Honorable Mayor and City Council
City of Long Beach
California
RECOMMENDATION:

Recommendation to authorize the City Manager, or designee, to execute agreements, and all necessary documents including any amendments, with the Long Beach Unified School District (LBUSD) for the operation of the Expanded Learning Opportunities Program at Burbank, Edison, Garfield, Grant, Herrera, King, and Lafayette Elementary school sites, in an amount not to exceed $639,291, for the period of July 1, 2026, to August 13, 2026; and,
Increase appropriations in the General Grants Fund Group in the Parks, Recreation and Marine Department by $639,291, offset by grant revenue. (Districts 1, 2, 7, 9)

DISCUSSION
The Expanded Learning Opportunities Program (ELO-P) provides funding for after-school and summer school enrichment programs for transitional kindergarten through sixth grade. The program began in 2022 and is funded by the California Department of Education (CDE). LBUSD uses the funding to subsidize the Winners Reaching Amazing Potential After School Program (WRAP). WRAP has been operating for over 20 years and reflects a partnership between LBUSD and local service agencies to provide after-school literacy, academic enrichment, and safe constructive alternatives for transitional kindergarten through sixth grade students. ELO-P funds are a complement to the After School Education and Safety (ASES) Program.

WRAP’s Expanded Learning Program consists of two program elements: (1) an educational literacy element that provides tutoring and/or homework assistance designed to help students meet State standards in core academic subjects; and (2) an educational enrichment element that includes visual and performing arts, music, and general recreation activities. The CDE selects school sites that meet the criteria for both sources of funding. LBUSD allocates grant funding to the City of Long Beach (City) for the WRAP program and allocates additional resources to ensure funding is available to meet attendance needs at eligible sites.

In May, PRM was notified that LBUSD had issued a Request for Proposal seeking primary program service providers. PRM elected not to submit a proposal in order to focus its resources on other City programs. The term for the ELO-P and ASES programs are generally from July 1 through June 30 of the following year; however, as a result of the recent changes, PRM’s program concluded on August 13, 2026. City Council action is requested to execute these agreements because service delivery continued while administrative review and approvals for the agreements were finalized.

LBUSD has allocated $639,291 of its ELO-P funding to the City, which will be used for program staffing, supervision, supplies, and administrative assistance at seven school sites (Attachment).

This matter was reviewed by Deputy City Attorney Millicent Usoro on August 25, 2026, and by Budget Analysis Officer Greg Sorensen on August 13, 2026.

TIMING CONSIDERATIONS
City Council action is requested on September 1, 2026, to enable the execution of the required documents.

FISCAL IMPACT
The City will receive grant revenues in an amount not to exceed $639,291 to offset program expenditures of the same amount. An appropriation increase is requested in the General Grants Fund Group in the Parks, Recreation and Marine Department by $639,291 offset by grant revenue. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with the existing City Council priorities. The recommendation will have a positive impact on jobs. The Parks, Recreation and Marine Department has 80 part-time employees working to facilitate the program.

SUGGESTED ACTION:

Approve recommendation.

Respectfully submitted,
Stephen P. Scott
Director
Parks, Recreation and Marine
