California
RECOMMENDATION:

Recommendation to adopt Specifications No. RFP PW-25-619 and award a contract to Evolutionary Commercial Systems, Inc., of Huntington Beach, CA, for providing Supervisory Control and Data Acquisition telemetry system maintenance and repair services, in a total annual amount not to exceed $326,210, for a period of two years, with the option to renew for three additional one-year periods, at the discretion of the City Manager; and, authorize the City Manager, or designee, to execute all documents necessary to enter into the contract, including any necessary subsequent amendments. (Citywide)

DISCUSSION
City Council approval is requested to enter into a contract with Evolutionary Commercial Systems, Inc. (ECSI), for providing monitoring, maintenance, testing, and repair services for the Supervisory Control and Data Acquisition (SCADA) telemetry system of the City of Long Beach’s (City) storm drain system.

The City is responsible for the operation and maintenance of 23 storm water pump stations and seven low-flow diversion (LFD) stations located throughout Long Beach as part of the City’s storm drain system. This contract requires the ECSI to monitor these stations remotely through a SCADA telemetry system, which has the capability of providing system alarms and remote control of pumps. The SCADA system must be continuously monitored on a 24-hour basis, with all alarms promptly acknowledged and appropriate corrective action initiated without delay. In addition, the SCADA system software shall be regularly updated to maintain optimal functionality, and all pump control equipment and related systems shall be inspected, serviced and tested at least every 30 days to ensure continuous and reliable pumps operation.

The Request for Proposals (RFP) was advertised in the Long Beach Press-Telegram on March 10, 2026, and 22 potential proposers specializing in SCADA were notified of the opportunity. Of those proposers, 22 downloaded the RFP via the City’s electronic bid system. The RFP document was made available from the Purchasing Division, located on the sixth floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing. An RFP announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 44 local, minority-owned, and women-owned business groups. There was 1 proposal received on May 5, 2026. The proposer was a certified Small Business Enterprise (SBE) but not a Minority-owned Business Enterprise (MBE), Women-owned Business Enterprise (WBE), or Long Beach business (Local).

The proposal met the minimum qualifications and requirements of the RFP and was further Public Works

reviewed in accordance with the evaluation criteria, as stipulated in the RFP. An evaluation committee, comprised of three representatives from the Public Works Department's Public Service Bureau, determined that ECSI is qualified to provide the services based on their proposal submission aligning with the evaluation criteria in the RFP.

Local Business Outreach
To align with the City’s outreach goal, Long Beach businesses are encouraged to submit proposals for City contracts. The Purchasing Division also assists businesses with registering on the Long Beach Buys platform to download RFP specifications. Through outreach, 4 Long Beach vendors were notified to submit proposals, of which 4 downloaded and none submitted a proposal. The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.

This matter was reviewed by Deputy City Attorney Vanessa S. Ibarra on August 20, 2026, Procurement Analyst Tommy Ryan on August 3, 2026, and Budget Management Officer Nader Kaamoush on August 20, 2026.

TIMING CONSIDERATIONS
City Council action to adopt Specifications No. RFP PW-25-619 and award a contract concurrently is requested on September 8, 2026, to ensure the contract is in place expeditiously.

FISCAL IMPACT
The total annual amount of the contract with ECSI will not exceed $326,210, for a period of two years, with the option to renew for three additional one-year periods. No additional appropriation request is required at this time. The cost for the contract will be incurred in the General Fund Group in the Public Works Department. The Public Works Department will absorb the costs with current appropriations and if needed, staff will return to City Council at year-end to request for additional appropriations. The Public Works Department will evaluate ongoing appropriations alignment as part of the annual budget development process. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.

SUGGESTED ACTION:

Approve recommendation.

Respectfully submitted,
Joshua Hickman
