Honorable Mayor and City Council
City of Long Beach
California
RECOMMENDATION:

Recommendation to authorize the City Manager, or designee, to execute all documents necessary to amend Contract No. 35373 with R.S. Campbell Consulting, Inc., of Oceanside, CA, to continue providing required specialized services managing and supporting the proprietary software system HS Cloud Suite, to increase the contract amount by $140,000, for a revised contract amount not to exceed $1,100,000. (Citywide)

DISCUSSION
City Council approval is requested to amend Contract No. 35373 with R.S. Campbell Consulting, Inc., (RSCC), to continue providing as-needed, on-call public health and human services support, including required specialized services managing and supporting the software system HS Cloud Suite (HSCS). RSCC previously helped with the transition from the previous database Envision to HSCS. Their expertise is necessary to continue fine-tuning HSCS for future use and integration with Clariti, a new online inspection system to be implemented by the City of Long Beach in the next fiscal year.

HSCS software requires continuous testing, monitoring, quality control measures and other adjustments to ensure that the software works best for the Department of Health and Human Services (Health Department) Environmental Health Bureau. HSCS is a specialized data management system for agencies that provide environmental health regulatory activities in their jurisdiction. The Health Department uses this system to manage program data, conduct inspections, issue official reports, and report inspection-related data.

At its meeting on May 21, 2019, the City Council awarded contracts to 51 vendors as part of its adoption of RFQ HE18-099 for as-needed on call public health and human services (Health Bench) in an annual aggregate amount of $4,100,000, with a 15% contingency in the amount of $615,000, for a total annual aggregate amount not to exceed $4,715,000 for a period of two years, with the option to renew for three additional one-year periods. Contract No. 35373 was awarded competitively through the Health Bench which expired on May 21, 2024. There are no existing or future plans for a new Health Bench to be established.

At its meeting on March 12, 2024, the City Council approved a contract amendment with RSCC to increase the contract amount by $164,00, for a revised contract amount not to exceed $836,050, and extend the term of the contract to August 31, 2025.

THOMAS B. MODICA

CITY MANAGER
At its meeting on October 14, 2025, the City Council approved a contract amendment with RSCC to increase the contract amount by $123,950, for a revised contract amount not to exceed $960,000, and extend the term of the contract to September 30, 2026, with the option to renew for one additional one-year period.

The Health Department requested that only a handful of Health Bench contracts be amended past May 21, 2024, due to their time-limited grant funding, unique features of program needs, cost effectiveness of continuing successful community programs several years into a contract, and to optimize public tax dollars and City of Long Beach (City) staff and resources.

This matter was reviewed by Deputy City Attorney Nicholas Masero August 31, 2026, Procurement Analyst Tommy Ryan on August 27, 2026, and by Budget Analysis Officer Greg Sorensen on August 31, 2026.

TIMING CONSIDERATIONS
City Council action to amend Contract No. 35373 with RSCC is requested on September 22, 2026, to ensure there is no interruption to services.

FISCAL IMPACT
The requested action increases the contract authority with RSCC by $140,000. The total amount of the contract will not exceed $1,100,000. Sufficient funds are currently budgeted in the Health Fund Group and CUPA Fund Group in the Health and Human Service Department.

This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.

SUGGESTED ACTION:

Approve recommendation.

Respectfully submitted,
Alison King
Director
Health and Human Services
