Honorable Mayor and City Council
City of Long Beach
California
RECOMMENDATION:
Recommendation to authorize the City Manager, or designee, to execute quitclaim deeds to release permanent sidewalk, street lighting, and construction easements from EIH Real Estate Investment, LLC, a California Limited Liability Company, owner of the property located at 7710 East Carson Street in the City of Lakewood. (District 4)
DISCUSSION
The City of Lakewood, on behalf of EIH Real Estate Investment, LLC, the owner of the property located at 7710 East Carson Street, has requested that the City of Long Beach (City) execute the Quitclaim Deeds (Attachments A through E) to release existing easement interests and facilitate proposed private development improvements at the subject property.
In July and September 1999, the City acquired five easement interests along the Carson Street sidewalk within the City of Lakewood in connection with the proposed 605 Freeway/Carson Street Interchange Project. These easements consist of two streetlight easements, two driveway curb cut easements, and one temporary construction easement.
The Public Works Department has reviewed the request and determined that the easement interests are no longer required for City of Long Beach (City) purposes. These easements were related to the old Long Beach Naval Hospital on Carson Street near the 605 Freeway, that was decommissioned in the mid-1990s. The site was subsequently redeveloped into the Long Beach Towne Center. The easements lie outside of City boundaries and are no longer necessary.
Accordingly, the Department recommends that the City Council authorize the execution of the Quitclaim Deeds (Attachments A through E) to release the City's permanent easement interests and terminate the temporary construction easement.
City staff conducted a review of affected agencies and there were no objections to the release of easements.
Due to the proposed action and development occurring within the limits of the City of Lakewood, a California Environmental Quality Act (CEQA) determination is not required for the City to facilitate this request.
This matter was reviewed by Deputy City Attorney Vanessa S. Ibarra on September 3, 2026 and by Budget Management Officer Nader Kaamoush on September 1, 2026.
