City of Long Beach
California

Recommendation to authorize the City Manager, or designee, to execute an agreement and all necessary documents and any subsequent amendments, including amendments to the award amount or terms, with the California Office of Traffic Safety to accept and expend grant funding in the amount of $300,000, to prevent and reduce the impacts of alcohol and drug-impaired driving in Long Beach for a one-year period estimated to begin October 1, 2026, through September 30, 2027, at the discretion of the City Manager; and, Increase appropriations in the Health Fund Group in the Health and Human Services Department in the amount of $300,000 offset by grant revenues. (Citywide)
DISCUSSION
City Council approval is requested to enter into an agreement with the California Office of Traffic Safety (CA OTS) to accept and expend funding to support the continued implementation of the Health and Human Services Department's (Health Department) impaired driving prevention efforts led by the Division of Chronic Disease and Injury Prevention's Greenlight Long Beach program.
The Health Department will use CA OTS funding to improve community safety by preventing alcohol and drug impaired driving and reducing traffic related crashes, injuries, and fatalities.
The program will engage youth and young adults, including college students, through school and campus-based education, summer youth programming, hands on DUI simulation activities, and community outreach that promotes informed decision-making and the dangers of driving under the influence. In partnership with local organizations, the Health Department will also provide in-language education to Spanish, Khmer, and Tagalog speaking residents and collect local data to identify disparities, strengthen prevention strategies, and help create safer streets for all Long Beach residents.
This initiative is in direct support of Vision Zero and in line with the City’s Strategic Plan strategies to further develop a comprehensive approach to encourage responsible cannabis use and increase awareness about how mind-altering drugs, including those prescribed for medical purposes, can impair drivers (21.1.c), to increase funding, resources and services focused on youth substance use prevention (21.1.d), and to partner with non-profit organizations that have expertise in reaching the Cambodian community with services and information (5.6d).
