Fund Group.

Vehicle Parking Fee

The Long Beach Airport charges vehicle parking fees to customers and tenants. To cover the cost of parking operations, including management services and maintenance, the Department is proposing to increase the hourly parking rates for Parking Structure A and B from $4 to $5. In addition, the daily maximum rate is proposed to increase by $5 in each lot, bringing Parking Structure A’s daily rate from $30 to $35 and Parking Structure B’s daily rate from $25 to $30. The proposed rates remain competitive with those of other airports in the region. In total, the proposed vehicle parking rate increase is anticipated to generate an additional $1,549,110 annual revenue in the Airport Fund Group.

Commercial Use Permits – Banner Tow Operations

The Long Beach Airport charges an annual fee for banner tow operations. The fee structure does not accurately align with the usage of airport resources needed to support the activity. Banner tow operations require coordination, use of the runway, airfield oversight, and other staff support to ensure safety and regulatory compliance. The Department proposes transitioning to a monthly fee schedule to align with operations, improve cost recovery and promote fairness amongst permit holders. The new proposed fee is $125 per month.

Unscheduled Driving Test Fee

EXHIBIT B

21 The Long Beach Airport is proposing a new fee for unscheduled driving tests. Individuals seeking authorization to drive or operate vehicles within secured areas of the Airport are required to successfully complete a driving test administered by Airport Operations staff.

The proposed $60 fee would apply to applicants who have not scheduled an appointment in advance or those who request testing outside of the regular scheduled testing hours.

The proposed fee is intended to recover costs associated with accommodating unscheduled testing requests and to encourage applicants to schedule and adhere to established appointment times. The anticipated revenue impact is anticipated to be minimal.

Airport Escort Fee

The Long Beach Airport is proposing a new fee for escort services that are not tied to airport operations or tenant obligations. The proposed fee includes a new $125 per hour, or portion thereof , fee for unscheduled non-emergency escorts on the landside of the airport, and a $125 per hour, or portion thereof, fee for non-emergency, non-tenant - related escorts on the airside of the airport. The proposed fees are intended to better align service charges with operational costs incurred by the Department. The new fees will improve cost recovery and help ensure the costs associated with providing specialized services are appropriately recovered from those requesting the services. The new fees are anticipated to generate an additional $13,000 annual revenue in the Airport Fund Group.

Replacement Keys Fee

The Long Beach Airport is proposing a new fee schedule for the replacement of lost or damaged keys issued by the Department to full -time on-site service technicians . The proposed fees are $20 for the first replacement request, $50 for the second replacement request, and $100 for the third and each subsequent request within a 12-month period.

The proposed fees are intended to partially recover the cost associated with key replacement and administration while encouraging responsible key management.

TNC and Taxi Per-Trip Fees

The Long Beach Airport charge Transportation Network Companies (TNCs) and Taxis for each pick -up and/or drop-off of passenger(s) on the Long Beach Airport premises by permitted drivers. The fee allows the City to recover the cost of administering the permits and managing the ground transportation program. The Department is proposing to increase the TNC per-trip rate from $4.00 to $5.00 and the Taxi per-trip rate from $3.00 to $4.00. The proposed rate increase remains comparable with other airports in the region. TNCs generate approximately 47,000 trips per month. This fee increase is anticipated to generate an additional $425,212 annual revenue in the Airport Fund Group.

EXHIBIT B

22 Parks, Recreation and Marine

General Fund Fees

Forfeit Fee – Baseball

The Parks, Recreation and Marine Department is proposing to increase the Forfeit Fee for Baseball. The fee pays for the game official and is assessed solely by the team that forfeits a specific game. The department has learned that, compared to agencies of similar size to the City of Long Beach, the fee is the lowest; because of this, it has become challenging to find and assign quality umpires when needed. To remain competitive with the leagues near the city, the department proposes to increase the fee from $200 to $220.

There is no projected revenue increase because the revenue will cover the cost of services.

