2 If it does, I would like to know how residents can access it.
If it does not, I am asking the Council to consider creating an affordable hardship or reduced-rate program for low-income residents who are required to pay these mandatory charges.
I am not asking the City to eliminate California's organics requirements.
I am asking the City to consider the economic impact of implementing a mandatory environmental program on residents who have the least ability to absorb the cost.
I've submitted the detailed information and CSD correspondence to the City, and I respectfully ask that this issue be referred to the appropriate staff for review.
Thank you.

Hello, I'm a resident of the Long Beach downtown area (Hermosa & 4Th. St.) I have been trying to get ahold of various people with the authority to help our commusity on issues that are present, in our neighborhood, such as: Agravated confrontations about public parking spaces that are overtaken by a business at 1800 E. 4th. St. (Elite mechanic shop) wich takes an aproximated 30+ public parking spaces on our streets preventing any availability of spaces for residents, service technicians or visitors. This issue has escalated to confrontations between area residents and mechanic's employees to very high levels of almost physical violence.
The Mechanic shop parks vehicles that are inoperable and physically pushed into side walks, alleys, or Pike's Restaurant parking lot (who is in cooperation with them) to dodge parking enforcement tickets on street sweep days and immediately snatch the parking spots as soon as sweeper goes by with all of the mechanic's employees running around to move vehicles to the street before residents can get to them. Some vehicles are around for months and continue to be pushed back week after week, month after month...
Our neighborhood is composed of a majority of very old buildings (many over one hundred years of age) with no parking facilities and no additional land to expand or create parking for tenants who already pay high rent fees just to be in the downtown area of Long Beach. The mechanic shop (Elite at 1800 E. 4Th. St.) already has an operational lot size that is possibly poorly managed and not necesarily used for the purpose of the service they offer to their clients, therefore, they overcrowd the streets creating
a total deprivation of parking for the community usage, they are very well hated in the surrounding streets by frustrated residents and potentially escalating to worse... Letters have been sent to parking enforcement and nothing gets done, phone calls placed to different branches of City of Long Beach by residents and NO changes are made! This is unfair and must STOP! Can some one Help? Additionally, parking enforcement people that follow the street sweeper NEVER issue ticket citations at the shop for parking vehicles ON the sidewalks to clear sweeper path. Is this fair? Please investigate or guide us to the appropriate investigating authorities. Thank you.
