Honorable Mayor and City Council
City of Long Beach
California
RECOMMENDATION:

Recommendation to award a contract to Dokken Engineering, Inc., of Irvine, CA, in accordance with all the same authorities granted under previously adopted Specifications No. RFP PW25-582, for providing as-needed engineering services for bridges and structures, in an amount not to exceed the total aggregate contract authority previously authorized by the City Council on June 9, 2026, for a period of two years, with the option to renew for three additional one-year periods, at the discretion of the City Manager; and, authorize the City Manager, or designee, to execute all documents necessary to enter into the contract, and any necessary subsequent amendments. (Citywide)

DISCUSSION
City Council approval is requested to enter into a contract with Dokken Engineering, Inc. (Contractor) for providing as-needed engineering services for bridges and structures.

At its meeting on June 9, 2026, the City Council adopted Specifications No. RFP PW25-582 and authorized contracts for engineering and street design services on an as-needed basis for street design, stormwater and drainage facilities, bridges and structures, geotechnical and pavement engineering, coastal engineering, environmental and permitting support services, development review, plan check services and peer review of plans, project management and staff augmentation, computer mapping and geographic information systems (GIS), and miscellaneous engineering support services.

Following the June 9, 2026, City Council action, staff conducted a review of the original procurement records and determined that Dokken Engineering, Inc., met the qualifications for award for bridges and structures services but was inadvertently omitted form the list of recommended consultants presented for City Council approval. This action corrects the administrative omission by adding Dokken Engineering, Inc., to the previously approved on- call consultant panel, increasing the number of awarded engineering consultants from 30 to 31 total.

This recommendation does not increase the total aggregate contract authority previously authorized by the City Council on June 9, 2026. Any work assigned to Dokken Engineering Inc., will be performed within, and not in addition to, the existing aggregate contract authority approved for all contracts awarded under Specification No. RFP PW25-582.

This matter was reviewed by Deputy City Attorney Vanessa S. Ibarra on September 3, 2026, Procurement Analyst Tommy Ryan on August 25, 2026, and by Budget Management Officer Nader Kaamoush on September 3, 2026.

TIMING CONSIDERATIONS
City Council action to award a contract under previously adopted Specifications No. RFP PW25- 582 is requested on September 22, 2026, to ensure the contract is in place expeditiously.

FISCAL IMPACT
The previously authorized total aggregate contract amount was $120,000,000 and will not change as a result of this recommendation. The original requested contract amount was calculated based on current, anticipated, and possible future projects, primarily from the Public Works Department. Funding for these services will be covered by a combination of sources, including LA Metro Measure R, Measure M, Prop C, Prop A, and Measure W, local Measure A, State Gas Tax, RMRA/SB1, Traffic Impact Fees, AB2766, TDA, and other funding sources, including federal, state, and local grants as they become available and appropriated for projects.

Any work not currently budgeted will only proceed at such time that appropriations have been approved by the City Council. Additionally, the need for these services are vital to deliver the City’s Elevate ’28 Infrastructure Investment Plan. Each work order will be funded prior to the work order being issued to a consultants. This recommendation has no staffing impact beyond the normal budged scope of duties and is consistent with existing City Council priorities.

Approval of this recommendation will have a positive impact on the local job market.

SUGGESTED ACTION:

Approve recommendation.

Respectfully submitted,
Joshua Hickman
Director
