(Citywide)

DISCUSSION
On June 1, 2026, the Health and Human Services Department (Health Department) was notified by the Los Angeles County Homeless Services & Housing Department (HSH) that funding in amount of $150,000 was allocated by County Supervisory District 4 for the Long Beach Interjurisdictional Collaborative Program. The program is a strategic initiative designed to enhance coordination and collaboration between various local government agencies, departments, and jurisdictions within Los Angeles County and the City of Long Beach (City). This program aims to address homelessness in a more integrated and systemic manner by fostering multi-agency and multi-jurisdictional cooperation.

The program is designed to streamline encampment clean-up efforts across multiple jurisdictions by fostering collaboration, establishing standardized protocols, and providing specialized training for law enforcement. Trainings will focus on adopting non-traditional, empathetic approaches to address quality-of-life (QoL) challenges faced by individuals experiencing homelessness. The Interjurisdictional Collaborative Program will implement best practices for outreach and engagement activities, increasing the likelihood of persons experiencing homelessness to engage in services.

The grant supports a comprehensive, collaborative effort that aims to create a more effective, coordinated, and sustainable response to homelessness in Los Angeles County. The Interjurisdictional Collaborative Program aims to reduce homelessness, improve participants’ well-being, and provide long-term solutions for increased collaboration between the City and the County of Los Angeles.

_______________________
THOMAS B. MODICA

CITY MANAGER
This matter was reviewed by Deputy City Attorney Nicholas Masero on August 24, 2026, and by Budget Analysis Officer Greg Sorensen on August 26, 2026.

TIMING CONSIDERATIONS
City Council action to accept and expend grant funds is requested on September 15, 2026, to begin implementing program services.

FISCAL IMPACT
The City will receive funding in an amount of $150,000 for a one-year period with the option to renew for an additional one-year period upon contract execution by HSH. An appropriation increase in the amount of $150,000 is requested in the Health Fund Group in the Health and Human Services Department, offset by grant revenue. Acceptance of this grant will have a net negative impact to the Health Operating fund of approximately $627 due to non-reimbursable Indirect Costs. This recommendation has a moderate staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. No match or in- kind service is required. There is no local job impact associated with this recommendation.

SUGGESTED ACTION:

Approve recommendation.

Respectfully submitted,
Alison King
Director
Health and Human Services