Youth Participant Fee – Resident and Non-Resident

The Parks, Recreation and Marine Department is proposing to increase the Youth Participant Fee for residents from $16 to $19 and non-residents from $21 to $24. The fee is paid by approved leagues on a per -participant basis when obtaining a field permit.

Youth leagues are charged this fee in lieu of the hourly rental fee. The department proposal aims to provide additional revenue to offset the cost of service. The proposed fee increase is anticipated to generate an additional $51,500 annual revenue in the General Fund Group.

Youth Sports Administrative Fee

The Parks, Recreation and Marine Department is proposing a new fee, the Youth Sports Administrative Fee, of $10 per participant per season. The fee will cover administrative costs for the program. The proposed new fee is anticipated to generate an additional $45,000 annual revenue in the General Fund Group.

Gymnasium Rental Maintenance Fee

The Parks, Recreation and Marine Department is proposing a new fee, the Gymnasium Rental Maintenance Fee, of $166 when a gymnasium reservation is made. The fee will help offset staff labor costs to prepare the facility, help keep the facility clean, and provide restroom supplies for an event. The proposed fee is for each of the four gymnasiums.

This will be an additional fee on top of the facility rental fee. The proposed new fee is anticipated to generate an additional $498 annual revenue in the General Fund Group.

Refund Processing Fee

The Parks, Recreation and Marine Department is proposing a new $11 Refund Processing Fee to be charged to patrons who request a refund following the cancellation

EXHIBIT B

23 of a facility reservation. The proposed fee is intended to recover the refund processing costs charged by the Department's recreation management system, which is currently being absorbed by the Department's operating budget. The proposed new fee is anticipated to generate an additional $77 annual revenue in the Tidelands Operating Fund Group.

In conjunction with the establishment of the new fee, the descriptions for three existing cancellation fees have been revised to clarify that the $11 Refund Processing Fee will be deducted from the security deposit when a refund is processed. The proposed new fee is anticipated to generate an additional $110 annual revenue in the General Fund Group.

Cancellation - Over 90 days

The Parks, Recreation and Marine Department is proposing a new $11 Cancellation Fee for over 90 days to be charged when a patron requests a refund for canceling their facility reservation. This will offset the cost that is charged by the recreation management system to process refunds.

Reservable Picnic Site Fees

The Parks, Recreation and Marine Department updated the fee description of eight picnic sites to remove capacity numbers to allow flexibility when reserving the sites.

Golden Grove Security Deposit

The Parks, Recreation and Marine Department is proposing to increase the Golden Grove security deposit fee of $530 to $750 at El Dorado Park East Regional Park . This refundable fee can be withheld as a penalty for violating City rules and policies including damages to picnic area. A higher refundable deposit encourages responsible use of the site and provides the City with financial means to address damages if rules and policies are violated. The increased deposit ensures that event organizers cover the cost of damage.

Exclusive Area Use

The Parks, Recreation and Marine Department is proposing to restructure the Exclusive Area Use fees to reflect an hourly rate instead of a daily/block rate. Changing the rate to an hourly rate will provide clarity and flexibility for permitting space.

Maintenance Fee – Open Space and Permits to Gather

The Parks, Recreation and Marine Department is proposing a new fee, the Maintenance Fee – Open Space and Permits to Gather of $10. This new fee will cover the cost of maintenance services for trash, restroom custodial, grounds wear and tear, irrigation, etc.

The proposed new fee is anticipated to generate an additional $17,990 annual revenue in the General Fund Group.

Tidelands Fees

Refund Processing Fee

The Parks, Recreation and Marine Department is proposing a new fee, the Refund Processing Fee of $11 to be charged to patrons requesting to cancel their enrollment from a class in Tidelands. This will offset the cost that is charged by the recreation management system to process refunds, which is currently being absorbed by the department's operating budget.

Belmont Plaza Pool

The Parks, Recreation and Marine Department updated the fee description on four Plaza Passes to remove the discounts from the fee description since membership packages no longer reflect savings.

