DISCUSSION
City Council approval is requested to enter into an agreement with the California Department of Transportation (Caltrans) to accept and expend funding to support implementation of the Health and Human Services Department's (Health Department) Active Transportation Program (ATP) Non-Infrastructure Project led by the Division of Chronic Disease and Injury Prevention's Walk and Roll Long Beach program.

The Health Department will use Caltrans funding to improve pedestrian and bicycle safety, encourage active transportation, and reduce preventable traffic-related injuries through community education, engagement, and partnerships with local organizations. Activities include youth and adult bicycle and pedestrian safety education, bicycle and e-bike safety rodeos, pedestrian safety programming for older adults, crossing guard and League Cycling Instructor trainings, community traffic safety events, citywide communication campaigns, and the distribution of no-cost traffic safety equipment such as helmets, bicycle lights, and reflective safety gear. The program will also establish a bicycle and pedestrian safety kit lending program and conduct community outreach and data collection to strengthen long-term traffic safety efforts and promote safer walking and bicycling throughout the project area.

This initiative aligns with the City's Strategic Plan by supporting efforts to reduce preventable deaths and injuries among children and youth (Strategy 21.1), expand community education that promotes safe interactions among drivers, pedestrians, bicyclists, and other roadway Health and Human Services
