Decrease appropriation in the General Fund Group in the Citywide Activities Department by $6,750 to offset a transfer to the City Manager Department.

DISCUSSION
The Precious Lamb Preschool’s Annual Gala, From Seeds to Dreams, will take place on September 25, 2026, at the Aquarium of the Pacific. The annual gala brings together community members and supporters to raise critical funds for Precious Lamb Preschool and its mission of serving children and families experiencing homelessness. Precious Lamb provides tuition-free preschool and a nurturing learning environment where children experiencing homelessness can build confidence and grow socially, emotionally, and academically. The 3rd District Council Office contribution will support the gala’s fundraising efforts and help Precious Lamb continue providing these essential services, giving children and families greater stability and opportunities to build a brighter future.

For more than a century, Tichenor Clinic for Children has provided essential services to children with orthopedic, developmental, and neurodevelopmental disabilities. On September 3, 2026,

Honorable Mayor and City Council

Tichenor Clinic for Children celebrated its 100 Years Strong: The Future Starts Now event at Rancho Los Alamitos. The event supported the Clinic’s next century of service by helping maintain essential programs and equipment, expand access for local families, and invest in innovative programs that will support children and their families for generations to come. The 3rd District Council Office contribution will support these efforts and help Tichenor Clinic continue providing life-changing care and opportunities to children and families throughout the Long Beach community.

The Long Beach Public Library Foundation’s 22nd Annual Grape Expectations Gala will be held on September 28, 2025, at the Billie Jean King Main Library. As the Foundation’s signature fundraising event, Grape Expectations raises critical funds to expand access to free educational programs and resources throughout the City. The 3rd District Council Office contribution will help support free library programs, including early literacy initiatives, STEAM workshops, job search resources, and other services that provide residents of all ages with opportunities to learn, grow, and succeed.

The Long Beach Century Club is a non-profit volunteer organization founded in 1957. It supports amateur athletics in the City of Long Beach, including the City's middle schools, high schools, and colleges. For several years, the Long Beach Century Club has hosted the annual Mayor's Trophy Golf Tournament, its largest fundraising event of the year. This year the event was held on September 10, 2026. The 3rd District Council Office donation to this tournament will help provide scholarships to high-achieving students from the high schools in the Long Beach Unified School District.

The Belmont Shore Christmas Parade is a cherished community tradition hosted by the Belmont Shore Business Association (BSBA) that brings thousands of residents and visitors together to celebrate the holiday season. This year marks the 42nd annual parade, which will take place on Saturday, December 5, 2025. Featuring more than a dozen marching bands and over 100 parade entries, including floats created by local businesses, community organizations, and dignitaries, the event showcases the spirit and creativity of the Belmont Shore community while supporting local businesses and encouraging community engagement. The parade is free and open to the public. The 3rd District Council Office contribution will help offset the overall costs associated with producing the parade and continuing this longstanding Belmont Shore tradition.

This matter has been reviewed by Budget Manager Rebecca Bernstorff on September 11, 2026.

This recommendation requests the City Manager to provide contributions to the Precious Lamb Preschool in the amount of $250, to the Tichenor Clinic for Children in the amount of $500, to the Long Beach Public Library Foundation in the amount of $500, to the Long Beach Century Club in the amount of $500, and to the Belmont Shore Business Association in the amount of $5,000. The total appropriation increase of $6,750 in the General Fund Group in the City Manager Department will be offset by a decrease in appropriation of the Third Council District One-Time District Priority Funds in the General Fund Group in the Citywide Activities Department.
