Honorable Mayor and City Council
September 15, 2026
At its meeting on October 5, 2021, the City Council awarded contracts to the above-referenced ten firms as part of its adoption of RFP PW21-036 for as-needed traffic engineering and transportation planning services. The awarded contracts were for an initial period of three years through October 31, 2024, with the option to renew for two additional one-year periods. The current contracts expire on October 31, 2026, and the City of Long Beach (City) has exhausted all authorized contract extensions. Extending the term by six months to May 1, 2027, will ensure the continuity of the critical traffic engineering projects and avoid potential service interruptions while a new procurement is completed.
The scope of services performed under these contracts includes technical support to the City for various projects and programs during the planning, design, engineering, and construction of quick build safety elements and capital projects. The services rendered include traffic investigations, analysis, design, technical and constructability reviews, reporting, and other support services to effectively manage critical traffic safety-related projects including the new Speed Safety System.
The new procurement for traffic engineering support is underway and a request for proposals, RFP PW26-745, was released on July 17, 2026. Bids were received on August 27, 2026 and are currently being screened for responsiveness and qualifications. Staff anticipate bringing a recommendation to City Council for award of the new contracts in the coming months. This ensures a new bench of qualified vendors will be in place by May 1, 2027, when the current contracts expire, if approved.
This matter was reviewed by Procurement Analyst Tommy Ryan on August 18, 2026, Deputy City Attorney Vanessa S. Ibarra on August 27, 2026, and by Budget Management Officer Nader Kaamoush on August 28, 2026.
TIMING CONSIDERATIONS
City Council action to amend the contracts is requested on September 15, 2026 to ensure there is no interruption to services.
FISCAL IMPACT
The requested action extend the terms of the contracts to May 1, 2027 and increases the aggregate contract authority by $1,000,000. The new total aggregate amount of the contracts will not exceed $11,000,000. No additional budget appropriation is being requested at this time.
Any work utilizing these on-call contracts will proceed when appropriations have been approved by the City Council. These contracts are on an as-needed basis, and costs for these services are included in the specific projects of the departments where funds are budgeted.
This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. Approval of this action would potentially positively impact the local job market.
