DISCUSSION
City Council approval is requested to enter into an agreement with the Board of State and Community Corrections (BSCC) to accept and expend funding to support the Health and Human Services Department's (Health Department) comprehensive cannabis public health and safety efforts led by the Division of Chronic Disease and Injury Prevention.
The Health Department will use BSCC funding to strengthen Long Beach's comprehensive approach to cannabis-related public health and safety through coordinated youth prevention, community education, responsible retail, and regulatory compliance efforts. Activities include peer-led youth prevention programs, school-based education, and diversion services for youth at risk of cannabis-related harm; multilingual community education and public awareness campaigns; modernization of the Responsible Cannabis Vendor Training Program; and enhanced coordination with City departments and community partners to improve regulatory compliance, address illicit cannabis activity, strengthen data collection, and support evidence- based prevention strategies. Together, these efforts will reduce cannabis-related harms, prevent youth substance use, strengthen responsible retail practices, and promote a safer, healthier community.
This initiative is in line with the City’s Strategic Plan strategies to implement innovative youth diversion strategies to strengthen positive youth development opportunities and connections to resources (5.1); invest in the City’s children and youth to ensure their future health, wellness and resiliency (7.3); to further develop a comprehensive approach to encourage responsible Health and Human Services
