Honorable Mayor and City Council
City of Long Beach
California
RECOMMENDATION:

Recommendation to authorize the City Manager, or designee, to execute agreements, and any necessary documents including any amendments, with the Long Beach Unified School District (LBUSD) for the operation of the After School Education and Safety Program at Burbank, Edison, Garfield, Grant, Herrera, King, and Lafayette Elementary school sites, in an amount not to exceed $160,629, for the period of July 1, 2026, to August 13, 2026; and,
Increase appropriations in the General Grants Fund Group in the Parks, Recreation and Marine Department by $160,629, offset by grant revenue. (Districts 1, 2, 7, 9)

DISCUSSION
The After School Education and Safety (ASES) Program, funded by the California Department of Education (CDE), was established in 2002, as a collaborative program with the intent of creating partnerships between school districts and local government agencies for the purpose of providing afterschool literacy, academic enrichment, and safe constructive alternatives for K- 8 students. ASES consists of two program elements: (1) an educational literacy element that provides tutoring and/or homework assistance designed to help students meet State standards in core academic subjects; and (2) an educational enrichment element designed to provide an array of programs that include visual and performing arts, music, and general recreation activities.

The CDE chooses the school sites that meet the criteria for funding, then LBUSD allocates grant funding to the contracted service providers for the ASES program. While the majority of the program is funded through the CDE grant, the Parks, Recreation and Marine Department (PRM) supplements the program with an additional allocation of resources provided through an in-kind match.

In May, PRM was notified that LBUSD had issued a Request for Proposal seeking primary program service providers. PRM elected not to submit a proposal in order to focus its resources on other City programs. The term for the ASES Program is generally from July 1 through June 30 of the following year; however, as a result of the recent changes, PRM’s program concluded on August 13, 2026. City Council action is requested to execute these agreements because service delivery continued while administrative review and approvals for the agreements were finalized.

LBUSD has allocated $160,629 of its grant funding to the City, which will be used for program staffing, supervision, supplies, and administrative assistance at seven school sites (Attachment).

The grant agreement requires a 15 percent in-kind match equal to $24,095, which includes facility use, staff time, donations, programs that supplement the after-school program, and a portion of administration costs.

This matter was reviewed by Deputy City Attorney Millicent Usoro on August 25, 2026, and by Budget Analysis Officer Greg Sorensen on August 13, 2026.

TIMING CONSIDERATIONS
City Council action is requested on September 1, 2026, to enable the execution of the required documents.

FISCAL IMPACT
The City will receive grant revenues in an amount not to exceed $160,629 to offset program expenditures of the same amount. An appropriation increase is requested in the General Grants Fund Group in the Parks, Recreation and Marine Department by $160,629 offset by grant revenue. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with the existing City Council priorities. The recommendation will have a positive impact on jobs. The Parks, Recreation and Marine Department has 80 part-time employees working to facilitate the program.

SUGGESTED ACTION:

Approve recommendation.

Respectfully submitted,
Stephen P. Scott
Director
Parks, Recreation and Marine
