Honorable Mayor and City Council
City of Long Beach
California
RECOMMENDATION:

Recommendation to authorize City Manager, or designee, to execute Amendment Number Two to the Memorandum of Understanding between the County of Los Angeles through its Department of Registrar-Recorder/County Clerk, and the City of Long Beach for online access to the County of Los Angeles Voter Registration Election Management System (EMS), extending the term of the Agreement for a second two-year period from October 7, 2026 through October 6, 2028.

DISCUSSION
The Board of Supervisors (Board) has authorized the Registrar-Recorder/County Clerk (RR/CC) or designee to enter into and execute MOUs with various Cities for online access to the Election Management System (EMS), a voter registration and election management application for the sole purpose of conducting official government business.

Online access to the Election Management System (EMS) enables election officials’ to view registered voter information and perform election-related tasks from a centralized data store, for the purpose of administering election-related responsibilities.

The City and the County of Los Angeles originally entered into the MOU on October 7, 2019, for an initial five-year term, with the option to renew for two additional two-year periods followed by a final one-year period, for a total term not to exceed ten years.

Amendment No. One, executed on June 11, 2024, exercised the first two-year extension and extended the term through October 6, 2026. This Council action seeks authorization to exercise the second two-year extension and extend the term through October 6, 2028.

This matter was reviewed by Ashleigh Stone, Deputy City Attorney on September 17, 2026 and by Budget Management Officer Nader Kaamoush on September 17, 2026.

TIMING CONSIDERATIONS
Approval of the recommended action will allow the City of Long Beach to obtain online access to the Election Management System (EMS).

FISCAL IMPACT
This amendment will extend the term of the MOU for two additional years. The Office of the City Clerk has sufficient appropriations to support online access to Election Management System (EMS) in the General Fund Group. There is no fiscal or local job impact associated with this recommendation. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.

SUGGESTED ACTION:

Approve recommendation.

Respectfully submitted,
