DISCUSSION
City Council approval is requested to enter into a contract with All American Asphalt (AAA) for the Taxiway F Realignment and Reconstruction Project (Project) at the Long Beach Airport (Airport).

The Project will reduce the width of Taxiway F from 100 feet to 75 feet to increase the distance between Taxiway F and Runway 26L. The Taxiway F pavement is also nearing the end of its useful service life. Approximately 550,000 square feet of taxiway pavement including shoulders will be reconstructed. The project also includes restoration of pavement markings, lighting, signage and appurtenant drainage systems.

The bid was advertised in the Long Beach Press-Telegram on May 10, 2026, and 19 potential bidders specializing in airfield pavement and construction related services were notified of the bid opportunity. Of those bidders, 16 downloaded the bid via the City’s electronic bid system.

The bid document was made available from the Procurement Services Division, located on the sixth floor of City Hall, and the Division’s website at www.longbeach.gov/puchasing. A bid announcement was also included in the Procurement Services Division’s weekly update of Open Bid Opportunities, which is sent to 44 local, minority-owned, and women-owned business groups.

There were three bids received on June 10, 2026. Of those three bidders, none were Minority- owned Business Enterprises (MBEs), Women-owned Business Enterprises (WBEs), Disadvantage Business Enterprises (DBEs), certified Small Business Enterprises (SBEs), or Long Beach businesses (Local). All American Asphalt, of Corona CA, (not a MBE, WBE, SBE, or Local) was the lowest responsible bidder.

Mobilization is anticipated in November 2026, and construction completion is anticipated in May 2028. The construction Plans and Specifications contain phasing requirements to maintain sufficient access for all Airport operators including commercial airlines and general aviation tenants.

Local Business Outreach
To align with the City’s outreach goal, Long Beach businesses are encouraged to submit bids for City contracts. The Purchasing Division also assists businesses with registering on the Long Beach Buys platform to download the bid specifications. Through outreach, two Long Beach firms were notified to submit bids, of which two downloaded and neither submitted a bid. The Procurement Services Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.

In accordance with the California Environmental Quality Act (CEQA), Categorical Exemption CE- 26-051 was issued for this project (Attachment). The project received a Categorical Exclusion pursuant to Federal Aviation Administration (FAA) Order 1050.1F, and in accordance with National Environmental Policy Act on May 29, 2026.

This matter was reviewed by Deputy City Attorney Marsha M. Yasuda on August 19, 2026, by Procurement Analyst Tommy Ryan on August 19, 2026, and by Budget Analysis Officer Greg Sorensen on August 26, 2026.

TIMING CONSIDERATIONS
City Council action to adopt Plans and Specifications No. R-7299 and award contract concurrently is requested on September 15, 2026, to ensure contracts are in place expeditiously.

SUSTAINABILITY
The project specifications will permit the contractor to incorporate a percentage of asphalt millings from the demolition of the existing pavement to be recycled into the new aggregate base course of the pavement section. This will significantly reduce the number of truck trips required to construct the new pavement section and the amount of new aggregate material that needs to be produced. The new Taxiway F pavement will have an anticipated service life of 20 years.

Additionally, the new lighting will be light-emitting diodes (LED) resulting in energy savings compared to existing lighting systems.

FISCAL IMPACT
The total construction contract amount will not exceed $24,217,443, inclusive of a 10 percent contingency in the amount of $2,201,586 for unforeseen circumstances. The total project cost, which incorporates the construction contract award estimated at $29,878,726, includes design, construction management, inspection services, material testing, labor compliance and DBE administration, and related project support. An appropriation increase in the amount of $29,878,726 is requested in the Airport Fund Group in the Airport Department and will be funded Honorable Mayor and City Council

by Airport grant revenue and Airport funds available. The Federal Aviation Administration awarded the Airport a grant for the project in the amount of $27,088,053 on August 13, 2026.

The remaining amount not covered by the grant will be funded by Airport funds available, which are estimated at $2,790,673. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with the existing City Council priorities. The award of this contract will support the employment of 8 full-time employees residing in Long Beach.

SUGGESTED ACTION:

Approve recommendation.

Respectfully submitted,
Cynthia Guidry
Director
Long Beach Airport
