Honorable Mayor and City Council
City of Long Beach
California
RECOMMENDATION:

Recommendation to authorize the City Manager, or designee, to execute an agreement, and all necessary documents or subsequent amendments, including amendments to the award amount or terms, with the California Office of Traffic Safety to accept and expend grant funding in the amount of $300,000, for the Pedestrian and Bicycle Safety Initiative (Walk and Roll Long Beach), to reduce preventable pedestrian and bicycle injuries and fatalities in Long Beach, for a one-year period estimated to begin October 1, 2026, through September 30, 2027, at the discretion of the City Manager; and, Increase appropriations in the Health Fund Group in the Health and Human Services Department in the amount of $300,000 offset by grant revenues. (Citywide)

DISCUSSION
City Council approval is requested to enter into an agreement with the California Office of Traffic Safety (CA OTS) to accept and expend grant funding to support the continued implementation of the Health and Human Services Department's (Health Department) bike and pedestrian safety efforts, including e-bike safety education, led by the Division of Chronic Disease and Injury Prevention's Walk and Roll Long Beach program.

The Health Department will use CA OTS funding to reduce preventable traffic-related injuries and fatalities involving pedestrians, bicyclists, and e-bike riders in Long Beach through community education, school-based outreach, and partnerships with local organizations.

Activities include youth-focused programming in partnership with LBUSD, the City’s Departments of Public Works and Parks, Recreation and Marine, and youth-serving organizations. The program will coordinate community bike rides, e-bike safety education, citywide traffic safety campaigns, and distribute no-cost traffic safety gear, such as helmets and bike lights, to residents. These efforts promote safer travel, increase access to traffic safety education, and help create safer streets for residents of all ages.

This initiative aligns with the City's Strategic Plan by supporting efforts to reduce preventable deaths and injuries among children and youth (Strategy 21.1), expand community education that promotes safe interactions among drivers, pedestrians, bicyclists, and other roadway users (Strategy 21.1.a), and advance equitable opportunities for safe active transportation and physical activity throughout Long Beach (Strategy 18.3.b).
