mapping and geographic information systems (GIS), and other miscellaneous engineering support services.

The City of Long Beach (City) has historically used consultants on an as-needed basis to provide various engineering and street design services for various on-call projects. These are on-call contracts where work is performed based on individual work orders issued by the City and do not include a guaranteed minimum payment or retainer fee. Payment to the consultants will be based on work orders issued by the City and completed by the consultants. The demand for specialized as-needed engineering services has increased in conjunction with the historic Elevate ’28 Infrastructure Investment Plan.

The Request for Proposals (RFP) was advertised in the Long Beach Press-Telegram on December 1, 2025, and 158 potential proposers specializing in as-needed engineering and street design services were notified of the RFP opportunity. Of those proposers, 147 downloaded the RFP via the City’s electronic bid system. The RFP document was made available from the Purchasing Division, located on the sixth floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing. An RFP announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 44 local, minority-owned, and women-owned business groups. There were 50 proposals received on February 4, 2026.

Of those 50 proposers, five were Minority-owned Business Enterprises (MBEs), three were Women-owned Business Enterprises (WBEs), 15 were certified Small Business Enterprises (SBEs), and ten were Long Beach vendors (Local).

A committee comprised of City staff evaluated the 50 proposals submitted and determined that the following 30 firms are the most qualified and responsive in the particular service category based on the following criteria: organizational capacity and experience, method of approach, communications and reporting, reasonableness of cost, and conformance with the terms of the RFP. Firms were also selected to ensure adequate coverage across the various topical service categories.

The Purchasing Division also assists businesses with registering on the Long Beach Buys platform to download RFP specifications. Through outreach, 16 Long Beach vendors were notified to submit proposals, of which 21 downloaded and ten submitted proposals. The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.

This matter was reviewed by Deputy City Attorney Vanessa S. Ibarra on May 21, 2026, Purchasing Agent Michelle Wilson on May 18, 2026, and by Budget Management Officer Nader Kaamoush on May 22, 2026.

FISCAL IMPACT
The total aggregate amount of the contract will not exceed $120,000,000 for a term period of two years, with the option to renew for three additional one-year periods. The requested contract amount was calculated based on current, anticipated, and possible future projects, primarily from the Public Works Department. Funding for these services will be covered by a combination of sources, including LA Metro Measure R, Measure M, Prop C, Prop A, and Measure W, local Measure A, State Gas Tax, RMRA/SB1, Traffic Impact Fees, AB2766, TDA, and other funding sources, including federal, state, and local grants as they become available and appropriated for projects. Any work not currently budgeted will only proceed at such time that appropriations have been approved by the City Council. Additionally, the need for these services are vital to deliver the City’s Elevate ’28 Infrastructure Investment Plan. Each work order will be funded prior to the work order being issued to a consultant. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.

Approval of this recommendation will have a positive impact on the local job market.

SUGGESTED ACTION:

Approve recommendation.

Respectfully submitted,
Joshua Hickman
Director
Public Works