Model Boat Shop Material Fee (Per Boat)

The Parks, Recreation and Marine Department opens a Model Boat Shop during the summer at Colorado Lagoon for ages 7 and up where staff assist participants with the construction of model sailboats for seven weeks. The department is proposing a new fee, the Model Boat Shop Material Fee of $25 - $50 that will be charged to cover the cost of

EXHIBIT B

25 materials needed to build a model boat. This new fee will offset the cost of materials such as wood, paint, glue, and various supplies needed to build a model boat. T he fee was based on the current market rate for wood, paint, sail material, glue, and various supplies.

Liveaboard Permit Fee, permits issued on or after October 1, 2026

The Parks, Recreation and Marine Department is proposing to restructure the Liveaboard Permit Fee. Currently, liveaboard fees are charged on a per -person basis ($210 for the first tenant, $66 for the second, and $54 for each additional tenant), regardless of vessel size. To better align our liveaboard pricing with other Southern California harbors where liveaboard surcharges typically range from 50 percent to 55 percent of the monthly slip fee. The Marine Bureau is proposing a new structure of 45 percent of the monthly slip fee (rounded up to the nearest dollar) as the liveaboard charge. This updated approach more accurately reflects the costs associated with year -round onboard residency, including increased use of electricity, water, and facilities. It also creates a more equitable fee model for our boating community, ensuring that charges are proportionate to vessel size, with smaller boats paying less and larger boats paying more.

Seawall Lease Permit Fee

The Parks, Recreation and Marine Department is proposing to increase the Seawall Lease Permit Fee by $0.03 per square foot to eliminate the use of pennies. The fee will increase from $ 0.62 to $ 0.65 per square foot. This fee is charged as an annual rent per square foot for private use of public waterways. Private uses include spaces occupied by docks, floats, gangways, or piers, including berthing space surrounding the structures.

The proposed fee increase is anticipated to generate an additional $6,953 annual revenue in the Tidelands Operating Fund Group.

Marina Slip Permit Fee

The Parks, Recreation and Marine Department s lip revenues comprise over 80 percent of the total Marina Fund revenues. To successfully sell the Bonds, the City is required to maintain the Marina Fund in a sound financial condition with a minimum debt service coverage ratio of 1.25X. Therefore, City Council authorized an annual slip rent increase of a minimum of 2 percent during the duration of the Bond debt. With CCI being 3.64 percent in FY 27, the Marine Bureau has to find a delicate balance between increasing slip permit fees that would both be sufficient for recovery of operational costs and reduce the risk of slip cancellation, which would impact our ability to repay the Bonds; therefore, the proposed increase is 4.00 percent to ensure the required coverage. The proposed fee increase would affect the following Marina Slip Permit fees.

• Marina Permanent Slip Fee that consists of 22 fees for different boat sizes starting from 15 feet to 120 feet with monthly fees ranging from $186 to $4,271.

EXHIBIT B

26 • Marina Temporary Slip Fee that consists of 21 fees for different boat sizes starting from 20 feet to 120 feet with monthly fees ranging from $298 to $5,169. • Marina Slip Permit Fee – Alamitos Bay Landing Dock from $7.24 to $7.55 lineal foot/month.
• Marina Slip Permit Fee – Wide Slip Fee from $1.21 to $1.30 square foot of permitted space per month.
• Marina Slip Permit Fee-Rainbow Harbor/Alamitos Bay Commercial Slip Fee f rom $21.13 to $22 lineal foot/month.
• Marina Slip Permit Fee-Personal Watercraft Slip Fee from $7.18 to $7.50 lineal foot/month.

The proposed fee increases are anticipated to generate an additional $810, 215 annual revenue in the Tidelands Area Fund Group.

Berth Rental Fee (Berths 1, 2, & 3) at Alamitos Bay

The Parks, Recreation and Marine Department charged a monthly rate for usage of the berth at Alamitos Bay. The berths are an extension of the marina for mooring (parking) a boat at a designated berth and for landing (pickup and drop-off). I t serves a similar purpose as a dock space. The department is proposing a 4 percent increase to the fee from $2,780.81 to $2,892 per month.

