City of Long Beach
California

Recommendation to authorize the City Manager, or designee, to execute all documents necessary to amend Contract No. 36385 with Amadeus Airport IT Americas, Inc., of Orlando, FL, for providing software licensing, maintenance and support services for Long Beach Airport’s Common Use Passenger Processing System, to increase the contract amount by $835,510, for a revised contract amount not to exceed $4,813,060, and extend the term of the contract through September 30, 2027; and, Authorize the City Manager, or designee, to execute all documents necessary to amend Contract No. 35082 with Datagear, Inc., of Santa Ana, CA, for providing operation and maintenance of the Flight Information Display System at Long Beach Airport, to increase the contract amount by $150,000, for a revised contract amount not to exceed $1,017,250, and extend the term of the contract through September 30, 2027. (District 5)
DISCUSSION
City Council approval is requested to amend Contract No. 36385 with Amadeus Airport IT Americas, Inc. (Amadeus), to continue licensing, maintenance and support services for the Common Use Passenger Processing System (CUPPS), and to amend Contract No. 35082 with Datagear, Inc. (Datagear) to continue licensing, maintenance and support services for the Flight Information Display Systems (FIDS) at Long Beach Airport (Airport). The amendments to each contract will extend the terms through September 30, 2027, and increase the contract amounts to cover cost of services during the extended term. The extension of both contracts will provide additional time to conduct a competitive procurement process that combines both services into one contract.
At its meeting on March 9, 2021, the City Council awarded a contract to Amadeus for the licensing, maintenance, support, and as-needed repair services for the CUPPS for a period of two years, with the option to renew for three additional one-year periods. CUPPS allows multiple airlines to share the same workstations and peripherals, maximizing the efficient use of airport resources.
The Amadeus contract will expire on September 30, 2026, and the City has fully exercised the extension options. A new solicitation is currently under development; however, additional time is required to finalize the scope, requirements, and performance standards of the solicitation and to conduct the competitive procurement process. The new solicitation will consolidate multiple services and systems, including FIDS, into a single solicitation, providing greater efficiency, Long Beach Airport

streamlined cost of services, and compatibility across multiple systems.
At its meeting on September 18, 2018, the City Council adopted Specifications No. RFP AP18- 091 and awarded a contract to Datagear for the operation and maintenance of the FIDS at the Airport for a period of three years with the option to renew for two additional two-year periods.
The FIDS consists of a series of digital monitors and related equipment that display flight departure, arrival, gate, and baggage claim information.
On July 22, 2025, the Datagear contract was amended to add $270,000 and extend the term through September 30, 2026. There are no renewal options. An extension of the contract is needed to allow for services to continue while the bidding process for a combined contract for CUPPS and FIDS occurs.
Development of the solicitation is taking longer than originally planned due to several unanticipated factors. The scope of services expanded further to include the common use phone systems, public announcement and paging system, and other ancillary equipment. This expanded scope requires additional time to finalize a comprehensive Request for Proposals (RFP).
The commencement of the Passenger Concourse Enhancement (PCE) project adds a layer of complexity to the scope and timeline for transition. Since the integration of potentially new CUPPS and FIDS services is critical to daily operations, careful transitioning during the PCE project requires additional time to appropriately phase in the services and coordinate with airline partners to minimize disruption to operations.
The services are critical for the existing systems that support travel through the Airport and any lapse in these services will have operational impacts and financial consequences. To maintain continuity of services and avoid disruptions, extensions through September 30, 2027, for both contracts are requested.
This matter was reviewed by Deputy City Attorney Marsha M. Yasuda on August 23, 2026, by Procurement Analyst Tommy Ryan on August 21, 2026, and by Budget Analysis Officer Greg Sorensen on August 26, 2026.
TIMING CONSIDERATIONS
City Council action to amend Contract No. 36385 and Contract No. 35082 is requested on September 15, 2026, to ensure there is no interruption to services.
FISCAL IMPACT
The requested action increases the contract authority with Amadeus by $835,510, for a total contract amount not to exceed $4,813,060, and increases the contract authority with Datagear by $150,000, for a total contract amount not to exceed $1,017,250. Both contracts would be extended through September 30, 2027. Sufficient budget exists in the Airport Fund Group in the Airport Department for these extensions. This recommendation has no staffing impact beyond Honorable Mayor and City Council
