Honorable Mayor and City Council
City of Long Beach
California
RECOMMENDATION:

Recommendation to authorize the City Manager, or designee, to execute all documents, including any necessary amendments, with the County of Los Angeles in support of the Southern California Regional Energy Network Metered Savings Program, to accept and expend funding for an incentive rebate payment related to lighting improvements in Parking Structure B at the Long Beach Airport, in an amount not to exceed $50,000. (District 5)

DISCUSSION
City Council approval is requested to execute documents with the County of Los Angeles on behalf of the Southern California Regional Energy Network (SoCalREN) to accept and expend an incentive rebate payment for the Parking Structure B Lighting Improvement Project at the Long Beach Airport (Airport).

In November 2025, the Airport replaced the existing non-LED lighting and controls in Parking Structure B (Lighting Project) through the Metered Savings Program, facilitated by SoCalREN.

The new LED fixtures included occupancy sensor controls and dimming capabilities, resulting in an estimated annual energy savings of approximately 488,000 kWh and ensuring compliance with Title 24 requirements. The Lighting Project aligns with the Long Beach Climate Action Plan to reduce greenhouse gas emissions with the ultimate goal of achieving net zero emissions by 2045; and with the Airport’s strategic goals and objectives, which include, Be a Green Airport Leader, Adopt Environmentally Friendly Policies and Incentives to Promote Carbon Neutrality, and Implement Sustainable Business and Operational Practices.

The Metered Savings Program is offered in partnership with SoCalREN’s Public Agency Programs, which further provides cash incentives, rebates, and technical assistance for energy efficiency projects. Moreover, Los Angeles County runs this limited-time program to help public agencies expand sustainability options for their communities. By participating in the Metered Savings Program, the Airport is anticipated to receive an incentive rebate payment of $32,385 for the Lighting Project. The payment will be used to reimburse a portion of the $178,935 Lighting Project cost that was completed in 2025.

This matter was reviewed by Deputy City Attorney Marsha M. Yasuda on August 24, 2026, and by Budget Analysis Officer Greg Sorensen on August 26, 2026.

TIMING CONSIDERATIONS
City Council action is requested on September 15, 2026, to allow for the execution of the required documents to complete the funding request for the Lighting Project.

FISCAL IMPACT
Approval of this recommendation allows the Airport to accept an incentive rebate payment estimated at $32,385 from Southern California Regional Energy Network. The payment will reimburse a portion of the $178,935 Lighting Project cost that was completed in 2025. Accepting the payment will have a positive impact to the Airport Fund as previously expended funds will be reimbursed for the Airport. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