Large Vessel Temporary Berthing Fee (Rainbow Harbor, if available)

The Parks, Recreation and Marine Department charged a day rate for usage of the berth at Rainbow Harbor, upon availability. The berths are an extension of the marina for mooring (parking) a boat at a designated berth and for landing (pickup and drop-off). I t serves a similar purpose as a dock space. The department is proposing a 4 percent increase to the fee from $434 to $451 per day.

Visiting Vessel Permit Fee

The Parks, Recreation and Marine Department charges visitors for overnight stays at the marina. The department is proposing to increase the fee by $0.08 per foot/per night, a 4 percent increase. The fee will increase from $1.52 to $1.60. The proposed fee increase is anticipated to generate an additional $417 annual revenue in the Tidelands Area Fund Group.

Harbor Structure Construction Inspection Fee, Harbor Structure Annual Inspection Fee, Harbor Structure Reinspection Fee (for Commercial Floats over 1,000 lineal feet)

The Parks, Recreation and Marine Department is proposing to increase the cost per lineal foot of the above-mentioned Harbor Structure inspection fees . The proposed 9 percent

EXHIBIT B

27 increase of $0.03 will make the cost per lineal foot $0.35 from $0.32 to eliminate the use of pennies.

Police

Concealed Carry Weapon Renewal DOJ Live Scan Processing Fee The Police Department is proposing to establish Concealed Carry Weapon (CCW) Live Scan processing fees that are pass -through fees from the California Department of Justice (DOJ) and are not intended to achieve cost recovery for the City. The fee is established externally by the DOJ and is intended to cover the costs associated with Live Scan fingerprint processing and continued Live Scan monitoring for renewal applicants.

The collected fee will be remitted to the DOJ upon receipt in accordance with state requirements, and the C ity does not retain the revenue; therefore, there is no revenue impact.

Public Works

Bid Protest Review Fee
The Public Works Department proposed establishing a new fee for Bid Protest Review .

The fee is intended to offset some of the City’s costs of reviewing and evaluating formal bid protests submitted during the procurement process. The City already performs this service, which includes reviewing protest documents, coordinating with affected parties, evaluating bid records, consulting with the City Attorney’s Office as needed, and issuing a written determination. Historically, these costs have been absorbed through existing City staff and project resources.

The proposed $1,000 fee is to ensure that the direct costs of processing a bid protest are borne by the party requesting the review rather than by the City or the associated project budget. Estimated City costs for processing a protest generally range from approximately $1,300 to $2,200. As a result, the proposed $1,000 flat fee is intended to approximate cost recovery for routine reviews while providing a predictable and administratively efficient fee structure for bidders. More complex protests may requir e resources exceeding the proposed fee amount. Revenue generated from the fee will be used solely to offset costs related to staff time, procurement and contract administration, project

EXHIBIT B

28 management, management review, administrative support, and legal consultation required to process and respond to a protest. The fee is not intended to generate revenue but to reimburse the City and the project for the costs incurred in providing this service.

Parking Meter Fees
The following proposed parking meter rates are established to align fees with comparable parking areas and as a parking management tool to manage demand and encourage turnover in high-demand coastal areas and are not based on the cost of providing parking services.

Parking Meter Fees – Parking Meter Zones 31 and 32
The Public Works Department is proposing to increase the parking meter rate in Zone 31 (Ocean Boulevard between Termino Avenue and Bennett Avenue) and Zone 32 (Olympic Plaza between Termino Avenue and Bennett Avenue) from $0.50 per hour to $2.00 per hour. The increase is intended to align these zones with t he adjacent Ocean Boulevard coastal corridor and nearby City beach parking lots, which charge $2.00 per hour, creating a consistent parking rate structure along the waterfront. The change will primarily affect beachgoers, coastal visitors, and residents using on-street metered parking in the area.

The proposed fee increase is anticipated to generate an additional $105,996 annual revenue in the General Fund Group, which supports parking operations, enforcement , and meter maintenance.

