Honorable Mayor and City Council
City of Long Beach
California
RECOMMENDATION:
Recommendation to authorize the City Manager, or designee, to execute all documents necessary to amend Contract No. 35693 with Vital Medical Services, LLC, of Glendale, CA, for providing jail inmate physician and relief nursing services at the Long Beach City Jail, to extend the term of the contract to May 30, 2027. (District 2)
DISCUSSION
City Council approval is requested to amend Contract No. 35693 with Vital Medical Services, LLC (Vital Medical), to continue providing jail inmate physician and relief nursing services at the Long Beach City Jail (Jail). The amendment will extend the contract to May 30, 2027, at the current total annual contract amount of $896,396.
At its meeting on October 6, 2020, the City Council awarded a contract to Vital Medical as part of its adoption of RFP No. PD-19-100 for providing jail inmate physician and relief nursing services at the Long Beach City Jail for a period of two years, with the option to renew for three additional one-year periods.
On April 8, 2025, the City Council approved an amendment to Contract No. 35693 Vital Medical, increasing the annual contract amount by $62,000, for a total annual contract amount not to exceed $896,396. The amendment was required to address off-hour service requests and cost overages associated with unforeseen inmate medical needs that exceed the contract standard service hours. Providing on-site medical services at the Jail reduces both the cost and administrative burden associated with transporting and guarding inmates for emergency room visits. On March 3, 2026, the City Council approved an amendment to Contract No. 35693 Vital Medical, extending the term of the contract through November 30, 2026, to ensure continuity of essential medical services at the Jail.
The contract was originally awarded through a competitive RFP process and is scheduled to expire on November 30, 2026. The Long Beach Police Department (LBPD) is requesting an extension of the current contract to allow sufficient time to provide the required notice in compliance with Government Code Section 3504.1 and complete the associated procurement process. Because these activities are not expected to be completed before the current contract expires, the extension is necessary to ensure continuity of critical and constitutionally mandated medical services for inmates, while the LBPD completes the procurement process and awards a new contract.
