DISCUSSION
On June 1, 2026, the Health and Human Services Department (Health Department) was notified by the Los Angeles County Homeless Services & Housing Department (HSH) that funding in the amount of $180,000 was allocated by County Supervisory District 4 for the Long Beach Homeless Court Program. The program assists individuals experiencing homelessness by resolving misdemeanors and infraction cases and clearing past eligible convictions that hinder access to housing and employment.

The Office of County Supervisor Janice Hahn facilitated the launch of the Long Beach Homeless Court Program in 2021. Through collaboration between the City Prosecutor’s Office and the Health Department, the program has supported over 618 participants. The Homeless Court Program has resulted in the dismissal of 358 misdemeanors, 559 infractions, and the removal of 4,828 parking citations. Additionally, 203 participants were connected to record clearing services, 128 were connected to temporary shelters, 85 secured permanent supportive housing, and over 40 received housing vouchers and are actively seeking units.

The Health Department engages in extensive outreach and services for persons experiencing persistent challenges, including mental illness, substance use, and/or homelessness. Many of those served also have a history of non-violent, low-level misdemeanor arrests and convictions.

Over the past five years, the City Prosecutor’s Priority Access Diversion Program has been connecting and reconnecting persons experiencing mental illness, substance abuse and/or homelessness to residential treatment programs in lieu of prosecution. The funding from the Los Angeles County HSH will support the operation of the Homeless Court Program within the Health Department’s Homeless Services Division. The grant funds will support the removal of barriers Health and Human Services