Parking Meter Fees – Parking Meter Zones 19–25
The Public Works Department is proposing to increase the parking meter rate in Zones 19–25, serving the Shoreline and Tidelands area, from $2.00 per hour to $3.00 per hour to align the Tidelands parking meter zones with the City's standard $3.00 hourly meter rate, promoting consistency across comparable parking areas . These zones support parking demand generated by waterfront destinations, including the Aquarium, Shoreline Village, marinas, and special events.

Based on approximately 200 metered spaces, the proposed increase is anticipated to generate an additional $176,720 annual revenue in the Tidelands Operating Fund Group.

Parking Meter Fees – Parking Meter Zones 4, 5 and 6 (Downtown Outside Zones) The Public Works Department is proposing to increase the parking meter rate in Downtown Outside Zones 4, 5, and 6 from $1.00 per hour to $3.00 per hour to align the

EXHIBIT B

29 Downtown Outside with the City's standard $3.00 hourly meter rate, promoting consistency across comparable parking zones . These metered parking areas serve downtown visitors, employees, and patrons of adjacent businesses.

Based on approximately 502 metered spaces, the proposed increase is anticipated to generate an additional $892,468 annual revenue in the General Fund Group.

Parking Meter Fees - Parking Meter Zones 2, 3, and 18 (Downtown Core) The Public Works Department is proposing to increase the parking rate in Zones 2, 3, and 18 from $1.50 per hour to $3.00 per hour to align Downtown Core with the City’s standard $3.00 hourly meter rate, promoting consistency across comparable parking zones. These metered parking areas serve downtown visitors, employees, and patrons of adjacent businesses.

Based on approximately 389 metered spaces, the proposed increase is anticipated to generate an additional $372,778 annual revenue in the General Fund Group to support parking operations, enforcement, and meter maintenance, with net Downtown Core parking revenue shared with the Downtown Long Beach Alliance under an existing agreement.

Parking Citation - Display of Plates
The Public Works Department proposed establishing a new parking citation fee, Display of Plates, that will be charged to registered vehicle owners who fail to display required license plates. This penalty enables the city to enforce state requirements, improve vehicle identification, and support the effectiveness of the Automated License Plate Reader (ALPR) system, which relies on visible plates. The fee will impact registered owners of vehicles found parked without visible plates. The proposed amount is based on a review of comparable California jurisdictions and aligns with similar violations already issued in Long Beach. The citation will be set at $70, with a reduction available upon proof of correction to $10. This positions the city slightly above the statewide average but within the typical range and reflects Long Beach’s higher enforcement needs. Revenue impacts could not be determined at this time, as it will depend on the number of violations issued after implementation. The City retains the revenue after standard state fees are applied.

This citation fee is new to the fee schedule and is also being added to Citywide and Financial Management to ensure reporting consistency for all parking citations across departments.

City of Long Beach FY 2026 City Cost Index Analysis 1

INTRODUCTION
T
he City of Long Beach utilizes user fees to recover the full cost of services rendered to individuals upon their request.

Fee programs ensure that the City-provided services requested by individuals, primarily provided by twelve departments within the City, are not subsidized through public funds. In order to maintain equivalent cost recovery levels, the City adjusts these fees annually to combat the rise in costs over time. While the Consumer Price Index (the CPI) gives a general indication of the changes in the cost of living, it is not always the primary cost driver for services related to user fees. Since the fees are associated with the provision of a service, the City previously calibrated fees using the average employee salary increase.

Since 2009, the City has utilized an adjustment factor for the user fee program that more accurately accounts for the annual change in both personnel and non-personnel departmental expenses. The City Cost Index (CCI) is a methodology and model created by a former consultant to balance both personnel factors (average salary increases) and non-personnel factors (CPI). Based on FY 2025 and FY 2026 data, the calculated Weighted Adjustment Factor (inflator) for all Public Safety and Non-Public Safety departments is 3.64%.

In FY 2019, the City initiated a citywide fee study to conduct a comprehensive cost of service analysis for the City’s numerous fees and charges for services across various City departments. Revenue & Cost Specialists (RCS) was selected to conduct the multi-year study. RCS was since requested by the City to review and update the CCI model and make all necessary updates needed to calculate the CCI rate to be applied to the City’s user fees and charges in FY 2026.

