At its meeting on March 12, 2024, the City Council awarded contracts to the 21 firms listed above as a part of its adoption of RFQ PW-23-243 for project management and other related services in an aggregate amount not to exceed $45 million for three years, with the option to renew for two additional one-year periods. As part of the original action, a contract was also awarded to RWBID Construction Management; however, since that time, the firm was acquired by Cumming Management Group, of Los Angeles, CA, and therefore is not included in this request.

The scope of services performed under these contracts include technical support to the City of Long Beach (City) for various projects and programs during the planning, design, engineering and pre-construction and construction phases of a capital project. The services rendered include project and construction management, as well as third-party project controls including cost estimates, opinions of probable duration, and technical and constructability reviews. The Public Works Department’s (Department) inspections are also a line of service under these contracts and are required on public projects to ensure compliance with daily reporting requirements, technical conformance, and site management. Lastly, for construction projects delivered through the City’s JOC program, these contracts afford the Department the ability to implement quality assurance/control practices consistent with the requirements of the administrative regulations for JOC projects including independent review of cost proposals.

Services under these contracts are performed on an as-needed basis and are based on the needs of the Department and are authorized through individual work orders. The contracts do not include a guaranteed minimum payment or retainer fee. Payment to the consultants are based on work orders issued by the City and completed by the consultants.

The City Council awarded these contracts for an initial three-year term, from 2024 to 2027, in a total aggregate amount not to exceed $45,000,000. The City Council also authorized two additional one-year renewal options in a total annual aggregate amount not to exceed $15,000,000.

Due to a large volume of capital projects stemming from a historic infrastructure plan, Elevate ‘28 and other non-Elevate 28 projects, the Department of Public Works is experiencing an increase in utilization of these project delivery service contracts and has exhausted or encumbered the contract authority available for the initial three-year term of this contract. As the Department’s infrastructure and capital improvement program has grown to over $1.2 billion, the contract authority previously authorized by the City Council for the remaining renewal terms is insufficient to meet the Department’s anticipated project delivery and support needs.

To ensure the Department is able to fulfill its obligations and successfully deliver the final year of the Elevate ‘28 Infrastructure Investment Plan and prepare for the 2028 Olympic and Paralympic Games, additional contract authority is necessary for the remaining term of the contracts. The recommended action seeks to increase the aggregate contract amount of $45,000,000 by $55,000,000 for a total aggregate contract amount of $100,000,000. This additional authority is intended to prevent service interruptions and allow critical project delivery and associated support services to continue.

Staff intends to exercise the option to renew these contracts in 2027 and 2028 to complete the last year of the Elevate ‘28 Infrastructure Investment Plan and prepare for the 2028 Games.

Accordingly, the proposed $100,000,000 aggregate contract authority would apply through the remaining term of the contracts, including any exercised renewal options, and would replace the previously authorized additional annual aggregate authority of $15,000,000 for the renewal periods.

Approval of this recommendation will not impact the current authorized term of any of the agreements, or affect the City’s existing option to renew the contract for two additional one-year periods.

This matter was reviewed by Procurement Analyst Tommy Ryan on August 17, 2026, Deputy City Attorney Vanessa S. Ibarra on August 27, 2026, and by Budget Management Officer Nader Kaamoush on August 27, 2026.

TIMING CONSIDERATIONS
City Council action to approve this recommendation is requested on September 15, 2026 to ensure the aggregate authority is amended expeditiously and to avoid interruptions to contracted professional services.

FISCAL IMPACT
The requested action extends the terms of the contracts to June 30, 2029, and increases the contract authority by $55,000,000. The new total aggregate amount of the contracts will not exceed $100,000,000. These contracts were established on an as-needed basis and work orders are only created after projects are appropriately funded. The requested increase in contract authority was calculated based on current and anticipated projects within various City departments, but primarily from the Public Works Department. The need for these services is vital to helping complete the City’s Elevate ’28 Infrastructure Investment Plan. This Honorable Mayor and City Council
