Subject: CD 6 Fund Transfer to Support Community Events
RECOMMENDATION
Recommendation to increase appropriations in the General Fund Group in the City Manager Department by $4,000, offset by the Sixth Council District One-Time District Priority Funds, transferred from the Citywide Activities Department, to provide contributions of:
1. $1,500 to the Long Beach City College Foundation, in support of the 4th Annual Discover LBCC Summer Concert;
2. $2,500 to Cambodian Town, Inc. to support the 12th Annual Cambodian Town Film Festival; and
Decrease appropriations in the General Fund Group in the Citywide Activities Department by $4,000 to offset transfers to the City Manager Department.
DISCUSSION
Long Beach City College Foundation serves students and community members throughout Long Beach by providing accessible education, workforce training, and opportunities for lifelong learning. The 4th Annual Discover LBCC Summer Concert was a free community event held at the LBCC Liberal Arts Campus on August 21 st that brought residents together for live music, food and drink vendors, and information booths highlighting LBCC programs and resources.
The event provided community members with an opportunity to enjoy the campus, connect with neighbors, and learn more about what LBCC has to offer. A $1,500 contribution helps offset event expenses and support free community programming.
Cambodia Town, Inc. will be supporting the Cambodian Town Film Festival (CTFF). CTFF is an annual community film festival celebrating Cambodian culture, heritage, and storytelling while providing a creative platform for filmmakers at all stages of their careers. Taking place September 11th – 13th in Long Beach’s Cambodia Town, the festival features narrative features, documentaries, short films, student films, and animated films from Cambodia and around the

world, along with special events and panel discussions featuring directors, producers, writers, and actors. The festival highlights the diversity of the Cambodian experience while creating opportunities for filmmakers to showcase their work, gain exposure, and engage with the community. A $2,500 contribution would help support festival programming and community events, expanding access to cultural programming and fostering greater appreciation and dialogue around Cambodian stories and filmmaking.
This matter has been reviewed by Budget Manager Rebecca Bernstorff on September 1, 2026.
FISCAL IMPACT
This recommendation requests the City Manager to provide a contribution to the Long Beach City College Foundation, in the amount of $1,500 and to Cambodian Town, Inc., in the amount of $2,500. The total appropriation increase of $4,000 in the General Fund Group in the City Manager Department will be offset by a decrease in appropriation of the Sixth Council District One-time District Priority Funds in the General Fund Group in the Citywide Activities Department. This recommendation is expected to require a minimal level of staff hours beyond the normal budgeted scope of duties and is expected to have minimal impact on existing City Council priorities. There is no local job impact associated with this recommendation.

Suely Saro, Councilmember, Sixth District