PERSONNEL ADJUSTMENT FACTOR
T
able 1, shown on the following page, presents the adjusted budget information primarily for departments for which a fee is charged, number of full-time employees and total departmental budgets adopted for FY 2025 and FY 2026. The Police and Fire Departments have a difference in departmental costs increases compared to that of the other City Departments.

Therefore, for the purposes of calculating a more accurate index, the Departments have been separated into two groups:

Public Safety Departments (Police and Fire) and Non-Safety Departments (remaining Departments). This analysis utilizes the FY 2025 and FY 2026 adopted structural budget figures to provide a reasonable "catch up" adjustment to be applied to FY 2027 user fees.

Based on All Funds, both F/P, P/T
Table 1 is first used to calculate the personnel adjustment factor. By taking the total budgeted salary and benefits costs and dividing by the number of full-time employees, salary costs per employee are established.

The difference between salary costs per employee from year to year can be used as an appropriate gauge of annual personnel cost fluctuations. 1 But for Fiscal Year 2026, even though the City is consolidating the Solid Waste operations from Public Works Department into Energy and Environmental Services Department to improve efficiencies, we have kept this data in Public Works for the purpose of this calculation. Starting in Fiscal Year 2027, Energy & Environmental Services department will be shown separately.

Table 1 budgeted data is used to calculate the percentage increase in budgeted payroll (Personnel Adjustment Factor) over the time periods represented. By taking total budgeted salary and benefits costs and dividing by the number of budgeted full-time equivalent (FTE), salary costs per employee are established. The difference between salary costs per employee in the FY 2025 and FY 2026 adopted budgets can be used as an appropriate gauge of the "catch up" adjustment for personnel cost fluctuations. Table 2, shown on the following page, presents budgeted salary costs per FTE for each department for FY 2025 and FY 2026 and the percent change between the two fiscal years.

NON-PERSONNEL ADJUSTMENT FACTOR
I
n addition to the Personnel Adjustment Factor, the annual CPI for the Los Angeles / Long Beach region is incorporated to account for escalation of general non-personnel expenses, such as materials, supplies and services. The resulting adjustment factors are weighted based on the proportion of personnel expenses to the total departmental budget. Table 3, shown on the following page, presents each department's total budget, exclusive of specific one-time appropriations, and the amounts related to personnel costs and non-personnel costs. The resulting percentages (columns F and G) are multiplied by the Personnel Adjustment Factor and the CPI (columns H and I), respectively. By adding the two new percentages, a weighted adjustment factor is created (column J).

In order to provide a cost index that reflects the causes of cost changes for the Public Safety Departments, the average Unweighted Adjustment Factor (% Change) - Salary computed in Table 2 (4.29%) is multiplied by the average percentage (78.46%) that personnel costs are to the total Public Safety Budget then added to the product of the Unweighted Adjustment Factor - CPI (3.16%) for the determination period multiplied by the average percentage (21.54%) non-personnel costs are relative to the Public Safety Department budget. The result is a Public Safety Department Weighted Cost Adjustment Factor (Index) equal to 4.04% for 2026. In a similar manner, a Weighted Cost Adjustment Factor (Index) is computed for the Non-Safety Departments. The result is a Non- Safety Department Weighted Cost Adjustment Factor (Index) equal to 3.48% for 2026. However, to determine a single Weighted Adjustment Factor (inflator) that balances changes for all Public Safety and Non-Public Safety departments, the formula described above is used resulting in one citywide FY 2026 rate of 3.64% to be applied to user fees and changes.

By factoring both personnel and non-personnel costs, the City is capable to more accurately identify the true increases to the costs to provide citywide services to the public. This allows the City to recover more of the associated increase in costs of service over time. Additionally, the City is in the process of a citywide fee study.

The study is multi-year effort, during which the CCI will continue to be updated and applied to certain services to ensure that user fees and charges appropriately capture general annual cost increases.
